afternoon of the blizzard of 2009 when rescue workers were called to a home in the 2800 block of kentucky avenue in northeast baltimore for a child not breathing. by the time they got there, it was too late. she was to a month shy of her second birthday. >> the child sustained serious trauma to her body. >> there were several injuries to the toddler's face and neck. authorities started an immediate investigation and arrest to the people they believe are responsible. her own father, and his girlfriend each face multiple charges, including child abuse, assault, and murder. >> if they did, then throw the book at them. if they really did that to a child, then throw the book at them. >> his neighbor on kentucky avenue did not want to be shown on camera, but is upset by what

especially in the mountainsut in pennsylvania and western maryland and west virginia. that is where the snow accumulations will occur. the pressure is lowering. the winds will continue dragging the cold air of the northwest. the weather pattern will not be changing at all. the shaded area where the high temperatures today stayed below zero. that is up in parts of minnesota, iowa, and the eastern dakotas all the way up into canada. the jet stream is dragging all that cold air down into our area. there is also that high pressure centered to the west. this pattern produces very cold air for us, but not necessarily stormy conditions. 16-20 below with gusts up to about 30 or so. the wind chills will make it feel like 0 or 1 or 2 below.
