4:30 for a flight that is scheduled to leave at 9:05 tonight. many travelers are breathing a sigh of relief that at least some flights are coming in and out of europe, after mass cancellations for almost a week because of a massive cloud of ash from an erupting volcano in iceland. some are hoping to make the previously scheduled vacations on time. we spoke to one family from england that has been stranded here for six days. >> we have both lost four days of wages. >> even this morning, we still were not sure whether we were coming rebelling. we took a chance coming here because there was always an out chance -- outside chance that the flight would be on. >> the plan is expected to land between 7:00 and 7:30, bringing

discussing details individually with members. >> the council members have been relieved that we have been able to not touch the money. >> that balance the budget with 3.2% reduction in spending, and employees will not get a cost- of-living raise. on public safety workers will face for furlough days. county department heads and say 5. non-essential county facilities will be closed over the winter. >> one of the things i am most proud of is we were able to work with the board of education. the board of education is returning $3.9 million. >> howard county is increasing recycling, reducing the number of county take home vehicles. the county is saving $350,000 the year because of a new cell phone policy in which employees get a monthly stipend.

the county eliminated its cable tv studio in is assuming responsibility of collecting taxes rather than having the state do it. >> we are reaping the benefits of our early hard work. >> the howard county budget does contain some modest increases. there is more money for community service partnership grants. the executive said aside $60,000 in emergency assistance. >> we felt that based on the economy, there are families and our community that are in crisis. >> the county executive is asking council members to take furlough days, and in addition to all this, he found a way to plug a $20 million shortfall in this year's budget, in part by canceling resurfacing projects and reducing office expenses. >> new ethics laws were put on the books today.

two bills were signed by mayor stephanie rawlings lake. one reconfigures the ethics board to make it more independent. the other closes the so-called lipscomb loophole. sheila dixon argued she did not have to report gives from one lipscomb because he did not meet a technical definition of the city's ethics code. the bill signed today clarified that language. >> the family of fire cadet rachel wilson is suing baltimore city for $35 million. wilson was killed in 2007 when a fire training exercise went horribly wrong. barry simms is live at city fire headquarters with details. >> baltimore city has already admitted mistakes were made, but now the family of rachel wilson wants the city to pay for those mistakes. february 2007, fire department trainees are sent into a vacant,

burning house located in west baltimore. the drill turns into a disaster. 29-year-old rachel wilson dies of asphyxiation and severe burns. internal and independent investigations by major flaws in the training exercise and at least 50 violations of national safety standards. wilson's mother and her two children are suing the city for $35 million. the lawsuit is based on independent report findings. claims for federal civil rights were violated and she was deprived of life and liberty. the attorneys tells us is a very serious matter that was totally preventable. he said every possible violation of our stake standards was violated. as illustrated in this diagram, 7 fires were set, instead of just one as mandated by sec

rules. radio communication was pork. the suit also claims wilson's breathing apparatus and protective gear were inadequate. she was unable to escape from a third floor window when smoke and flames intensified. also named were supervisors and a lieutenant who were accused of being aware of unsafe aspects but taking no action to eliminate them. the suit also names another supervisor who was dismissed by the department and then reinstated. the city attorney says the city has done everything it can to support the family. he says it is a very high standard to prove extraordinary look let -- extraordinary negligence. we did contact the wilson family in denver, and they had no comment.

>> but prosecutors say a postal service employee has been charged in a criminal complaint with stealing of cards from the mail. 81-year-old andrew walt from cockeysville was arrested last night. -- 51-year-old andrew walsh. postal workers found numerous greeting cards that had been torn open. investigators said they connected some of the stolen cards and used to get cards to walsh. imagine being able to swim and fish in the inner harbor. the waterfront partnership of baltimore things that will happen and can be done within 10 years. >> lowell melser was that today's launch of the program and joins us live at the inner harbor. >> during and after a rain, you

heavy rain. tracking just to the south and east of bellaire, heading toward i-95, that will be the area that picks up the most rain in the next hour or so. even farther north from there, in parts of southern pennsylvania. off to the west of us, dry weather is moving in. it looks like some thunder trying to pick up in central pennsylvania, but that will miss us as a truck stop to the north and east. a couple more hours of wet weather, and then things will start to dry out overnight. there will likely be some fallout. -- there will likely be some fog. it has been a cool day. 58 at the airport, eight degrees below normal. 30 degrees short of the record high, 88, set back in 1957.

we still have a high tree pollen count at 259. grass pollen is in the moderate range. temperatures are fairly uniform right now, but look at the warmer weather just to the west. you can see the warming trend already been indicated in the mountains. we will feel that here during the day tomorrow. as soon as the skies break, the fog near the ground will form. this week area of low pressure will be gone by tomorrow, but on its heels comes a little front from the great lakes region. not very impressive as far as moisture, but may be enough left to pick up a couple of isolated showers. a storm out west a scheduled to arrive in our area over the weekend. scattered showers tomorrow afternoon and evening, clearing

out tomorrow night. dry area with a few clouds in the area friday. what weather coming in for the weekend, reaching baltimore saturday afternoon. 67-72 with a west wind that will warm things up tomorrow. a couple of showers near deep creek tomorrow, and a chance in the afternoon for a shower or around the bay. the farther south you go, the better chance for a thundershower. winds will increase for the latter part of the day, gusting to 20 knots in the afternoon. the national weather service has a small craft advisory up for the bay tomorrow. 70 with an isolated shower tomorrow, 66 friday, show hours on saturday, and a chance for a shower or thunderstorm sunday, monday, and tuesday next week.
