companies dangerous delays. >> and three baltimore city police officers have found themselves on the other side of the law. [captioning made possible by constellation energy group] captioned by the national captioning institute --www.ncicap.org-- a baltimore city teenager and his family are feeling some justice after being picked up by police and left with no shoes, socks, or cell phone. >> tonight, after nearly a yearlong investigation, three baltimore city police officers have been indicted on a host of charges including kidnapping and assault. our reporter is outside a police headquarters. he has the latest for us. >> this afternoon, after a yearlong investigation by the state's attorney's office and the internal affairs office, three veteran officers turned themselves in after a grand jury indicted them on 14 different counts.

the baltimore city police department said it hopes to send a message that this type of behavior will not be tolerated by its officers. >> they made it clear that we will hold people accountable. they got on top of this and work at the state's attorney's office. if these allegations are true, they are very concerned. >> the baltimore police department react after three of its officers from the violent crimes investigation division is indicted on a laundry list of charges including kidnapping and assault. milton smith, tyrone francis, and gregory all veterans turned themselves in to authorities tuesday evening. the officers are accused of picking up some teenagers in west baltimore back on may 4, 2009 while looking for a suspect. one of the teenagers was released, and the other michael johnson was taken all the way to

a remote part of howard county. >> it is crazy. i was shocked. >> he told us that he had to walk a long distance to a gas station with no shoes, socks, or a cell phone, because people -- because he says police took them. he made this 911 call to howard county police. >> they dropped me off out here, and i do not know where i am at. >> did they beat you up? >> yes. >> i am at a gas station. i do not know where i am at. they took my shoes and socks. >> the baltimore chapter of the naacp called for the immediate arrest of the officers. >> today the justice system of baltimore city stood up. for that, we are proud and grateful. >> johnson also filed a civil suit against the three officers in march. his attorney asa commending the

state's attorney's office. >> it is a good thing, because we have not seen that many cases where officers had been charged with excessive force or police misconduct in baltimore city. >> the three officers had been suspended without pay. other charges in the case included conspiracy to commit kidnapping, misconduct in office, false imprisonment. no word on any bill information tonight. we are outside of baltimore city police headquarters. wbal tv 11 news. >> new details about the murder of the university of virginia student from baltimore county allegedly at the hands of her ex-boyfriend. >> we start our team coverage with jayne miller who says the new details, from what was released yesterday and a statement that the suspect made to police. >> after a brief court hearing today, his parents declined any comment.

while the suns lawyer tried to paint the death as an accident. he was found dead yesterday morning in the bedroom of a apartment he shared on the compass -- campus of university of virginia with roommates. >> we hope that no conclusions will be drawn our judgments made about him or this case. however, we are confident that it was an accident with a tragic outcome. >> the door that leads to his bedroom was forced open by what appeared to be something lurking through the door. her right eye was swollen shut. she had facial injuries consistent with a blunt force trauma. he admits he kicked down the door and an altercation occurred. he shook her and her head repeatedly hit the wall. he said they had been involved

in a relationship that ended. police are investigating in the history of trouble. they had been communicating through e-mail. he took her computer after the incident and dispose of it. police have recovered it. >> his hands were bruised. he tried to explain it away as injuries related to the crash. wbal tv 11 news. >> this is opening painful ones for one howard county family. their daughter was stabbed to death when she tried to break up with her boyfriend in 2005. they have been pushing for more domestic violence education in a local middle high schools. kerry cavanaugh joins us live in the studio with more. >> one in four teenagers end up in an abusive relationship. experts say a number of those are not able to walk safely away. some are trying to change that. her smile reminds them of their

own daughter, a vivacious 21 year-old who graduated from st. joseph's university in 2005, three weeks before her boyfriend a step toward to death in a philadelphia apartment. he describes the moment he heard the news. >> my thought was no wedding, and a christmas, no birthdays. >> they had no previous indication that their daughter was in a dangerous relationship until they discovered a series of text messages on her phone after her murder. >> wear the cross that line from a kit -- where do you cross the line from caring to being too controlling? >> this person says it is hard to recognize red fly and recognize that -- red flags and determined that abortion could turn violent. >> leaving angry messages one

evening was unusual. that was a precursor to more abuse that was coming down the road. >> they are pushing state lawmakers to include mandatory state but -- mandatory domestic violence education. they found out later that her friends were concerned about her, but they did not know how to help. >> they did not know how to approach. how do you say we are concerned about this without alienating her. >> the mitchells' believe that her boyfriend snapped because she tried to break up with him. he is serving 30 years in jail while they try to navigate the rest of their lives without their daughter. >> i cannot imagine how anything could get so bad that he would kill somebody, specifically my daughter. >> the act failed to make it through the legislature. some school county systems oppose it because they say domestic violence is included in a voluntary health curriculum. they will try again next year.

local, state, and federal committee leaders discussed ways to curb gang activity and violence in anne arundel county. >> washington, d.c. is on the verge of making medical marijuana legal. the d.c. council passed the bill today. if it is signed, congress will have 30 days to review it before it comes along. >> an arrest was made it and the pakistani embassy says it will work on the botched bombing attempt in times square. officials are trying to uncover the motive behind the attempted attack on saturday. the suspect was arrested late last night boarding a plane down for dubai. court documents say he admitted to having received explosives training in pakistan. it is still unclear as to whether he acted alone on saturday. >> we are working with our law enforcement intelligence

officers to uncover all possible ties that this individual has or may have had too radical extremism or terrorist organizations. >> he is a u.s. citizen, but was born in pakistan. he faces several terrorist charges including attempted to use a weapon of mass destruction. and the oil spill cleanup efforts in the gulf of mexico is ongoing. they are trying to find a way to plug the leak. they threaten the coastline of louisiana, mississippi, alabama, and florida. crews are attempting to use chemicals to break up the oil before it reaches the surface. bp officials has announced $25 million to help the people and communities impacted by the spill. you may be surprised to find out what affect that oil spill will have on the price he will be paying at the pump this summer. >> nissan becomes the latest of a maker to issue a recall while a couple of other companies have

>> that was my outside contacts to the outside world. without this, i have no contact. >> this is literally a lifeline. >> this is the way -- he has had heart problems. he has had chest pains and has had to go to the emergency room. >> when he lost service, his daughter called verizon writes a way to set up an appointment to get it fixed. a simple customer request became a three week exercise in frustration. the original repair date was march 9, 11 days away. she called him back. >> they said they will recorded as an emergency situation and would come out as soon as they could. they would call us to let us know they would be on their way out. >> march 3, they said they would be out as soon as possible. march 9, came and went. >> no one came that day.

>> they rescheduled for the next morning, march 10. >> no one came. >> verizon promised a repair person would be out march 13. no one showed. >> when i talked to them, i said, are you just that stupid? >> he had been without a phone for a couple of weeks. this woman was waiting as well. hers went out about the same time as his. seven days later, a repairman showed up. >> he fixed it. >> three weeks later, the phone was off again. she went on line to get help. she got nowhere. the verizon customer service representative on the other end kept giving her a phone number to call. >> i need my phone to work. if it does not work, i have to call this number, but i do not

have a phone. >> she contacted the better business bureau. a few days later, it was repaired. we have received emails from other verizonl? customers withe same problem. she has heard from customers as well. a commission began investigating into verizon maryland service performance and quality standards. the condition -- the commission had many complaints. some say that verizon has taken a couple of weeks to repair service. the commission found the delays were due to their focus on business customers and building its fiber network. now verizon has new rules to follow. they are outlined in this settlement made in february just before their problems began. >> they are supposed to restore your service within 48 hours. if they do not to do that 8 percent of the time, they will pay credits to people, which is

something they have never had to do before. they have to meet these new standards. >> they cannot raise rates unless they improve. verizon must report their progress monthly to the commission. we spoke with them in early april. >> are they getting better? >> we help with the new penalties, they will get better. >> verizon declined our request for an on-camera interview. they said, our performance is solid, but not perfect. we work hard to improve when we do not satisfy one customer. various factors can cause a delay in restoring phone service. these include heavy workloads, cut cables, or weather conditions and failure to gain access to a customer's property or neighborhood. we may have to offer extended repair base in this case. >> they would not explain what happened in the case of the people in our report.

the commission will continue to work with them to improve performance and customer satisfaction. >> we expect them to get to everybody within 48 hours. if they are not doing that, we need to know. >> as a customer, how do you feel you were treated? >> pour. >> after her father was out of a phone for three weeks. when she threatened to call the i-team, it was fixed shortly after. >> what would verizon be telling us now if he had a heart attack? >> the settlement with the commission -- verizon will return $1 million to customers with extended elegies and missed appointments before february 2, 2010. >> they are still receiving complaints. if you are experiencing delays, contact them directly. you can find the link on our website wbaltv.com.
