>> welcome back. 6:43. amid budget cuts and furloughs, a state commission could propose pay raises to take effect. the "baltimore sun" reports the general assembly commission could seek a $10,000 pay raise for the governor and an increase in salaries for legislators. recommendations will be announced in the upcoming maryland general assembly session. despite a judge's orders, five jurors who convicted mayor sheila dixon on a misdemeanor embezzlement charge continue to talk to each other on facebook. last week the judge order the five jurors to appear at this week's hearing for a new trial. the jurors were asked not to speak to anyone until after the hearing. however, wbal radio discovered three of the jurors communicating on facebook joking about their relationships as recently as new year's eve. dixon's defense team argues the post denied a fair trial. the city marked its first homicide for 2010. but believe it or not, this could be a sign the city police department's plan is working.

police say an unidentified man was shot shortly after 3:00 yesterday afternoon in the 2300 block. he was pronounced dead at the scene. this time police have no suspect or motive. and the murder comes on the third day of the new year. that's compared to this time last year. >> despite ending the year with 237 homicides that number is still relatively low compared to previous years. city officials working to reduce that even further. joining us is police commissioner fred bealefeld. thanks for coming in. you told 11 news 2010 needs to be about more than just bad guys with guns. what did you mean by that? >> again, i have to stay in my lane in terms of what we can do to improve. i will be very vocal as i want to be about what the system could do. but in terms of what the police department needs to do, i think we could really chip in to this number in terms of the homicides

and the nonfatal shootings where we made great pros progress. like clearing more cases. and especially on the nonfatal shooting side. we posted a 23% reduction, 125 fewer people got shot in 2009 compared to 2002. we're on 20-year lows in terms of overall violence. we could still do better. i think that we've invested a lot of training. i think now we need to empower and get out of the way of some of the creativity that we have inside the police department to take it to another level. >> what about the community? i've heard you talk about at a a loot. the community getting involved have you seen an increase? >> yeah. it's like grassroots in terms of 2008. we issued this call for more community involvement with citizens on patrols. certainly there were things during the year that we had to kind of marshall our forces and

try to keep people focused in terms of the community. but i think it's there at the core. the reason is because we're demonstrating success for baltimore that in 2002 people thought, well -- 2008 people thought it was a fluke. we heard a lot of that. like maybe it was a blip on the radar, an aberration. 2009 we sustained that. so, again, i think it's a great galvanizing issue to say if we work together if all of us work together, the community, the courts, the prosecutors and the cops and we all work together, there are great things we can do here. >> let's talk about gun laws. a push for tougher gun laws in sit. is that important? >> i don't think so much it needs to be the gun laws. i didn't come in here crusading about putting everyone in jail. you don't hear me talking about

the efficacy of the drug fight. what you hear me talking about and what you see us focused on are bad guys with guns. and i think that all of us could agree, whatever your situation is, whatever do you in this city, i think every baltimoreian should say if you carry a gun on our streets, you go to jail. i don't think -- i think that that's a very simple thing to achieve. we build good cases. prosecutors vigorously pursue those cases. at the end when they gavel them guilty, those guy goes to jail. >> back to the basics. >> it's just basic. i'm not even advocating for huge sentences. whatever they are, that's a societial determination. but when all of douse our jobs, those guys can't get any corner.

>> budget cuts is a big problem for every department. how has that effected your department? >> it's huge. the city is in unprecedented footing in terms of where we are financially. we've demonstrate ved good fiscal responsibility. in two and a half years we've cut our overtime spending by more than $13 million in two and a half years. that's real work. then to achieve what weigh cheefd. -- we achieved is just incredible. but there's a limit. we know what it's going to take in terms of overall resources to keep the city safe at that level. and finally, 85% of all of our money, all of the budget money is tied up in salary and benefits. so if you ask any cop in this city or america if they make enough money, you know what their reply will be. we sustained some pay cuts,

you can see a slowdown in the outer loop away from us. we'll switch over to our other delay, 95 at white marsh as we normally see it. back to reality as folks get back to work and school. now a check on the forecast. >> and thanks. if you're at the camera this morning, it's 10, the real-kneel westminster. the wind chill downtown, 12. and 12 in easton. only a high of about 31 degrees so below freezing yet again with more clouds by this afternoon. there's a slight chance bat 20% to 30% of a snow flurry or a couple of snow showers out there. a couple of weak disturbances are going rotate through. normal shy 42. we are well off the mark for the third day. we are going to be below normal all week long. tonight's forecast, 18 to 24. mostly cloudy with flurries. winds still a major issue.

why the winds? a very strong high pressure in the middle of the country over the plains which is contrasting, creating a distinct pressure grade yenlt. that means cold and windy conditions for the city of baltimore throughout today. much of the east coast is in this deep freeze thanks to the position of the jetstream. we're just seeing a major arctic surge. the air mass will hold steady throughout today, tomorrow, and much of the week. for tomorrow, mostly cloudy, more of the same. winds a little bit less than today, west 10 to 15. 28 to 33 the temperature range. we will hit probably a high in the upper 30's by wednesday. that is as warm as we're going to get. more clouds on thursday. by friday a good chance at 50% of seeing snow showers around. a little accumulation with this. the weekend, bi bitter cold.
