eun yang. it's monday, march 22, 2010. taking a live look outside, the capitol dome all lit up on the horizon. done look too rainy out there right now from this vantage point. >> drizzly, i think. let's check in with tom kierein. >> we are getting a few sprinkles right here in wraesh you s -- washington where you blochs of blue that rain. getting a few sprinkles in northern prince george's, montgomery, as well as parts of fairfax, loudoun and prince william counties. scattered showers around the region. temperatures are on the mild side we're in the upper 50s to near 60. now 60 in washington. eastern shore in the mid-50s as well as the mountains now in the mid-50s and getting moderate rain in southern west virginia even pockets of heavy downpours there. that's going to be passing west of washington this morning but later on this afternoon other passing showers and maybe even

thunder and that may continue into tonight. then some drizzle perhaps tomorrow morning into midday and sun back tomorrow afternoon upper 50s and mostly sunny wednesday, mid-60s. now, jerry, how is it looking this morning? >> light sprinkles could cause some problems. be careful. they are out there. let's start with northern virginia i-95 northbound. as you make the trip south to the approach of the wilson bridge. that have 95. this is the wilson bridge. be very cautious this morning. a lot of overnight road work most if not all should be picked up at this hour. back to you. >> thank you very much. >> thank you, jerry. the year long battle over healthcare reform is now over. >> democrats are declaring victory. the house passed the historic legislation late last night with

a 219-212 vote. it would extend coverage to 32 million uninsured americans. it would also require most americans to be insured or face penalties if they are not. tracie potts has more on what it all means. >> on this vote the ayes are 219, the nays 212. >> reporter: the house and president obama got a sweeping healthcare overhaul that guarantees coverage for 32 million americans. >> enabling people to have the freedom to have a healthier life, the liberty to pursue their own happiness. >> reporter: president obama immediately claimed victory. >> this is what change looks like. this isn't radical reform. but it is major reform. >> reporter: every republican and 34 democrats failed to vote against it. >> we have failed to listen to americans. we have failed to reflect the will of our constituents. shame on us.

shame on this body. shame on each and every one of you. >> reporter: the latest nbc poll showed americans were evenly split which expands medicaid, taxes the wealthy and bars insurance company from denying coverage based on pre-existing conditions. every american has to buy insurance. people can shop around for affordable coverage. most of the major positions don't kick in until 2014. now president obama is expected to sign the bill in the next day or two and there is already an effort here in congress to repeal it. from capitol hill this morning i'm tracie potts. back to you. >> thank you. here's a closer look at exactly what this bill means to you. first, it guarantees insurance companies can't deny you coverage because of a pre-existing condition. if you have children you'll be able to keep them on your family insurance plan until they are 26 years old, three years longer than is now the case.

it would also make more americans eligible for medicaid. that's the federally funded healthcare program for the poor. the changes to the healthcare system will not happen overnight. local lawmakers are already reacting to this historic passage. we have more from jane watrel. >> reporter: washington is waking up this morning after a history making vote. the healthcar vote that passed by a mere seven votes on capitol hill delivered president obama one of the first major victories of his young presidency. now 34 democrats as was reported this morning mainly from republican leaning states did vote against this measure. experts say it will prohibit healthcare plans from excluding children with pre-existing conditions. parents can add nondependent

children up to 26 six months after this legislation is enacted. as for the uninsured almost everyone without insurance will have to get it by 2014 or pay a fine. here's some of the reaction from local lawmakers. >> it's exciting. i think people realize the moment in history and the opportunity. >> just think now prince george's county and all the rest of us absorb the cost of all of those people who are uninsured now they will be covered that means costs will really go away. >> now, the split along the states around here, in maryland the congressional delegation was split 6-2 in favor of the healthcare reform bill. in virginia it was the opposite, four lawmakers voted for it in virginia and seven voted against it. reporting live from capitol hill i'm jane watrel. back to you. >> thanks very much. we will, of course, have much more on this historic healthcare

starting off monday morning yes with scattered sprinkles, grab the umbrella before you head off to work and school this morning. we may have more scattered showers as the day progresses. right now where you see the blotches of color on radar we're getting rain in loudoun county, frederick, montgomery county and northern prince george's county. few sprinkles in washington and in fairfax county. prince william and fauquier. and elsewhere northern anne arundel county getting sprinkles as is howard county and across central virginia into the shenandoah valley and panhandle of west virginia. mild morning. temperatures in thor 50s to near 60 degrees. occasional showers throughout the day. maybe thunder later this afternoon. highs reaching the mid-60s. any rain activity should taper off to sprinkles and drizzle into tonight and tomorrow morning. sun back tomorrow afternoon with highs in the upper 50s. wednesday some sunshine into the mid-60s and partly cloudy thursday, highs low 60s morning lows near 40. a look at friday and the weekend

good morning. welcome back. checking your top stories in the "news4 today." healthcare reform is on the brink of becoming a wellate. the house passed legislation late last night that would provide coverage to millions of uninsured americans. it will ban insurance companies from denying coverage because of pre-existing conditions. the measure is awaiting president obama's signature. renee bowman will be sentenced today. the maryland woman was convicted last month of kill two of her adopted daughters. their bodies were found in 2008 in a freezer at her home in calvert county. prosecutors say they are asking for life in prison without the possibility of parole. former presidents bill clinton and george w. bush are heading to haiti. the trip is part of the effort to raise money for the haiti earthquake relief. the form's presidents will meet with the haitian people, government leaders and others providing earthquake relief. metro is asking for your thoughts on how it can close it's $189 million budget

deficit. it's holding a series of public hearings in the coming weeks to hear what riders think of its options. the first hearing starts tonight. megan mcgrath is live at the vienna metro station with more. good morning. >> reporter: good morning. it's a huge budget deficit, $189 million and metro's board of directors has to figure out exactly how to close that gap and they've got a number of different options that are available to them and they are seeking, actually, input from riders on how they should do this. again, they got a number of different options included and they want to hear from people who ride and pay for the fare structure here to see what they would like to have done. now, the first of these meetings gets understand way tonight in vienna. the options being considered include a combination of fare increase and service reductions, changes in the metro access fare structure as well as service, possible staff reductions as

well as additional funds coming from local jurisdictions. those are just a couple of things that are out there on the table. the metro board wants to hear from riders. now the first public hearing is going to happen tonight at 7:00 p.m. at oakton high school. that's in vienna, virginia. then on wednesday, march the 24th another hearing will be held at st. francis xavier church in southeast washington. then on monday, march 29th, another hearing at mount calvary baptist church in lanham, maryland. there will be a total of six public hearings that will take place over the next week and a half, again, to allow people to have input into this process and try and help the board figure out how they are going to close this huge budget deficit. back to you. megan mcgrath reporting live for us. thank you. this morning we're hearing tiger woods first interview since his sex skranl erupted four months ago. the golf channel and espn aired exclusive interviews with the goefrl. he answered questions about his

infidelity and expected golf come back. >> reporter: as tiger woods plans his return to the golf course he's returning to the public life. he gave two one on one interviews with espn and the golf channel. each interview limited to five minutes with no restrictions on the questions. one with espn reporter tom rinaldi. i was living the life of a lie, i really was. i was doing a lot of things as i said that hurt a lot of people. >> reporter: woods said he lost sight of who he was. >> it was tough. to look atourself in a lying that you never want to look at yourself that's pretty brutal. >> reporter: he said his relationship with his wife elin was a private matter. he did address infidelity. >> just one is enough. obviously that wasn't the case. i made my mistakes. >> reporter: it's the first time we've heard from woods since his public apology las month. >> why issue you a public apology?

>> i owe a lot of people. i hurt a lot of people. my friends, my colleagues. not just my wife. the public. >> reporter: woods spoke to the golf channel. in an interview again brief during which he answered similar qutions including about his infidelity. >> i tried to stop and i couldn't stop. and it was just -- it was haesk. >> reporter: he said he's approaching his professional come back at the masters with mixed feelings. >> i'm a little nervous aut that to be honest with you. >> how much do you care? >> it would be nice to hear a couple of claps here and there. but i also hope get some birdies too. after woods' interview former white house press secretary arie flisher quit working for woods. the golf channel reporter said

fleisher felt he was becoming the focus of media attention. >> maryland terrapins fans are heartbroken. maryland came all the way back after trailing by 16 points to the michigan state spartans and took a one-point lead with seven seconds left in the game. that left just enough time for michigan state to hit a three-pointer and give the spartans the win. that ended the terps season. also last game for the seniors. >> it's hard to describe. i thoug we had the game won and then come right back, big three. give them credit. >> maryland finishes the season

and his. y --. dog in montgomery county. the boy said two teenagers punched him in the face and grabbed the dog right out of his arms and ran off. yesterday, a man who wanted to remain anonymous called police. he said someone had dropped the dog off on his ponch and the dog appears to be just fine. >> looks like he's doing just great. what an awful thing to do. >> someone may have thought it was a prank but it wasn't to family. a special delivery and i mean special delivery in baltimore. a baby girl arrives much earlier expected. she was born in the back of her father's taxicab this weekend. her mother's water broke around 6:00 in the morning but the couple couldn't quite make to it the hospital. they were able to make it those, to a nearby firestation. >> i was having the baby.
