a very strong storm system is over the great lakes. that's causing those winds. the slight chance of of a thunderstorm. not a very good chance. just want to mention it in case you're stuck in one. >> and as far as your morning commute, we are dealing with one accident of note. it's southbound on the harrisburg expressway. it's in the area just passed shawan road. your lanes of travel do get by southbound, but you may see delays depending on how volume picks up in that area. in the meantime, not dealing with a whole lot else. the baltimore book festival has wrapped up but the closures remain in effect. just reminding you of that. everything moving very well. j.f.x., 61 miles per hour south of the beltway. no problems on 95, 795 or i-70. you can see our drive times are looking good also. here's a live view of traffic. 95 into the ft. mchenry, problem-free so far this

morning. harbor tunnel looks good, are too. we'll switch over to the harrisburg expressway just north of the beltway. so far so good here. an accident southbound just passed shawan. that's latest on traffic pulse 11. back to you. >> lawmakers are cracking down on careless driving throughout the state. >> this morning the first of 51 speed cameras being placed throughout baltimore city will be unveiled. so a warning to you this morning. you may want to lay off the peddle. jennifer franciotti joins us live from northeast baltimore with more on the story. >> it's going to be hard for a lot of folks to get used to. on thursday a new state law will take effect allowing the speed cameras. that's when baltimore city along with the state highway administration will join montgomery in going after speeders. with speeding an issue in baltimore city, 51 speed cameras are going up. for more than a year speed warning signs and red light cameras have been used to do research to find out where speeding is the worst. >> we're trying to find the best

locations, matching that up with the accident data so we know where there have been both traffic accidents as well as accidents with pedestrians, and then trying to make our best engineering judgment about where the cameras will be placed. >> by law the cameras must be placed within a quarter mile of the school zone. >> we put a task force about two years ago. this was one of the biggest issues in our neighborhoods, the speeding within neighborhoods. we're hoping that this effort will help to educate the public in slowing people down to the speed limit. >> montgomery county has had speed cameras for two years. according to "the baltimore sunnen" thursday. the state highway administration will be using two van-mounted cameras at work sites a pilot program. in the city, speeding will get you a $40 ticket. officials say it's about safety. >> it wasn't a profit-making adventure. it was to get people mindful of the fact they were going through red lights. same thing with speeding. i can go to a neighborhood association and it could be 1,000 issues. this one comes up every time.

>> and this is where the first camera will go up. this is at walter and glenmore. for the first 30 days, only warnings will be issued for anyone going 12 miles over the speed limit. reporting live, jennifer franciotti, wbal-tv 11 news. >> meanwhile, another concern for lawmakers is texting while driving. starting thursday anyone caught writing or sending text messages while driving in maryland will be fined $500. the law has gained some criticism over accuracy. lawmakers say police officers will have to make the call based on what they witness. texting while operating a motor vehicle is considered a dangerous distraction and linked to many accidents across the nation. that brings to us our "watercooler question of the day." do you think the new driver safety legislation will result in safer roads? email your response to watercooler@wbaltv.com. >> the three men accused of brutally beating an elderly blackfisherman will appear in court today. they are all scheduled for

arraignment this morning. they have been dined on charges of -- indicted on charges of assault, robbery and hate crimes. the trio faces a possible 85 years in prison. >> maryland health officials confirmed the state's first pediatric death associated with swine flu. the child is from the baltimore area and did have sear is heious -- serious underlying medical conditions. state health leaders tell us the victim is not the same student from the mont bellow -- montebello elementary student. that 13-year-old girl remains in the hospital. >> maryland's comp troller is not ruling out more budget cuts. he said our state is spending more than it earns. a practice he calls unsustainable. >> the state is like everybody else, going to have to tighten their belt. we're going to have to do more with less. that's just the new reality with the state of the economy.

>> he was elected state courtroomp troller in 2007 and says he has filed for re-election. >> we are following a developing story out of iran. according to state media the country test fired more missiles this morning. that follows several tests over the weekend as washington steps up pressure on iran to come clean about its nuclear ambitions. 11 news washington bureau reporter nikole killion live in washington with the latest. any response from the white house to today's missile tests? >> no reaction yet from the white house to this morning's tests. but according to irany officials, they're expected to last for several more days. this morning iran state television reports the country test fired more missiles, this time a long-range one following two short-range tests sunday. >> our major goal for this great missile drill is to actually evaluate our technical and tactical capacities. >> the drills come on the heels

by a disclosure by president obama that the country is building a secret nuclear facility. >> it is up to iran to respond. >> though iran says it will open the plant to inspections, the white house is putting more pressure on the international regime as the administration considers a range of options. >> if we don't get the answer that we are expecting and the changes in behavior that we're looking for, then we will work with our partners to move towards sanctions. >> defense secretary robert gates says he favors diplomacy first over military action but says everything is on the table. >> the reality is, there is no military option that does anything more than buy time. >> this will be crucial week ahead. diplomatic talks take place thursday in geneva, the security council and germany. >> in light of these recent missile tests, how far is iran from developing nuclear weapons? it. >> according to u.s. officials, iran is still anywhere from one

>> good morning. there are a few problems to watch for. harrisburg expressway, an accident off to the side. fortunately not having a major impact on traffic. but we'll see how things evolve. as far as what else is going on, not a whole lot. our speed sensors up to speed on the beltway, the j.f.x. 60 miles per hour just south of the beltway down into the city. this is some late-clearing construction, southbound 29, brokenland parkway. that's going to affect your ride if you're heading down to d.c. perhaps. a live view of traffic in the area of 95 just south of 100. if you are heading down toward the capital beltway, not a bad ride here. and problem-free heading northbound toward the baltimore beltway. we'll switch over to a live view of traffic on the beltway.

intense storm that's churning over the great lakes. it's going to spawn some intense winds for us today. so things are going to get a little bit gusty outside. not nearly to the level that they're seeing to the west. in the western part of the state there's a wind advisory up as well as parts of western pennsylvania and up on to the great lakes. but here just a southwesterly flow at about 15 to 20 miles an hour. a bit breezy, we'll call it outside today. temperature-wise, we're going to hit our target for normalcy which is in the mid 70's. right now we're 54 at the airport. a little chilly. a little brisk. 60 downtown. 58 in york. mid 50's on the eastern shore. in the mountains today it's going to be cooler as is typical. upper elevations, 63. slight chance for a thunderstorm of the the reason for that, a cold front will be pushing through. we have about a 20% chance of seeing some isolated storm activity, but not really enough to put in the forecast. it looks like we'll be seeing partly cloudy skies generally. breezy conditions. a 77-degree high.

74 is normal for september 27. 28, actually. 82 it looks like on the shores of ocean city around the southern eastern shore area as well. it looks like 91 was the report back in 1886. 1989, a record low of 40 was set. average low is 52. we'll be hovering around that mark tonight. we could see a few upper 40's in our outlying areas. still going to be blustery, winds 10 to 15 miles per hour, even overnight. the reason is thin tense low that's churning over the great lakes. it's going to be slowly moving eastward but we're also going to be dealing with the winds all week long. so generally today the real story is it's going to be a little breezy. pretty typical day. then it's going to feel like fall as we head into the middle and the latter part of this week. it will be a little cooler tomorrow. up to about 70. partly cloudy skies and breezy. tomorrow -- then on wednesday even cooler still. 67 degrees. a slight chance for an isolated shower. thursday, cooler still, 66 our high, 44 the low.
