a dramatic, historic and important day in our nation's capital. you're looking at live pictures from inside the house chamber, where members just passed that health care reform bill, a bill more than a year in the making. and that is our big story tonight. good evening, everyone. i'm kate amarah. the final vote 219-212, 3 more than the 216 votes needed to pass. let's go right to 11 news reporter tracy mitchell. she's live in our washington bureau tonight.

tracy? >> i can tell you we are finally coming to the end of a long day, a long debate as lawmakers cast their vote for president obama's health care overhaul. lawmakers spent hours in contentious debate arguing everything ranging from the big issues to minor procedural points. >> you read the bill? have you read the reconciliation bill? >> yes! >> have you read the marriagers' amendment? hell no, you haven't. >> republicans spent the day trying to stop or slow down events as democrats worked their way to vote on historic legislation. the measure touching nearly every american extend coverage to an estimated 32 million uninsured. but insurance for denying coverage from pre-existing conditions and cuts the deficit by an estimated $138 billion over a decade. >> we know the consequences of this bill will be frightening and horrible. freedom dies a little bit today. >> one of the time road blocks

was listed as democrats picked up last-minute support from an opponent. >> i'm pleased to announce we have an agreement. with the president of the help and speaker, we are willing to come with an agreement to protect the sanctity of life and health care reform. >> speaker nancy pelosi said the health care bill leads to progress for all americans. >> we will be joining those who establish social security, medicare and now tonight health care for all americans. >> now, the central health care bill has already cleared the senate. now the bill goes to the president for his signature. back to you, kate. >> speaking of the president, aren't we supposed to be hearing from president obama shortly? >> we are. we haven't seen him all day long but he did say he would come out after the vote and address the nation. that should happen, we're hoping in about 20 minutes. >> tracy mitchell live in washington for us tonight. thanks so much, tracy. now, we caught up with two members of maryland's congressional delegation on this very busy day for their take on tonight's health care reform vote. we will begin with congressman

elijah cummings. >> the most important thing is that many marylanders will be a part of the 31 million people who will now be able to get health insurance. >> i listened to what the concerns of my constituents are every day and they don't care about making history or not making history. they just want to know that their lives are going to get a little bit easier. >> well, the debate continues tonight on the house floor. you can find reaction to the passage of the historic health care reform legislation on our website, wbaltv.com. other news tonight, two police officers are recovering at shock trauma after they were shot in the line of duty this morning. according to police, it happened during a traffic stop in southeast baltimore. the attack brought out the police commissioner and the mayor. >> i'm very proud of our officers. they performed well and they're

very brave, very brave. >> police say three plain-clothesed officers working in the 100 block in southwest baltimore stopped a car around 12:30 sunday morning. the officers say they found marijuana in the car and when they tried to arrest the trio, the driver started to struggle. >> the driver broke from their grasp, reentered the vehicle and was able to gain custody of a. 25 caliber semiautomatic handgun that he had. >> the commissioner said the driver fired at least once, striking a 34-year-old officer in the cheek, breaking his jaw, a 23-year-old officer was hit in the hand, nearly severing a finger. all three officers returned fire, hitting and killing the suspect. the three other people in the car were taken into custody but released without charges and the two officers were taken to shock trauma for surgery. >> they were concerned about each other and one was concerned about how soon he could get back

to work. >> these officers were part of the monument street initiative to locate and arrest people carrying weapons. it's something he has taken a tough stance on since becoming commissioner. >> i hear people say, well, you shouldn't call them idiots. these are guys arming themselves on the streets of baltimore. i think they are idiots. i think they pose an incredible danger to all of us. you know who else agrees with me? my cops. >> police have not released the name of the officers or suspects. but the officers are expected to make a full recovery. now to the case of a comcast worker murdered in east baltimore. it happened before 6:00 this morning in the 1900 block of boone street. tonight police are trying to figure out who gunned him down and why. kim basie is live at police headquarters with that story. kim? >> police say 50-year-old carlos williams was on his way to work early this morning when he was shot and killed and police are still trying to figure out the motive.

>> i feel angry that no one essentially took my husband's life this morning. >> lisa williams is just getting over the shock of hever husband's death. police say 50-year-old carlos williams was gunned down on his way to work for comcast just before 6:00 sunday morning in the 1900 block of boone street. police say williams was approached by at least three suspects. after that, they're not sure what transpyred but police found williams with multiple gunshot wounds in his comcast work van. >> at this point we suspect that the incident happened due to an attempted robbery but we just don't know without witnesses or suspects to tell us what we have. >> williams' family and friends are devastated. they say he would do anything for anybody, and even started a program to help recovering drug addicts get back on their feet. >> he was a community activist. he believed the people. >> he would take the shirt off

his back if that's what it took to help them >> police have no suspect in williams' murder but his wife has some words for whomever is responsible. >> even though i'm angry, i pray that they do not rest, that they don't get no sleep. that the god shakes everything they put their hand on that it don't turn out right. that they say, i must turn myself in. >> but until then the williams family is is it coming together to mourn the loss of carlos and to try to remember the good times. >> they did a lot of crying. i'm holding on right now to good memories. >> the williams family also has a plea tonight. they're asking anyone who might have any information about this crime to contact baltimore city police. reporting live at police headquarters, kim basie, wbaltv.com, wbal-tv 11 news. >> and a man was shot by his

girlfriend's ex in the 500 block of scott street around 2:30 this morning. the gunman confronted the victim and his girlfriend and opened fire. the woman was not hurt. the victim is in serious but stable condition. police said they identified the suspect but so far have not arrested him. the other shooting in the middle of the day in northwest baltimore. around 4:30 this afternoon police say an unidentified man was shot several times in the 3400 block of park heights avenue. no word on his condition. a motive or suspect. so if you have any information on any of these shootings, you are asked to call baltimore police. tonight frederick county officials have confirmed the 4-year-old who was pinned underwater on an overturned a.t.v. has died from his injuries. the accident happened last night on his family's property in burkettsville road in frederick. police say the boy died from his injuries this morning. detectives are investigating.

in prince george's county officials say a fire killed 8-year-old kennedy pearson. firefighters were called to a home on parkview lane and clinton last night. the girl's mother tried to get help but by the time paramedics arrived, it was too late. here's reaction from neighbors. >> we all will truly miss him. >> 8-year-old beautiful girl, full of energy. full of life. had her whole life in front of her. this is just a tradgesic situation. >> the girl's mother was airlifted to a burn unit. she is expected to survive. fire officials say there was a smoke detector in the home but it did not appear to be working. >> ten months after phoenix the pit bull was set on trial, the trial begins for the twin brothers accused of that crime. the 18-year-old men are expected to face a court tomorrow morning charged with violating animal abuse laws and a firearm law.

according to prosecutors, last may they set that dog and fire and phoenix eventually had to be euthanized. >> this was another glorious afternoon but a lot of people decided to stay inside to watch maryland take on michigan state in the second round of march madness and 11 sports pete gilbert was one of them. i guess you were working. >> and i got to work early for it. and putted mad in madness. the terps put together one of the greatest rallies in team tournament history only have to have their madness moment stolen away. down 16 in the second half, maryland climbed within one. ten seconds left. the a.c.c. player of the year delivers. terps up a point. michigan state doesn't call time-out. the best play are out with injury. instead backup point guard korie lucious, forever a villain in college park. rising up for the game win are as time expires. maryland's season comes to an end 85-83.

baltimore for a parade to mark the 198th anniversary of greek independence. it featured greek transtroupes and, of course, lots of greek food. >> a tuition night can be on the way for the university of maryland and our state's budget deficit is to blame. they are considering ending the four-year tuition freeze in favor of a tuition hike. the head of the university system tells 11 news he not only supports an increase, he thought it should have happened sooner. >> during this period we have gone from having the sixth highest tuition in the nation to the 20th highest tuition. so this has been a very good period for our students. >> that's chancellor william kerwin. last year when lawmakers decided to freeze college tuition for the fourth straight year, the chance ler accused lawmakers of eroding the quality of maryland's universities by depriving them of revenue that

would come from raising tuition. >> tonight catholics across ireland are reacting to the pope's apology of victims of child sex abuse in the church n a letter the pope said he is truly sorry for the harm done to generations of irish catholics who were abused. despite that apology, some say some catholic says they are disappointed in that letter. >> we still have our cardinals in ireland and they are the ones that are having the problem and just pushing it under the cab. >> the archbishop of dublin defended the pope from critics who said the pope's letter had not gone far enough. >> another really nice day today around the area but we did pick up some clouds. now those clouds are trying to produce some rain. this initial rain attempt that has moved across the area really

dried up before it hit the ground. if you're outside, you might have picked up a sprinkle. but we'll have successive bans come through and with each one the air gets more saturated. plus the storm out west where there is warm moisture will get closer as well. by day break we will have picked up a couple showers around the area. tomorrow looks like a dismal day. today was really wonderful. not quite as nice as saturday or friday because we saw more cloudiness but the temperatures were great. 75 at the airport. inner harbor hits 72. typical high this time of year was 56. the record was 89 in 1948. we weren't close to that but no complaints about these readings. they're gone. we won't ski this for a while. the combination of the rain and storm coming in and air coming in behind it will knock these temperatures down considerably for tomorrow and beyond. right now, speaking of temperatures coming down a bit, easton's down to 61. on the board walk, it's 52. elkton 60, 59 in edgewood,

parkton, 63, frederick 64 and 54 out at mchenry. a little cooler out in the mountains to the west. here's the satellite picture. now we've gone cloudy here. a few breaks over the clouds in west virginia and that's about it. all of this because this storm is advancing. this front out to the northwest has been stalled in pennsylvania along the maryland/pennsylvania line all day long. we managed to stay on the mild side. but now this whole area is becoming overcome as this storm gets closer and closer and we get more and more moisture in the atmosphere. as the storm tracks over pennsylvania and west virginia in the next 24 hours, our rain chances will increase as well. the rain chances for a few scattered showers. light southeast winds and lows probably mostly in the low 50's. might be a couple upper 40's in there somewhere. here's where the map will look like tomorrow. similar to today, things just closing in on us, especially that moisture. so the front will remain stalled around the maryland/pennsylvania line. another front from the south.

that just intensifies the rain. we might even hear a clap of thunder here and there but basically it's just periods of rain tomorrow. if there's a better chance for thunder, it will be south of us and cloudy and cool conditions if it's not raining. southeast winds at 10 to 15. 59 to 65 tomorrow. temperatures get knocked down again because of the clouds and the presence of the rain in the area. small craft advisories on the bay tomorrow. southeast winds averaging 10 to 15 knots but a few gusts could be stronger than that, up to 25. two to three-foot chop say possibility on the open waters of the bay and those waters in our beginning to move into the 50's temperaturewise. now we have the clouds and the rain is moving in. the heaviest rains may be during the day tomorrow evening. accumulations or deposits in the northeast. but the storm system is still trying to exit the area so we still could see showers into tuesday. in fact we could see snow or sleet mixed in the mountains out to the west. by 7:00 in the evening, most of

the rain chanceless have diminished. on wednesday, well, there's a possibility i guess of a sprinkle or two but basically just a breezy day with the sun final cloiming back -- coming back into the picture. again on friday and sunday we could see more rain charnses. notice this coming week, our highs will be in the 50's and 60's, not the 70's. but for the most part, these readings are at or above the average for the season. the big sports question -- how do you go against the michigan state spartans on greek independence day? >> we should have known. it was a setup from the git-go. >> we should have known. >> my goodness. i will tell you what's interesting, what almost happened at the end of this game that may have kept that from happening. happening. up next in sports.

seven years ago drew nicholas raced down the court for maryland launching a perfect team as time expired, scratching cinderella's glass slipper away from unc wilmington. ultimately the terps advanced to the sweet 16. we have been reminded of that glorious moment throughout this year's tourney thanks to it running nonstop in commercial form. but today maryland endures the other end of that kind of madness. gary williams, without a second round wind since the buzzer beater from nicholas. korie lucious, three-on one, spartans parraging up 22-10. keeping maryland alive in the first half, 3 of his 18 for the game. 32-25 michigan state alead.

late first half, kalin lucas, last season big ten player of the year. gorgeous runner is good. spartans up nine but he injured his achilles after the shot. kalin lucas did not return. 48-39, michigan state at the break. second half, vasquez, quintessential graveous moment. run is good. terps within five. backdoor wut perfect, in for the slam. a minute later, summers. not opening the wing. it shouldn't matter. morgan out working the terps. crazy effort. gets it to go. 78-66. then the rally is on. adrian buoy goes coast to coast. watch his right elbow. knocks out half the tooth. the bucket is good, 78-71.

not much rebounding but the press rocked. vasquez the steal. 80-75. and then inbounds, vasquez left alone, knocks down the three. 8-0 run. 80-79. now down one. vasquez, all-time scoring list today. final shot is good. spartans right back. tom izzo almost called time-out. but he let his kids kids play. korie lucious rewards him. the dagger that will forever be felt at maryland. too good to look at the end. 33% shooting backup has it forever moment. vasquez ends up with 26 points. the final two minutes of the game, the star of michigan state moves on. >> i'm just proud we came back and took the lead. that took guts. our team did it, everybody. something that's going to make us better not only as a player but as a person.
