comprehensive plan would close the $120 million budget deficit with roughly $70 million in spending reductions and $50 million in new diversified revenue. if we do not get the plan passed through, it could mean 700 jobs lost in the city, cuts to police and fire. most importantly, for folks here who live in the city, no property tax increase. under the belief that if there is a property tax increase, folks will leave. milk, juice, dairy substitutes in -- two-liter or larger to ease the burden on struggling families. this would generate about $4 million. the exact property bed feet per this is designed to charge the only -- only nonprofit -- to not pay property taxes. this is the $350 per year per

bed proposal. this would generate $4 million. there is an energy tax hike that is being proposed rate increases on commercial, residential, and nonprofit energy users. this will have minimal impact. if your bill is $239, it would only need an increase of 60 cents. this will bring an estimated $1.6 million. there is the piggyback income tax, increasing the local income tax rate from 3.05% to 3.2%. there is a parking tax hike proposed, from 16% to 20%. this is for mostly commuters outside the city. there is a telecommunications tax hike that would increase monthly telecommunications excise taxes by 50 cents from 350 -- from 350-from $3.50 to $4.

increasing parking meter fees. this would impact five areas where street parking is in high demand. that is fells point, harbour east, downtown, mount vernon, increasing from $1 an hour to $2 an hour. this would bring in almost $3 million. we are almost at the end. an early payment discount would reduce that would be reduced when the interest rates were much higher in 1969. this is estimated to bring about $2.5 million. finally, parking fines would increase by 20%, and that would generate $1.6 million additionally for the city. the mayor calling all of these proposed revenue generators a shared sacrifice by the entire city. >> if you look at the plan, you will see that we have chosen to spread or to diversify, not to hit one sector extremely hard but to diversify and really give opportunities for people to

quarantined while a white, powdery substance arrived in an envelope saturday. officials found the powder was harmless. one employee was taken to the hospital for the anxiety-related symptoms. we have learned of another scare at a census data capture center, this time in rosedale, baltimore county. the powdery substance was found but no evacuations have been made and no one was taken to the hospital. this morning a 41-year-old man was killed when a slab of granite falls on top of him in anne arundel county. it happen for 9:30. police say the man was unloading a tractor trailer when it happened. it is unknown if he was employed with american countertop or some other business. people around the world continue to mourn the loss of poland's president and first lady and other government leaders. they were killed saturday in an

air crash in western russia. jim say that is in poland where people are still trying to come to grips with the tragedy. >> all night, a sea of candles burned outside the palace as poland began its week of mourning for president lech kaczynski and 95 others, including some of the nation's other key military commanders and economists, all killed saturday in an air crash in western russia. palace sources say his coffin will be displayed to the grieving public starting tuesday. >> crews in west virginia returned to the mine to recover the bodies from the disaster. federal investigators are expected to arrive today to start piecing together the cause of the explosion. the mining company has been on the radar for a string of violations at the mine, although the ceo depends the company record and disputed accusations that he put profit ahead of safety. president barack obama and leaders from other countries gathered today to create battle plan to keep nuclear weapons out of terrorists' hands. mr. obama says this is the single biggest threat to u.s. security and is looking for global help in his goal. the 46 leaders are expected to come with specific ideas on how to secure all nukes.
