>> i had to call in reinforcement. you especially. >> we like to gang up on stan. it's all in good fun. we have some late clearing construction. i had to go out there and clear it myself. sometimes we do that in the traffic department. east bound i-70 at security, an accident clearing there. also st. paul at 25th in the city, an accident. looks like that one may be gone. some delays lingering on the west side outer loop due to that earlier construction. if you're going to be heading out, east joppa, some fire department activity. the volume that you see on the west side, 17 minutes creating that delay there because of the earlier construction. that's gone so hopefully that will filter out soon. 11 minutes on the outer loop. five minutes from the 895 split to the fort mchenry. i-70 look better than last check. a live view at frederick, where things are moving better also with that late-clearing construction.

mindy and stan, back to you. >> thank you. our big story, police have identified the body of a woman found inside a sewer in north baltimore on friday. >> this morning a former boyfriend is behind bars, charged in the case. 11 news reporter jennifer franciotti joins us from baltimore city police headquarters with more details. >> according to charging documents this victim was reported missing in howard county in january of 2008. according to a website her ex-boyfriend or one-time boyfriend has confessed to the killing. the body was found in the 5 hundred block of benninghaus road. charging documents identify the woman as 28-year-old elda vasquez, reported missing back in january of 2008. the missing persons release says she was last seen being dropped off by a taxi one from one of her two jobs. back then this is what police had to say >> her roommates say she never came home that night so somewhere between being dropped off by the cab and entering the apartment she never made it.

>> according to charging documents vasquez's then boyfriend victor cruz has been charged with murder. the report shows vasquez was granted a protective order against cruz as she told investigators he "grabbed her, struck her in the head and attempted to drab her into the woods." she also told investigators then that cruz was stalking her and had threatened to kill her. less than two months later she was reported missing. charging documents also say a detective from cruz's missing person's case in howard county recognized the address from the media reports and made a connection. the document also spells out that while vasquez's body was badly decomposed, investigators were able to i.d. the body throughout work uniform she was wearing and jewelry that vasquez still had on at the time. cruz is being held without bail. according to the internet website, investigativevoice, he works at a tgi-fridays in

can bail out the center as a result of the cuts that came from the state, but i want to figure out a way to keep them open. >>if enough money is not found to keep the center open it could close by the end of this month. >> after a deadly weekend in afghanistan, debate is heating up over what to do about the war. >> this as the white house continues negotiations on strategy for its second week. washington bureau reporter nikole killion is live with the latest. >> good morning. just to bring you up to speed, we are learning about some more deaths in afghanistan two nato troops including one american who were killed in more violence in addition to the violence that you mentioned over the weekend. now, today the president is scheduled to meet with defense secretary robert gates followed by two more high-level meet thgs week on afghanistan. the insurgent attack over the weekend was the deadliest on u.s. forces in more than a year, say military officials. in all, at least eight service members were killed. the violence is a stark reminder of what's at stake as

pressure builds on the white house to reassess its war strategy. >> time is of the essence. i don't think we have a great deal of time to sit around and have a big debate about this. >> this week president obama huddled again with his senior advisors as he considers recommendations from u.s. commander stanley mcchrystal who wants thousands of more troops. mr. obama met with him aboard air force one friday in copenhagen after making his olympic page. the says is weighing his options and will make a decision in the matter of weeks. >> in the coming weeks we will have vigorous debates. there will be alternative views presented. and we will come up with -- i'm quite sure we'll come up with the right solution. >> in the meantime jones says he doesn't foresee any major risks. >> i don't foresee the return of the taliban. i want to be very clear that afghanistan is not in danger -- imminent danger of falling. >> but general jones' tone differs sharply from that of general mcchrystal who says the situation in afghanistan is

serious and warned in a speech last week that success against the taliban shouldn't be taken for granted. >> what doles we know about that attack over the weekend? >> ironically this all happened at a pair of small combat outposts that were set to close down. this was all part of the strategy to try to move u.s. troops into more populated areas so only about 50 u.s. soldiers were stationed there. the taliban is claiming responsibility for attack. -- the attack. >> thank you. >> it may be the season for halloween but wal-mart is already abuzz for the upcoming holiday season. they're offering early deals. the popular schain offering 100 toys at $10 a pop, hoping to get an early lead in the holiday retail sales. the toys include tonca cars, bar i by -- barbies just to name a few. some say spending $10 here there and eases their budget troubles. that brings us to our "question of the day." will early holiday deals entice

forecast. i'll be back with that. >> you might sea it's a -- say it's a dog-eat-dog world. these fast canines, more than 450 of them, duked it out in what they call the largest flyball competition. the sport involves teams of four dogs each competing in a relay race. they have to clear four hurdles to reach the box where they trigger the release of the ball and then carry the ball back over the hurdles. my goodness they're fast. and the fastest team wins. >> one runner at a 5-k race in chicago went the extra mile when he proposed to his girlfriend. ryan finished the race by running to his girlfriend with a bouquet of flowers, got down on one knee and proposed. the two first met when she was shopping for running shoes and their first date was a five-mile run. how romantic. meanwhile, it was a competition in washington state to win a $15,000 diamond ring.

this afternoon. we are watching a system pushing down through the carolinas. all of that precipitation will stay south of us. there's a big area of high pressure protecting us. the high will slide off to the east. that's going to open the door to some of that moisture coming back in from down in the carolinas. in the short term, the weather will stay quiet. by the time we get to the middle of the week, maybe a little bit of rain. partly sunny, pleasant. the high temperatures between 67 and 72. a west wind 10 to 15. sunrise at 7:07. overnight tonight, partly cloudy skies. cool but nothing unusual. temperatures drop back into the 40's. low 50's in the city. insta-weather future cast, 9:00 this morning on tuesday. we can watch that moisture move in from the south. the clouds will thicken up through the day. there is a chance for a couple of showers overnight on tuesday. think it's going to stay dry during the day. but wednesday, a strong cold front will come through. that front will trigger a few showers and maybe even a rumble

of thunder. it will slide off the coast. things will clear up wednesday afternoon into thursday. the seven-day looks like this. on tuesday, 72 for a high. low 70's on wednesday as well that chance for showers tuesday night and into wednesday morning. thursday looks like a dry day. high near 69. we jump back into the mid 70's on friday. a couple of showers possible early saturday. rain possible sunday. much cooler. highs in the 60's. >> thank you. maryland firefighters showcase their life-saving techniques. firefighters gathered at the baltimore city fire academy on saturday. and they demonstrated saving a victim from a burning building and putting on an auto fire who was also -- who also showed off the jaws of life. the purpose of the event? to show everyone thousand dree decrease the fires in the homes >> we want foam know that fire is real and dangerous. but using these techniques and basic common sense will help decrease the potential for
