experiencing 2300 power outages. 2800 been harford county. the heaviest rain has moved out of the northeast corner of the state and is in delaware and new jersey. we have a thundershowers ieast f annapolis. and no. carroll county into frederick county and hagerstown there is thunder activity. with thunder and lightning. not as much as was heard earlier this morning. there is a tropical weather feature over the atlantic. a front try to come through as well. the next 24 hours will be the rainiest. >> it's never good when they clash like that. >> two weekends in a row for ocean city. maybe we will be done with this in time for labor day weekend. >> it would be nice. thank you. we will check on what's going on

on the roads. many of the problems are related to the weather. at the northern avenue there are downed wires. sopel rd @ rustinmarysville roa, there's a tree blocking the road. southbound 95 from the split is five minutes. in the area of green spring it's running smoothly. we have a problem not far from green spring on the inner loop off to the left shoulder there's an accident we will continue to follow. >> our big story this morning, city police are searching for whoever shot and killed an off-duty police officer in east baltimore. >> friends and colleagues are speaking out.

>> erica carr was a correctional officer at the baltimore city detention center. she was found shot to death in her car early yesterday morning. it's not clear why the 37 year- old would have been on ken hill avenue in east baltimore. she lived in middle river with her children. they're investigating the possibility this was connected to her job. the working mom was shot three times, once in the head, neck, and the arm. >> corrections officers lead to dangerous life when they leave these institutions, because they have to look over their shoulders at all times, every hour that they are out there in the public eye. >> being a correctional officer is very hard work. it is dangerous for us coming out every night to going home and being in the public. >> she was well respected by her peers. the union that represents the correctional officers will

create a scholarship in her honor. jennifer franciotti reporting. >> in west baltimore, the investigation continues into a shooting that left a man wounded. at the intersection of presman street and north fremont ave. there's no word on a motive or suspects in the case. and although county police are interviewing a woman they believe may know something after man was discovered in a car suffering from a stab wounds. this is between i-95 and ordinance road in glen burnie. the man was rushed to the hospital suffering from life- threatening injuries. the woman is not considered a suspect. >> state delegate jon cardin has reimbursed baltimore city police or the use of helicopter, a police boat, and officers to stage a proposal for his fiancee. $300 with the bill.

paint on the building. he believes gangs are responsible. city police believe it's not from gangs. pastor cross believed the vandalism may be connected to a funeral being held at his church today for 21 year-old david lupton found shot to death in the 600 block of yale avenue saturday night. >> we are not afraid. we are not scared. we are here to grieve with this family. >> the pastor says this is the first time this church has been vandalized. he is disappointed anyone would desecrate the house abortion. he invites those responsible to join them on sunday. >> today mourners are paying final respects to senator ted kennedy. 20,000 people waited in line to file past his body at the kennedy printed it -- presidential library and museum in boston. it will resume at 8:00 this morning. nichole killian has more on how

the senator is being remembered. >> well-wishers will have several hours to say their goodbyes to the senator before private memorial service tonight. they came throughout the night from all walks of life. civil-rights leader jesse jackson, constituents, friends, colleagues, past the flag draped coffin. they paid their respects and greeted by the senator's family. including his wife vicki of 17 years. >> it is a tremendous loss to our family. i want to let everyone know how grateful we are. >> for all of these people responding to that, to the call that he made. >> kennedy will be remembered tonight at a memorial service invitation only. speakers include vice president joe biden. >> he has left a great void in our public life. >> massachusetts senator john kerry. >> he was funny beyond warrick in terms of campaigning can't being out there. those stories we will tell and

>> it's cloudy. 73 degrees downtown. there is some rain and around the area. you probably heard some last night, a thunderstorm activity. we don't have nearly as much right now. there is thunder shower activity in delaware and new jersey. it has led to the northeast corner of the state. we still have thunderstorms that were over annapolis, moving to the east. there is thunder and lightning will be out of carroll county into northern baltimore county. that reaches all the way back to hagerstown. that might be the last of it for a while. what happened overnight, heavy thunderstorm activity with a lot of lightning and thunder. up to 3 inches of rain in a band

from parts of frederick county across southern cal county and baltimore county, western and central parts. then an area in southern harford county and north toward interstate 95, up to 8 inches of rain was measured. that is why there's a flood warning in harford county and the cecil county until 7:00 this morning. at 2:00 afternoon the flood watch will go into effect in the light shaded area. everyone is in the low 70's right now. high humidity because tropical moisture is pushing in. the stalled front that's over us will be in the neighborhood all day. so we're just getting the humid air. a couple of friends to the west will eventually come in and clear things out by the end of the weekend. a complicating factor is danny. it is 610 miles from ocean city with winds at 40 miles an hour.

it is a marginal tropical storm. it is expected to move to the north with wind still in the tropical range of 50 miles an hour. it will move off the mid- atlantic coast. by the time it gets to take cod with winds of 40 miles an hour. the cone of possibility for error stays away from the ocean city area, but it will ride up the surf and cause a recurrence situation. the canadian maritime provinces will be affected by it next. with all the tropical moisture and danny offshore and bush in this way, mostly cloudy skies today for us. if scattered storms this afternoon. we could see heavy rain. southeast wind at 6-12. up to 86 degrees this afternoon. a shower and a thunderstorm activity today.

the weather was crazy last night. >> anywhere from 2 inches to 6 inches of rain last night. there is a flood warning in effect for harford county. in centreville there are scattered thunderstorms. and in northern baltimore county, reaching back across northern carroll county towards hagerstown right now. in baltimore county, 2300 people are out of power. 2800 in harford county. there's more rain in the forecast today through tomorrow. details on that coming up in a few minutes. >> thank you, john. baltimore police searching for weber shot and killed an off- duty corrections officer in east baltimore. -- searching for whoever shot and killed the officer. >> she was well respected by her peers. they wonder if it was danger from her job that led to her

today we find out how much money americans spent last month and what they are earning. the government expects the numbers will show some improvement, a sign the recession is ending. >> today we will learn what consumers spent and what their paychecks looked like in july. the economy may actually grow. for the first time in the year. that's a sign the recession may be on the way out. we are already seeing a small rebound in housing. >> housing prices are stabilizing, so they're jumping into the market. we will see a small surge in sales. >> some corporate profits are up. dell is reporting unexpectedly strong second quarter. analysts say companies are making money because they have laid off workers. >> when will our personal disposable income begin to rise again?

these are the things that determine a recession to the average person. >> signature and date. >> and implement not expected to bottom out until next spring at 10% or more. while the numbers are improving, the release has not reached the millions of americans not able to pay their bills. the banks are still in a pinch. the fdic has taken a big hit covering 81 failed banks this year. the insurance fund could be in the red by december. agencies chair says they have billions in back of funds. >> our resources are strong. your insured deposits are safe. no insured depositor has ever lost a penny and no one ever will. >> she predicts credit problems will outlast the recession. economists believe cash for clunkers contributed to today's personal spending numbers. >> gov. o'malley is feeling the

pinch of a leaner state budget. the governor has signed over 10 days worth of his salary to the state in order to make up a portion of the state's budget shortfall. lt. gov. brown, house speaker michael busch that and shaun adamec have done the same and are encouraging their fellow legislators to do the same. the federal government, next tuesday, any company that violates the robo call rules will be hit with a big penalty. >> i am on the do not call list, but i still get calls constantly. >> this is a great victory for consumers. it makes sense for the sec to take accident -- to take action against robot's calling people trying to sell them something they don't want and have never had any dealings with before. the calls cost consumers money

accident. in the area of stephenson it is 27 miles an hour. if you're going on a southbound j.f.x. near clear spring, we are clearing an accident there. now the forecast. >> it rained overnight. there was thunder and lightning. that is a factor in our forecast going into the weekend. as well as tropical storm damage. it is not strong. 40 miles an hour, it is 610 miles away from ocean city. it will stay offshore as we go into the weekend. winds reaching 60 miles an hour as it passes the mid-atlantic region. bennett approaches cape cod with 45 mile an hour wind. it will remain a tropical storm. a small moving off the eastern seaboard. the closest land fall would be around the cape cod area. then it goes to the maritime provinces of canada. danny plays a small role in a

>> zookeeper's at a london zoo don't know how to put one of their female gorillas in the mood for romance. it's been eight months since the guerrillas at this zoo had a maid. zookeeper's posted a picture is of a new suitor that would be arriving from a french zoo. the guerrillas don't appear to have an eye for photography. the females pick up the pictures and simply tore them apart and ate them. >> just like a woman. >> love is blind, i guess. >> yesterday we showed you a tomato plant that was something out of a movie. today, think "american gladiator." the local pastime is not baseball or ccricket. it is two people sitting on a porch giving each other with a pillow.

children take a modern sports like soccer and basketball. the village elders are urging the town youth not to beat lured by modern sports. perhaps whoever falls off this log could be helped by japanese technology. this automated nurse is nicknamed reba. it can lift people up to 135 pounds from a bed or wheelchair using its long cushioned arms. that can make it a lot easier for the elderly to get in and out of bed, using tactile sensors embedded in its arms and chest. it can be controlled by simply touching on its into just motion and direction. you really don't know why it has backe that head. >> i just got an idea for my pillow. i like that story.
