he is accused of stealing a diamond watch from a suspect. no word on when a court date may be set. now officers have been released from shock trauma who were both shot after pulling over a car in east baltimore. one was shot in the hand and the other in the face. the suspect was killed in the gun battle. >> announcement of the plan to close the deficit. it is a $2.2 billion spending plan. the mayor plans to close the gap. the plan includes merging city agencies, eliminating positions, and requiring nonprofit institutions like hospitals and schools to contribute toward taxes.

the city council president and the mayor have declined the pay raises they were expected to receive today. the mayor currently makes over $100,000 a year. city council members will get an increase, but it is unclear if they have plans to give it back. there is a late night approval to the maryland budget submitted by the governor. a 50% reduction in funds to help clean up the chesapeake bay. the senate approved a plan to gradually make counties share pension costs. the bill goes to the house for

our reporter joins us live from the scene with more. >> this is where the accident happened yesterday morning in cockeysville. the light from service is suspended in this area. the wreckage has been cleared from the tracks. there is a piece of equipment on the track this morning. it will inspect a this area for damage and possible repairs. yesterday morning is when the crash occurred. a tractor-trailer was trying to make a right hand turn when it collided with a train. it had only seven passengers on board. the truck driver is ok. none of the seven passengers were injured. the light rail operator was badly hurt taken to shock trauma. commuters this morning has to
