pulse 11. >> we have breaking news this morning from baltimore count, an apartment has caught fire near wake pine road near seneca elementary school. we'll bring you details as soon as we can get the crew up and running. >> three pakistani men who police say helped the times square car bomb suspect are behind bars right now. the latest from homeland security is changeing the city. >> kate amara has the latest. >> after the f.b.i. arrested at least three suspects in connection with the bungled times square car bomb arrest, there's word of a new arrest, and a vehicle scare shuts down manhattan. the bomb squad called in for what turned out to be a landscaper's gas can left in the back of a truck.

anywhere else. >> and jennifer franciotti is on the scene of the apartment fire. >> the fire started just about right when you said in the second floor of the seneca bayh apartment building. baltimore county fire crews say they have this under control. it started on the second floor and went straight to the roof. we have a total of 12 apartments affected. so far only one injury due to smoke inhalation, but we did find someone who lives in that building. alex, describe how you woke up this morning. >> i woke up from my bedroom and saw the flames coming out from the balcony from the bedroom side and grabbed my lap top and car keys and walk out just like that. after five minutes fire came over and take everybody out and that basically it.

just cannot meeve it happened with me. >> you've got a nice little smile on your face but it's more of an incredulous look at -- as you take a look at your apartment building. >> i was thinking hopefully i got something left so but when i see a firefighter walking in my bedroom, not a good sign. >> you heard from somewhere else how this fire may have started. could you retell that story for us? >> yes. when i walk through the leasing office they had a police officer with another neighbor in my building and i heard the cat started the fire, actually the cat was chasing the mouse, and somehow the cat jumped in the kitchen, and i guess hit the stove and flipped the oil flip over and basically started. but it's probably going to find out more information from the firefighters. >> alex, you provided us with

a man asked to spare his department from what he described as deps budget cuts. he'll lose twice as many officers as expected and the commissioner said as many as 200 officers may have to be let go. meanwhile, baltimore city's states attorney also plans to put up a fight against the bumminget. patricia says she'll file an in junction if the budget cuts reach her community outreach department and says the mayor does not have authority to cut those jobs and she is defendant two can reach a resolution. and most of the day thanks to another watermain break, but the 12-inch watermain broke on

back river neck road. once again public works is blaming the area's aging infrastructure but it's getting to the point where residents in the area say they cannot take it anymoral. >> something needs to be done. taxpayer's money is going down drain that they are over here five-six months. >> water service has yet to return to the area. >> and police are searching for the -- those responsible for a hit-and-run. police now need your help. two people were walking together when one was hit by a vehicle. still not clear what type of vehicle it was. if you have any information, you are urged to call police. >> baltimore city is considered one of the biggest charmers when it comes to tourism as the city had 1 million more visitors in 2009 than in 2008. in hopes of keeping with that

west in the near 70's. then you get back to chicago and beyond. and it gets cold again, 50 in chicago, 48 out at biz mark, so cool air, warm air, and then we kind of stablize they think so a little bit. again, satellite image with the warm air overhead, the clouds should break a little bit today. warm air is off to our west and south and that will be moving up into new york state throughout the day today. with the cold front approaching and warm humid air, that means we'll probably boil up a few scattered thunderstorms. our forecast today, a mix of clouds and sun. morning drizzle then afternoon and evening showers and thunderstorms and west to southwest winds 10- 15. high temperatures once we get ahold of the sun upper 70's to

low 80's and later in the day that we expect the shower and thunderstorm activity and in the slight risk of thunderstorm activity running from long island, to new york state, across our region then back into the ohio valley and tennessee river valleys. and him a and strong winds would be the danger there. our insta-weather plus forecast shows this murky air coming in the area today and storms north of us. but a better chance for scattered storm activity. doesn't look impressive but any of them have the potential for strong thunderstorms. saturday afternoon into sunday we look nice and dry. monday we begin to see a hint of the next weatherer maker coming in. so we have a brief drying period just in time for the weekend. 82 today, but stormy later on.

amendment that would empower the federal to impose debit fees and this is all part of the financial overhaul bill. senator richard daughter ban says the measure will give small businesses and their customers a real chance in the fight against outrageously high fees. as for the markets. it was a lower close led by banks and technology companies, and this morning stock futures are lower. there's continued concerns that the debt crisis that's happening right now in europe will spread across the globe, but this is before a report on april retail sales. speaking of retail, department store chain nordstrom report quarter profits and also you got to keep an eye on sony, the maker of the televigs.
