>> good evening, everyone. we begin with a pair of late breaking stories. >> the first story is every parent's worst nightmare. an 8-year-old is dead after being found in harford county stream. rescue crews responded to the 1200 block of splashing wrote drive just before 8:00. they found the boy in the water in cardiac arrest. he was rushed to upper chesapeake medical center, where he died. there is no word on how he ended up in the water. we will bring you an update as soon as one becomes available to us. >> police are investigating the latest shooting in northeast baltimore. police responded to alhambra avenue to find a man shot several times. he was taken to hospital. there is no word tonight on his condition. new developments in the baltimore city struggle to make financial ends meet. >> there are several new proposals going to city council on monday, all designed to

generate revenue to close the budget deficit of $121 million. >> the proposals include a tax on cable tv and a tax on vacant property. reading fire. the department rank-and-file already sweating bullets over pension reform, reeling from furlough days, they are furious that 10 deadly fire chiefs may each get a $14,000 pay increase. >> the men and women are running into burning buildings. they deserve our rates also. >> city hall is struggling to close at $121 million budget deficit. city councilman jim crabbe wants to expand on mayor rawlings- blake's proposal to add to that

current own tax by including cable tv. >> if you add a cell phone, and you have your cellphone bill, you could add that $3.50 a month it could be $4. the cable bill will show four dollars tax to the city. >> the current registration fee is $30 per vacant buildings. that would go up for $100 for residential properties and $250 for commercial. those who failed to register would face up to $500 in fines. >> a lot of vacant properties belong to people who were not in the city anymore. >> the bottle tax on everything except milk, juice and 2 liter containers is still on the table. the tax would generate $11 million, but critics contend the amount has never been verified.

>> the bottle tax seems to be something that should be done at a minimum level regionally, if not considered statewide. then it does no pick jurisdiction against jurisdiction for sales. >> the vacant property fee could raise $1 million each year. councilman craft believes the cable tv the would generate $10 million. they also plan to present generation providing a 2% reduction on property tax. >> a trial date is now set for councilwoman holton. the trial is set forth october 5. judge dennis sweeney, the same judge who presided over former mayor sheila dixon is corruption trial will also hear the case against holton. >> if you ride home to queue near interstate 97 today, you likely felt the effect of an

afternoon truck fire. we were over i-97 around 2:30 p.m. today. traffic was backed up after a truck packed with cardboard caught fire. flames jumped into the nearby brush. amazingly, the fire was contained without incident and no reports of any injuries. >> francisco -- friends of mr. gonzales rallied tonight. anyone with information on the accident is asked to call baltimore city police on the hit-and-run. >> parents in northwest baltimore say they are out red sooutraged. they say a bus driver stranded there students on the way home from school. >> i was hysterical by then. >> anger still lingers over her daughter's bus ride home. she is still trying to get answers after she found the bus

involved in an accident and the 4-year-old blocks away, walking home. >> she said that the kids got off and walk home. >> this happen wednesday afternoon. love first became concerned when the school bus was late dropping off her daughter and other children who attend the same elementary school. she contacted the school and found the bus had left on time. she found out the bus had been involved in an accident. she went there, found the bus, but not her job. she and neighborhood residents began calling her name, and found her walking with some children but no adults near a bar. the girl was about eight blocks from home. x the area is very bad. it is a known drug area, and known for gang violence. it is just and save all the way around. that is just negligence, i cannot understand. >> she says she let the bus company know her concerns. >> something has to be done.

he simply apologized and said it would not happen again. >> we did contact a spokeswoman for the bus service. she declined comment, referring all questions to the city schools transportation department. >> 11 news did contact the baltimore city public-school system. a spokesperson tells us an investigation is underway and the school system has instructed the contractor that the bus aide not work with school students, pending the outcome of this investigation. >> a water main break in east baltimore could cause some problems tomorrow. crews are working to repair the maine. officials with the department of public works say cold spring lane will most likely remain closed until tomorrow morning and tonight, more than a dozen apartments in that area are without water. now to the gulf of mexico, where fears are beginning to flow inland. >> one scientist has expressed concerns that the oil could

actually reach the chesapeake. however, no one is panicking quite yet. one expert at the university of maryland says it is not an possible, just unlikely. in washington, frustration is now overflowing. some wonder if the government should be doing more to deal with this disaster. nichole killian has the very latest. >> beneath the water, a video shows more oil spewing into the gulf, as outrage over floor on capitol hill. >> the american people are justifiably outraged that this is continuing. >> lawmakers pressed scientist at a hearing for more impact it did for more about the impact of the spill. one concern is the chemical dispersants being used to break up the oil. they are warning bp to use something less toxic. >> would you take a bath in it yourself? if it is going to be harmful to you, what is going to do to tuna

fish? >> while i've officials said they have already discovered a handful of injured animals. >> under the best case scenario, scientists estimate the amount leet already could fill up a number of milk jugs from new york to washington dc. it could stretch thousands of miles. the company will soon attempt to plug a gusher for good with heavy mud. the white house says is optimistic, but it is coming under fire about whether the government is doing enough. >> we have taken every step. we have pushed relentlessly for bp to do what is necessary to contain what is leaking. >> people around the country are protesting the actions of bp, calling for a boycott of bp's distributors. british petroleum is under fire for its initial response after

the explosion and its efforts afterwards to stop oil from gushing from a pipe. >> these stores may sell brand of liquid, but that is the extent of the relationship. >> if the boycott is successful, gas stations will stop selling bp oil, or consumers will stop buying from their stores. went thousand gallons of fuel have been -- thousands of gallons of fuel had been leaked been in washington. a private vessel got helen ran aground in port gamble near kingston. the fuel link -- leaked from a vent on to reservation land. >> some are saying there is something to cheer about on wall street, as stocks rebounded after a dismal day yesterday.

the dow gained 125 points, the nasdaq 25 points, and the s&p 500 up 16 points. the gains today came in part thanks to the senate passing the sweeping potential reform bill last night. the measure promises to impose new oversight over the nation's increasingly complex financial industry. ultimately it is designed to protect consumers, but many wonder how. >> is almost as if congress decided it did not want to actually make any choices and just left it to the regulators to fill in all the blanks. >> it now unnecessarily restrict credit and will make our country less competitive. >> the bill will now be combined with a similar house bill before it heads to the president, though some say that could take some time. >> we have some good news on the job front tonight. 34 states and the district reported a drop in unemployment

>> there were a lot of people out there to the bench and celebrated bike to work day. contestants got a chance to win prizes and network with other riders. >> a new study out of canada reveals widespread depression among seniors living in residential care facilities. according to the canadian institute for health information, roughly 44% of seniors in those facilities are diagnosed with having symptoms of depression. the study shows seniors in residential care facilities appear more likely to develop sleep problems than seniors not in those facilities. another study finds yoga can help cancer survivors overcome

fatigue. researchers from the university of rochester included more than four hundred cancer patients who completed their treatments. those who did gentle forms of yoga twice a week or more likely to get a good night's rest, were more of late -- more alert during the day, and reduce their use of sleep medications. >> there are two recalls to tell about. the first, 54,000 hewlett- packard laptop batteries. the company says lithium ion batteries used in hp and compaq computers can overheat or rupture. you may remember a similar recall last year. there have been 38 additional reports of the batteries overheating, and a look at least 11 injuries have been reported. walmart is recovered -- recalling about zero million general electric coffeemakers. the recall is for the 12-cup digital coffeemaker sold exclusively at walmart between

and grass pollen. it is still 70 degrees in catonsville, 72 in randallstown. it is still mild over on the eastern shore as well. unusually warm, especially when you consider the normal high of 75. westminster is in the low 70's right now. clouds coming in from the west, blanketing the region. the warm air we had today is trapped underneath the cloud cover, making for an unusually warm overnight. it looks like it will be overcast for saturday morning. temperatures should range for the 60's just to start the day. if we did not have the cloud cover, we would be talking about 80's tomorrow, but with the clouds hanging over, showers will become more likely the deeper we go into saturday. the winds are coming out of the

east and southeast. the showers will spread toward central and eastern maryland during the afternoon and evening and on saturday night into sunday, rain is likely statewide. maybe heavier out in amounts, but any place in the state could have some wet weather on sunday. as the storm drifted the south, the showers become more scattered. still a slight chance for wet weather going into monday and even tuesday of next week. not looking -- it looks like it will be a little cooler with a chance for a shower with southeast wind that 10 miles an hour. thunderstorms become a possibility out in the mountains and it looks like that will be dealing with showers all weekend long out in western maryland. right on the beach it will be a chilly 65. on the bay tomorrow, southeast winds at 5-10 knots and waves right around the foot.

not a picture perfect weekend, there were be lots of clouds around and an increasing chance for wet weather from saturday night into sunday. shower chances start to diminish on monday and tuesday. partly cloudy skies, highs into the mid 80's toward the end of next week. >> the orioles go on their shrtage road trip of the season tonight, in hopes of avoiding another long losing streak. see how they fare against the nationalists, next in sports. our first number tonight is 30- 23-15-20-26.
