was almost killed by a blue gmc truck. >> it is the type of place where you feel safe, especially in broad daylight. nikki schultze had just finished a contract in job their last friday morning and was about to get in her truck when -- >> the driver just struck her and kept on going. >> she was standing near her truck and her driver's door was completely bent the opposite direction. >> amy said she rushed to shock trauma to see her sister. >> there was a lot of blood in her hair and her face. it was hard to see her. >> one of the first thing she said when i saw her, and i knew, and she was like, what did i do to deserve this? >> the driver hit her sister and took off while bystanders drop -- watched in disbelief. >> they left her late in the street like she does not matter.

samaritan stop a group of young children from throwing bricks and rocks at abb pit bull they had tied to a poll. -- a baby pit bull they tied to a poll. >> they say roughly 12 and 13- year-old children, a number of them, had tied this pit bull to a poll similar to the one you see behind me. it may have been the cold. we simply do not know. they were relentlessly throwing rocks and bricks at the dog. tonight, they're looking for those young suspects as the dog continues to recover. >> this is what the dog looked like when animal control ofcers brought her into the animal control and care shelter. it was not a pretty sight. >> her face was swollen. her eyes were swollen shut. you can see the birds on the top of her head.

control are urging people in the neighborhood to pay close attention to their animals so they do not fall victim like kristie did. >> she is so loving and trusting. how can you be cool to an animal that is like this? -- cruel to an animal that is like this? >> we have heard from dozens of you on our facebook fan page. one viewer says, "people need to learn and respect these poor animals. after all, these are god's creatures, not ours." another viewer wrote, "this type of abuse should not be tolerated and those who committed this vicious crime should be sent to prison with a marker on the record like they give sex offenders." in -- another natural disaster has hit indonesia. a 7.8 earthquake hit the area, triggering a tsunami warning.

the quake hit at about 5:15 a.m. their time. residents were warned to evacuate to a safe place because of a possibility of a tsunami. there were no reports of casualties. you may recall in 2004, a tsunami killed an estimated 5400 people in thailand alone. president obama is expressing his deepest condolences to the family of the 25 west virginia coal miners killed in the worst u.s. coal mine disaster in decades. the blast happened yesterday afternoon at the upper big branch mine about 30 miles south of charleston. it is raising new concerns about safety and whether fedor -- federal inspectors failed to do their jobs. >> as the sun set over the mine, the first holes were being drilled down into the chamber where four men might still be alive. it is a tricky job. >> it is sitting on top of the

homicides, more than they have seen since the 1970's. officers say they are targeting known offenders. they are investigating 40 homicides in the city. this time last year, there were 60. in 1977 there were 39. that is a new 33-year low. >> in annapolis, medical marijuana is facing have the opposition. the bill will allow doctors to prescribe marijuana to patients in order to reduce pain or stimulate appetite carrie. they have chosen to establish a workgroup, putting off any legislation until next year. >> the marijuana would be grown in a state facility under the direction of the health and agriculture department. the senate should get the bill sometime this week. >> bob ehrlich has officially --

>> tonight, new details about how baltimore mayor stephanie rawlings-blake plans to close a 120 billion -- $120 million budget gap. jayne miller has details. >> the proposed beverage tax to be introduced next week seeks to create a new revenue source for the city without putting the burden on the poor. it calls for a 4 cent tax on bottled soda, water, and alcohol. but it exempts milk and fruit juices and dreams in the two leaders sizes or larger.

-- and drinks in the 2 liter sizes and larger. another key proposal would go after the huge imbalance in baltimore between properties that are taxed and properties owned by nonprofits and churches that are tax exempt. one-third of the city's land produces no property tax revenue at all. it represents, according to city budget officials, a loss to the city of $120 million per year in property tax revenue. the mayor's proposal will go after just a portion of that amount by calling for a big tax of $350 per year on hospitals and universities and colleges. city officials argue that students use city services, but currently do not pay for them. >> other cities trying to get revenue out of their nonprofits, pittsburgh and providence are two examples. and a couple of weeks ago, the highest court in illinois ruled that a nonprofit catholic

if your spring allergies are kicking in, this weather pattern is going to keep it going until the rains come through maybe thursday afternoon or evening and wash the pollen out of the air. right now, a few clouds across the mid-atlantic and that will help keep the temperatures mild overnight. we see readings even at this late evening hour -- it late evening hours in the 70's and 80's. a few high, thin clouds and temperatures in the 60's and 70's tonight. the humidity is down and it does not feel quite like summer with out the muggy weather. in front of to our west will bring temperature changes, and maybe some storms. you can see the bright white clouds along the front. eventually, the really cold air that is currently a along parts of colorado and wyoming will

bring some snow and 30's. 30's around denver and into rapid city. that boundary, the front will march through our region on thursday afternoon and evening. it will probably bring some of these thunderstorms that we see in the middle of the country this evening. tomorrow, partly cloudy skies, warm temperatures again. a line of storms just west of pittsburgh by thursday midday. crossing the mountains and reaching baltimore by evening thursday. and then pushing off the coast by friday morning. this is pretty good timing for some. it will be breezy and much chillier behind his front. and -- this front. first pitch will be friday afternoon. it will be dry, but chillier. this summer-like heat is not going to last more than another day or so.
