resident. jayne miller is live in the newsroom with more on that story. >> jack young invited other reporters into this house last week to show, he said, he lives in this city and his district. but there is another story about it that involves money from taxpayers, possible violations with legal agreements with the city, and of this question -- did he use a circumstance for his own benefit? >> in july of 2001, this house with purchase price and the young, the sister of council president jack young. according to land records, cynthia got money provided by the federal government that was intended to help people move out of blighted neighborhoods. in this case, she moved into the house on central avenue because the house where she previously lived was slated for demolition she was entitled for repayment

of $22,500. she also received $20,500 in community block grant funds. it was called a loan, but according to the agreement she signed with the city, repayment would be given if she followed certain -- revealing would be forgiven if she follow certain rules. one was -- repayment would be forgiven if she followed certain rules. on august 16, 2001, she signed a new document, adding her brother to the title of the house. with the stroke of a pen, jack young became the owner of a house that had been paid for almost entirely with taxpayer funds, intended for his sister. his record and investment, a token $5. the current value on the property is more than $86,000. city housing officials said they will now investigate the 2001 transaction on the house. they are looking for possible

violations, they say, of the terms young's sister agreed to to get the tax subsidy. >> it is the official is not allowed to use the city taxes to pay for creigh or benefit from it. housing officials said they were not aware of the changing ownership to include the council president until we ask about it. the deal also required his sister to live in the house for 10 years. anything short of that will demand repayment of the loan. we asked whether the sister lives with the council president in the house. she has not answered our e-mail. >> councilman young himself has not answered our questions. his spokesman said earlier that young should have been on the deed of that house in the first place because he and his sister

both owned the house that had been demolished. there was no response or questions about the taxpayer funds. live from the newsroom, i'm jane miller, wbal tv 11 news. trex a new development in the trial of a 17-year-old accused of shooting a 5-year-old girl last summer. there cromwell's senior identified lamont davis as the shooter. an arrest warrant was issued for davis' girlfriend. she was testified -- slated to testify today, but never showed up. she was reprimanded in court yesterday. >> a gunman killed a 72-year-old man inside a chinese carryout. shots were fired around 12:30 p.m. this morning. the victim was on his way to work.

>> police and the victims' families are calling this a senseless crime. police say that a 72-year-old man was just trying to get some food from a chinese take-out while two men entered and shot and killed him. this particular carryout restaurant is no stranger to violent crime. late thursday morning, 19 baltimore city detectives canvassed the neighborhood where 72-year-old charles polman was shot and killed. this as his family tries to figure out why. -- 72-year-old -bowman was shot and killed. his stepdaughter was the first to find out about his murder when she got a phone call from the afro-american newspaper about 1:00 a.m. thursday morning when he did not show up for work as an overnight security guard. fellow employees say he will be

across and getting into parts of northwest carroll county. it is not making very steady progress toward baltimore. the warnings that have been in effect for washington, frederick and the west part of carroll county are set to expire as we speak. this line of storms approaching from the west could produce wind gusts up to 50 miles per hour. hopefully this will wash a bit of the pollen out of the air. we were over 2100 for tree pollen today. total pollen count is at 2155. 84 degrees at the airport today, 22 degrees warmer than normal.

it is still 83 in downtown baltimore. 79 hartsfield. 50's and even 40's near deep creek lake. 20's in the mountain where it has been selling around marquette. -- smelling around marquette. . snowing around marquette. this area of low pressure is dragging the front across the mountains. to the south, severe thunderstorms and in the colder air to the north, three to 6 inches of snow. there are warnings just our northwest and in pennsylvania. a couple of scattered warnings in north carolina and southern virginia. a tornado watch includes the agusta, ga. area where the masters golf tournament is going on.

we will seek showers cutting across maryland tonight, moving across the coast -- moving off the coast tomorrow morning. the 56 to 61 tomorrow morninand dropping into the 50's for saturday. 58 around the bay tomorrow as it clears up in the afternoon. seven-day forecast, much cooler, much more like normal april weather. back to 71 sunday. a weaker front could produce a sprinkle late in the day monday. >> the country's fascination with tiger woods continues, but at least for the first time in nearly a year everyone wants to talk about what they see on the course, not off of it.
