these two top executives have kept close tabs on the health care reform debate and worried it is missing in their view the most important targets. >> this is all a discussion about health care insurance. i think the real debate should be about health care reform and how we deliver better care to our patients at lower cost. >> to better control costs, johns hopkins advocate what they call a fundamental change in the coverage delivery. it is similar to managed care, requiring providers to meet a patient's needs for a monthly fee. >> it causes us to think about preventive measures and when a patient needs access to the system. the system right now is largely predicated on a fee-per-service system that is an episodic in nature. there is not a whole lot of

incentive for providers to keep people well. >> it includes a proposal in the house that mimics the managed care approach, rewarding doctors and health systems for better patient outcomes at a lower cost. >> it specialist would take care of you in the hospital. at the time of this charge, we would be careful about how you do not get readmitted to the hospital. we may decide we are going to spend more on health care workers that might go inside your home. it >> the executives like the proposal also controversial. >> there is something to be said about the people that may not be covered. >> i think it is important for patients to have some skin in the game.

to look into the death of dr. carrie john, they stumbled upon a drug-growing and drug- smuggling operation. dr. clinton mccracken was arrested after his live-in girlfriend the died of an apparent drug overdose. 29-her old doctor carrie john injected herself with a deadly dose of a drug used to treat heroin addiction. >> these were two pharmacists that had been involved in some type of drug operation inside their home. >> it was an marijuana growing operation which describe how the couple met huge cartons of marijuana on every floor of the home. police say they found other drugs inside the residence,

which mccracken allegedly admitted he bought from an online pharmacy from the philippines along with this fatal dose. >> they would -- the drugs were hidden in stuffed animals. >> the dna is likely to get involved. mccracken was already on the radar of u.s. customs agents for shipping in illegal drugs in a fedex packages. he had yet to be charged in connection with the overdose death. >> under maryland law, the state's attorney's office cannot proceed with any criminal charges until the medical examiner has ruled the death of homicide. >> the autopsy and toxicology reports are pending. they may have avoided warning labels on the drug. it slows breathing so it is dangerous for people with asthma.

you are also never supposed to crush the medication, because it could result in death. >> school has been in session and already some parents in anne arundel county are on edge. safety notices have been sent home about safety incidents that could have harmed their children. >> there have been three incidents is less than 20 days, two that cannot with arrests. while they are not all connected, the school district is reminding parents to have a safety plan in place. the school district has been fiercely pushing safety tips in letters and web postings. this after three students all attending different schools were all involved in troubling incidents what they were on their way to or from school. >> i think the key is to make parents aware what is happening so they can have the

whole class. >> those that knew kwest logan still cannot believe that he is gone. he lost his life in a car accident off of the beltway. his vehicle was found early monday. his family became concerned when he did not call home on saturday. >> he would diligently call somebody. when that did not happen, that is when i alerted his mom. >> students and staff remember the classmate that never knew a stranger and had a reputation for style. >> he was a sharp dresser, intelligent, always smiling, a very kind person. >> kind, caring, and missed. >> he would want us all to dress in style. he was very colorful and flashy.

tonight's event. >> he still has an important role with the baltimore ravens. tonight, he is celebrating his 40th birthday but he is doing something else. he is raising money and awareness to combat als. the event is recognizing the 12 years he played for professional football but is also a way for the player to give back. he was diagnosed in 2007 after he noticed a tingling sensation in his right shoulder. the disease affects nerve cells in the brain and spinal cord. the foundation is trying to provide resources to patients and others who suffered from lou gehrig's disease. >> we have to choose to do the best we can with what we are given.
