it's monday, march 22, 2010. and you're waking up to a monday morning with light rain out there. >> a little drizzle. let's find out from meteorologist tom kierein what kind of a day we'll have. >> cloudy and damp on this monday morning. looking at the radar we do have somecattered showers across virginia, west virginia, maryland, the district of columbia. they are heading from the south to the north and will be with us here from time to time throughout the rest of the day and tonight and tomorrow morning. right now off to a mild start. temperatures are around 60 degrees all around the region. throughout the day maybe a passing shower, perhaps a few sprinkles from time to time. highs should make it in the mid-60s p.m. a few sprinkles tonight into perhaps midday on tuesday and then some sun back tomorrow afternoon with a blustery northwest wind. cooler, highs in thor 50s. sun returns wednesday and thursday with highs throw mid-60s and morning lows near

40. how is the monday commute? >> doing pretty well. the drive in from the west, 66 all those headlights coming at us. folks coming out of manassas towards fair oaks and vienna. no incidents. wilson bridge, outer loop and inner loop between oxon hill and alexandria doing fine. chain bridge construction has been completed and is re-opened. back to you. democrats are declaring victory after the house of representatives pass ad historic reform bill. >> lawmakers voted on the bill late last night and it passed by the slimmest of margins. here's a live look now on capitol hill. the house passed the bill on a 219-212 vote. i guess could it have been a little slimmer, still narrow with not a single republican reporting it. tracie potts has more from kral. >> on this vote the ayes are 219, the nays 212.

>> reporter: the house and president obama got a sweeping healthcare overhaul that guarantees coverage for 32 million americans. >> enabling people to have the freedom to have a healthier life, thliberty to pursue their own happiness. >> reporter: president obama immediately claimed victory. >> this is what change looks like. this isn't radical reform. but it is major reform. >> reporter: every republican and 34 democrats failed to vot for it. >> we have failed to listen to americans. we have failed to reflect the will of our constituents. shame on us. shame on this body. shame on each and every one of you. >> reporter: the latest nbc poll showed americans were evenly split which expands medicaid, taxes the wealthy and bars insurance company from denying coverage based on pre-existing conditions. the cost nearly a trillion dollars. every american has to buy insurance.

people who are self employed or switched jobs can shop around for affordable coverage in state based exchanges. most of the major positions don't kick in until 2014. now president obama is expected to sign the bill in the next day or two and there is already an effort here in congress to repeal it. from capitol hill this morning i'm tracie potts. back to you. and as for what this bill means four it means you will probably be required to car health insurance or face penalties if you refuse to. it will be illegal for insurance companies to deny you coverage because of pre-existing conditions. and more americans will be eligible for medicaid which is the federally funded healthcare program for the poor. >> local lawmakers are reacting to the historic passage of the bill. news 4 jane watrel is live on capitol hill with more for us. good morning, jane. >> reporter: good morning. as to be expected local lawmakers were split along party lines for the most part, concerning this headlights care

bill. 32 million americans will now be covered and most of that expansion will take place four years from now in 2014. despite protests by republicans, democrats say it will close gaps in healthcare. >> it's exciting. i think people realize the moment in history and the opportunity. >> reporter: the district pays $50 million a year for a program supplementing healthcare for people who don't qualify for medicaid but can't afford healthcare insurance. under the new bill that cost will go away. there are 134,000 uninsured families in d.c. the bill will help them by providing tax credits to pay for affordable insurance. d.c. delegate eleanor homes norton said the time for this bill has come. >> we've been able to walk and chew gum at the same time. the president pass ad jobs bill.

this week we're getting a healthcare reform bill. we can take care of all the nation's priorities at the same time. >> in the staefts maryland and virginia the vote was split. looking at the state of maryland for the congressmen there, six maryland voters voted for the bill two against it. in virginia the opposite, seven lawmakers, u.s. congressmen voted against the bill with four voting for it. republican attorney general ken cuccinelli is reportedly promising a lawsuit challenging the constitutionality of the healthcare reform bill as soon as it's signed into law. reporting live on capitol hill, i'm jane watrel, back to you. 6:06 is the time. coming up tiger woods gives his first one on one interviews since his car crash. what he has to say about the scandal surrounding him and about his return. >> metro wants to hear from you. how you can sound off about the proposed fare increase. off to a bit of a rainy start on this monday morning.

it's spring for us but it looked a lot like winter to people in the lower midwest. a storm dropped a foot of snow across several states. in arkansas icy roads caused dangerous driving conditions. churches even cancelled sunday services. in kansas city families headed for the hills to have some fun in the snow. >> you know, i don't really have a fragile psyche but if we were to get that kind of snow, i don't know. i don't think i could handle it. >> tom kierein, could you hold it together? >> i would have to. >> you would have to. >> doesn't look like any snow for us. we're getting precipitation. on the radar we're picking up a few sprinkles around at this

coverage to 32 million uninsured americans. the bill now heads to president obama's desk who is vowing to sign it quickly. a maryland woman convicted of kill her two adopted daughters will be sentenced today. renee bowman was found guilty of two counts of first degree murder last month. two bodies were found in the freezer at her home in calvert county in 2008 after a third physically abused daughter escaped from her house. prosecutors are seeking for life without parole. >> an 8-year-old girl in prince george's county died when she became trapped in her burning home. this happened on saturday night. the girl's mother ran to a neighbor for help. firefighters searched the home and found kennedy pearson in the living room but it was too late to save her. her mother was burn and suffered smoke inhalation. neighbors and friends are coping with their loss by creating a memorial.

>> you know, 8-year-old beautiful girl, full of energy, full of life, had her whole life in front of her. this is a tragic situation. >> she was my best friend and i will miss her. >> officials believe the fire was an accident. a smoke detector was inside but did not appear to be working. three people are recovering from a carbon monoxide scare in northwest washington. district officials evacuate ad building around 4:00 yesterday afternoon. there were high levels of carbon monoxide in several apartments. two adults and a child were treated and then leased from the hospital. a faulty water heater caused the leak. metro is asking for your opinion on its plans to close its $189 million budget deficit. it's holding several public hearings. megan mcgrath is live at the vienna metro station. sounds like you're getting an

earful. >> reporter: i say fare hikes not very popular with most riders. metro is looking at a very significant budget short fall, $189 million. they got to figure out how to close that gap. they have several options available t them. they are going to ask for input from the public in a series of hearings. six hearings to be exact over the next week and a half. the first of those hearings begins tonight one vienna. the options being considered are a combination of fare increase and service reductions as well as changes in metro access fare structure. there could be staff reductions and another thing out there is additional funding from local jurisdicons. we've been talking to riders, asking them what they think should be done. >> well, i think it's unfortunately going to have to be the riders will have to pay for it. that's what it comes down to. until they can clean up their act and keep the line safe. i think that's part of the

problem. >> well, their service isn't all that great right now but i think that they probably pay too high so they should have staff cuts and we're paying too much for service for not getting anything. >> reporter: how do you feel about a fare increase? >> it doesn't bother me as well as service is good. >> reporter: are you happy with the service? >> pretty much so. >> reporter: let's take a look at the first three of these hearings that are scheduled, the very first one happens tonight at 7:00 p.m. at oakton high school here in vienna. another on wednesday the 24th at st. francis xavier church in southeast. another on monday the 29th at mount calvary baptist church in lanham and then three more after that. so, a total of six over the next week and a half. now, if metro's board opts for fare increase or service reductions riders could expect to see those changes take effect on june the 27th.

but, again, there's a process that needs to be followed here. first they need to get input from the public before they can make any of these decisions and that's what's getting underway here tonight. >> this morning we're hearing from tiger woods in his first one on one tv interviews four months after his sex scandal surfaced. he gave one and one interviews to espn and golf channel. there were no restrictions on the questions. he did, though, say his relationship with his wife elin is private and he refused to comment. but he did reveal more than he did during his widely televised and highly scripted public apology last month. >> i tried to stop and i couldn't stop. and it was just -- it was horrific. i owe a lot of people an apology. i hurt a lot of people. not just my wife. my friend, my colleagues, the public, kids who looked up to me. >> he said he's approaching his professional come back with the masters with mixed feeling.

former presidents bill clinton and george w. bush are heading to haiti today. the trip is part of the effort to raise money for the haiti earthquake relief. former presidents will meet with the haitian people, government leaders and others proding

showers out in west virginia. temperatures are on the mild side this morning from mount pleasant, mclean and potomac. 60 degrees. mid-50s out in the mountains. over the last six hours we've seen some of these showers picking up a bit in intensity down in north carolina. this is a band here that may develop some thunder heading up our way hear by later on this afternoon. otherwise more passing showers are likely as well as perhaps a few sprinkles and dzzle overnight through midday tomorrow. sun back tomorrow afternoon with a blustery wind and cooler temperatures and on wednesday and thursday we'll be back in the 6s with sunshine. now, how is the traffic? >> chopper 4 is over the springfield interchange. pretty heavy morning a is typical along 95 getting on to 395. so far for the most part everything appears to be moving along pretty well. the travel lanes are open. nostein or broken down vehicles reported into us. just a long line of brake lights for the beltway merge headed up

a bill that would remake the nation's's healthcare system is head for the president's desk. the house passed the historic legislation late last night. not a single republican voted for it. 34 democrats voted against it as well. the bill would provide coverage to million of uninsured americans. it would force most residents to carry insurance or face penalties. more americans would also be eligible for medicaid. the battle over healthcare has sparked some heated debates nationwide but have some of those disputes gotten out of hand. several african-american members of congress said they were pelted with racial slurs. some were called the n-word. one was spat upon.

barney frank who was openly gay said he was also heckled with anti-gay slurs as he walked up the steps of the capitol. democrats and republicans both called the comments unacceptable. >> it really was a shocking and sad tone to the epithets being hurled in the face of senators and congressmen making it seem the country has moved as far as we thought it has. >> it's not a reflection of the movement of the republican party when you have idiots out there saying very stupid things. >> tea party leaders w were behind many of the healthcare protests have condemned the racial slurs. from healthcare to immigration, thousands ever people rallied across the country demanding that president obama keep his pledge to deliver comprehensive immigration reform. here in washington tens ever thousands gathered on the national mall to bring their immigration reform message directly to lawmakers and to the president. they are fighting for full

rights for illegal immigrants and their children. today studentsnd staff at a prince william county cool will get screened for tuberculosis after possibly getting exposed last week. health officials say one person has come down with tuberculosis at freedom high school in woodbridge. officials will not identify the person any further but he or she is no longer at the school and is receiving treatment. tb is a bacterial infection that's spread person to person through the air. kit be cured but if left untreated it can be fatal. a maryland woman convicted of killing two of her adopted daughters will be sentenced today. real estate nay bowman was found guilty of two counts ever first degree murder last month. twbodies were found in her freezer in calvert county in 2008 after a third daughter escaped from that house. prosecutors s they are seeking life without the possibility of parole. metro is asng for your thoughts on how it can close it's $189 budget deficit.

it certainly has. thanks very much. have a great day. >> thank you. >> this morning we're hearing tiger woods first one on one interview since his sex scandal erupted several months ago. espn and golf channel interviewed woods. >> reporter: as tiger woods plans his return to the golf course he's returning to the public life. he gave two one on one intervie with espn and the golf channel. each interview limited to five minutes with no restrictions on the questions. one with espn reporter tom rinaldi. >> i was living the life of a lie, i really was. i was doing a lot of things as i said that hurt a lot of people. >> reporter: woods said he lost sight of who he was. >> it was tough. to look at yourself in a light that you never want to look at yourself that's pretty brutal. >> reporter: he said his relationship with his wife elin was a private matter.

he did address infidelity. >> just one is enough. obviously that wasn't the case. i made my mistakes. >> reporter: it's the first time we've heard from woods since his public apology last month. >> why issue a public apology? >> i owe a lot of people. i hurt a lot of people. not just my wife. my friends, my colleagues. the public. kids who looked up to me. >> reporter: woods spoke to the golf channel. in an interview again brief during which he answered similar questions including about his infidelity. >> i tried to stop and i couldn't stop. and it was just -- it was horrific. >> reporter: he said he's approaching his professional come back at the masters with mixed feelings. >> i'm a little nervous about that to be honest with you. >> how much do you care? >> it would be nice to hear a couple of claps here and there. but i also hope get some birdies too.

it will provide coverage to 32 million uninsured americans. it will require most citizens to carry some form of health insurance. the bill now heads to president obama who is vowing to sign it quickly. last night's vote was a huge victory for president obama. here's a picture of the president, vice president and senior staff members reacing to passage of t bill. the president says this vote is quote what change looks like. clearly a reference to his campaign slogan, change we can believe in. local lawmakers are reacting to this historic passage. jane watrel is live on capitol hill with more on this. good morning. >> reporter: the washington area is waking up to history in the making as the passage of the national healthcare overhaul took place late last night but it didn't come easy. republicans fought hard against the bill calling it a government takeover of healthcare. now according to d.c. figures, $50 million a year, that d.c.
