a wind warning expired less than a minute ago. plus, dangerous conditions continue outside. we will talk about hyperthermia and other cold weather conditions, but we will begin with shawn collins in the weather center. >> we did not make any progress in trying to warm things up or cut back on the wind, but in the past few hours there are indications the win will back off tonight and thing should be more comfortable tomorrow, but still unseasonable. the high was 29 at the airport and in the inner harbor, 28. morning lows were in the teens, but the wind made it feel like the teens. the barometer is down, and winds are gusting at 22 m.p.h. from the west. that makes 24 feel more like

three or four degrees if you are exposed to bad wind, and exposed to the wind now is kim, outside. she was outside last night as well. does it feel any more comfortable or about the same as yesterday? >> last night the wind was more vicious than it is now, but it is still very cold. all weekend it has been bitter cold out here, and this weather is not just a nuisance or uncomfortable. it can actually be dangerous. emergency room doctors say they see an increase of people coming in with cold weather related ailments in this type of weather. the biggest concerns are frostbite and hypothermia. doctors say frostbite usually happens in the extremities like fingers or toes or areas exposed to the coal directly like your nose or face. it starts with the numbness or a lump in the area. it can be deadly. hyperthermia starts with the

this was a busy morning for firefighters in our area. departments all responding to calls for services. in three cases, firefighters say strong winds hindered their efforts. one of the most serious scenes was in the 100 block of warwickshire alain warwickshirelan -- warwickshire lane. we are told a burning pot of food on the stove because the fire. there was also this fire in the 2600 block in southwest baltimore. officials say four vacant apartments caught fire. the cause is still under investigation. no injuries were reported. it is a controversial move, and it is set for wednesday. the city says it will shut down the homeless encampment, move those people to a permanent shelter, in the naacp will be there.

a doctor told his organization that they would make sure the city follows through as promised. >> they have to make sure all the belongings of the homeless are basically taken care of. they have indicated they will be issuing, and it will be done. to make a homeless not feel like they are criminals, that they are breaking the law. they're in unfortunate situations that have them with and not a place to stay, but we have to take care of them. we have thousands. we should not have a problem of homelessness. >> the city has broken ground on a homeless shelter expected to open sometime next year. a recent study found 3400 homeless were living in baltimore. police held to identify a suspect in a hit-and-run death of an annapolis man on new year's day. alford was killed by walking in norcross in the travel lane.

authorities say -- walking or crossing the travel lane. authorities say he was driving a chevy silverado at the time of the incident. the state attorney's office is reviewing the case, and charges are pending. in a matter of hours, travelers into the u.s. face the possibility of more aggressive security screenings. it comes after the u.s. and british embassies are closed because of a new al qaeda threat. >> beginning at midnight, passengers flying into the united states from other countries will face tougher screenings, including full body scans. travelers from seven high risk countries, including nigeria and yemen, will be getting full body pat downs and inspections of luggage. it is the latest security measure after the plot allegedly

the car was submerged in about 6 feet of water. it was hard to believe it was -- they believe it was there for some time because ice formed around it. a fire department spokesperson says the victim is in the 50's and is at george washington hospital. a tip to the show "america's most woanted" led to the capture of a suspect. u.s. marshals arrested paul late saturday night. he had been the focus of an intense nationwide manhunt after he allegedly shot and killed his twin sisters, his aunt, and a cousin. the family says the rest means there will be able to sleep at night. >> the manhunt added a lot of stress out of the fear that perhaps he would strike again, so it made it difficult, but now we can rest knowing he is behind bars and we can focus on the
