we have icy conditions at philadelphia road and joppa road in the joppa region. at the key bridge, wind warnings in effect here and at the rest of the area bridges. just another thing to keep in mind as you travel across those area bridges. 11 minutes your drive time. moving well on the outer loop. 12 minutes outer loop west side. about 11 minute on southbound 95 down to 32. not bad as far as volume. it remains on the light side. folks heading back to work and school that should change shortly. curtis creek draw bridge problem-free at the moment, but in the louter oop we're -- outer loop we're going to have the close your in effect at 9:00 a.m. as that maintd nansz will go into effect. you're going to have traffic in two-way in the inner loop. no problems on the north side at harford road. that's the latest on traffic pulse 11. back to you both. good morning. >> good morning. thank you. those cold temperatures are our big story in morning. as the temperatures remain below

freezing and relow average they pose a real danger. >> cold weather is to blame for heat-related fires as well. frostbite leads to numbness and loss of sensation. you're urged to bundle up and stay inside as much as possible. it's unclear how many fires the cold weather may have contributed to. it was a fiery day yesterday. firefighters from baltimore city, baltimore county, anne arundel county and howard county battled blazes. the most serious was in glen burnie. we're told a 2-year-old boy was taken to hopkins pediatrics with life-threatening injuries. crews say a burning pot of food on the stove caused the fire. officials say a lot of time heat sources in the winter are to blame for fires. >> oftentimes people will use alternative means of heating their houses when they're economically challenged such as turning on the stove, the oven, turn on the burners.

that can certainly pose a health as well as a safety hazard. we discourage people from doing it. >> the chief advises if you use a space heater, give three feet of space between it and other objects. >> it may have hit a few bumps on the road but things turned around and the ravens are going to the playoffs. an experience that may seem like deja vu. jennifer franciotti is live outside m&t stadium with reaction. good morning. how about them ravens? >> how about them ravens. stan, i know you know this especially. you can't play the raiders and not think about the a.f.c. championship game in 2000 that sent the ravens to the super bowl. now with another win in oakland, the ravens are, indeed, heading to the playoffs. and for a football fan to have postseason play to look forward to, it's exciting. and for fans last night celebrating mothers and federal hill what a night and what a lot of fun. a lot of ravens' fans stayed to celebrate that big win. and the focus now is on the

day." how far do you think the ravens will go in the playoffs? you can e-mail your response to watercooler@wbaltv.com. >> the city has marked its first homicide for 2010. but believe it or not it could be a sign their plan is working. police say an unidentified man was shot shortly after 3:00 yesterday afternoon in the 2300 block. he was pronounced dead at the scene. at this time police have no suspect or motive. the murder comes on the third day of the new year compared to this time last year when four homicides had already been recorded. and a programming note. coming up in our 6:00 hour, the police commissioner fred bealefeld will join us to talk about the department's plans for 2010 and the city's push for tougher punishments of so-called bad guys with guns. that's coming up at 6:45. police need your help figuring out how and why the body of a baltimore man was found on northbound i-895. police say the victim, 23-year-old christian peralta of high land avenue was found yesterday morning on the right shoulder at the eastern avenue

overpass. they're asking any witnesses or drivers who were in that area yesterday morning to come forward. >> the parents accused of killing their 20--month-old daughter are expected in court today. jerome wallace and his girlfriend were arrested on multiple charges including child abuse, assault and murder of the incident back on december 19 on kentucky avenue. the charging documents say the the toddler suffered injuries to her face and neck. today president obama returns to the white house for the first time since that christmas day terrorism scare. and as he does, some air travelers this morning are facing tough new security measures. 11 news reporter brook hart has more from washington. >> new screening rules were not a factor in a security scare last night in newark. after a man walked the wrong way through a check point and disappeared. hundreds of passengers had to be rescreened. flights were delayed hours. now as of midnight, new rules mean tighter security for all

travelers bound for the u.s. more random screening, patdowns, bag searches and body scans. passengers from 14 named countries all deemed state sponsors of terror or countries of interest can expect such checks across the board. that includes yemen, the country where president obama said nigerian-born man was trained to carry out the christmas day bomb plot. >> al qaeda in the arabian peninsula, trained him, equipped whim explosives, and directed him to attack that plane headed to america. >> now in custody, investigators are questioning the accused bomb better al qaeda in yemen. >> there is advantage to talking to us in terms of plea agreements. we're going to pursue that. >> critics say the case doesn't belong in civilian court. >> if we had treated this christmas day bomber as a terrorist, he would have immediately been interrogated military style. >> in yemen today the u.s. and british embassies remain closed

there's still not a noticeable difference because they're out of the northwest at about 15 to 20 miles an hour. that makes the real-feel temperatures pretty home run sphash. nine is the wind chill in westminster. 13 downtown. 14 at the airport. today's forecast, it was variably cloudy with more clouds this afternoon. only 28 to 32. those gusty winds and a slight chance for flurries or maybe even a snow shower or two. more details on why in your seven-day in a little bit. back to you. >> "covering the nation" this morning. u.s. park police say a man whose cashing plunged into rock creek has died. victim has been identified as joshua of arlington, virginia. a jogger discovered the car around 11:00 yesterday when he saw a tire sticking out of the creek. officials say it took rescuers about 10 minutes to find the vehicle because the creek was almost entirely frozen. the car was submerged in about six feet of water. >> a national manhunt for a man accused of killing four of his family members thanksgiving

>> another one of those warnings to warm your car up ahead of time if you can. you probably notice a few icy spots, lingering spots to watch for. the temperatures are below freezing so that's what you're going to find. philadelphia road at joppa road, that's one location we're shearing icy. watch for that as you travel through the joppa region. we also have wind warnings in effect at all of the area brinches that includes the bay bridge this morning. be careful crossing at any of the area bridges. speed sensors look great. we are up to speed on the major roadways. we do expect the volume to return to normal as motorists make their way back to work and to school. keep that in mind. so far so good as far as delays go. let's give you a live view of traffic at the curtis creek draw bridge. this will shut down in the outer loop between route 10 and hawkins point due bridge repair. that's going to be going on until february 12. there is going to be two-way traffic set up in the inner loop. that's in effect at around 9:00 a.m. we'll keep you posted on how

not much. as far as clouds go, there's a little bit of cloud cover. we're going to see variably cloudy conditions throughout today. but the real story, the blustery conditions and the temperature well below normal. we are in the 20's which doesn't sound too impressive. when you factor in these breezes or winds at about 14 miles an hour, 14 miles an hour up in westminster, the real-feel temperature is significant. it only feels like 10 right now in westminster, 13 downtown, 10 in parkton. on the eastern shore the wind chill is in the lower teens as well. a bitterly cold day. where should we be? 42 is our normal high for january 4. again, well off the mark at only 31 below freezing today. a mix of clouds and sun. more clouds this afternoon. and a chance for some flurries as there's weak disturbances that will rotate through today. could even see a wind shower. 70 is the record high for january 4. that was set back in 2000. nowhere near that. the record low set back in 1918.

more bitter cold tonight. 17 or 18 in the outlying areas. up to 24 potentially downtown with mostly cloudy skies and still some flurries around as we're going to see enough energy for that to be the case. cold and windy. that's the real situation. we had that high pressure in the middle of the country. it's the contrast or the pressure gradient between the two that's continuing with that very strong northwesterly flow. and the very cold temperatures extend into the deep south because the position of the jetstream, even in places like orlando they're look at temperatures in the lower to mid 30's which is a-typical down there. mostly cloudy skies for tomorrow. and more of the same. 28 to 33. winds westerly, a little bit lighter at 10 to 15 miles an hour. as far as the rest of this goes, brief warm-up by wednesday. if you call 38 degrees a warm-up. it's still below normal. we see more clouds in the forecast on thursday. and friday, a pretty good chance that we could see some more

snow. maybe a few inches. something we're watching closely. a 50% chance of snow shower. the high only 29. and the bitter cold continues for the weekend as we're only in the upper 20's with flurries around. >> in this morning's "consumer alert," credit card marketers are go to find it much harder to pedal their plastic on college campuses. students arriving on campuses usually find credit card companies offering them sweet deals for fast credit. but a new federal law now requires students under 21 to have an older spouse, parent or other adult cosign for new accounts. according to one survey by a nonprofit group, 2/3 of college students have at least one credit card and at least 25% say they have paid at least one late charge. it appears it does cost more to be a woman. we knew this, ladies. the january issue of sowm "consumer alert" finds items aimed at both men and women, like shaving cream, deyoad rent,
