it has been very nice. you start out cool in the morning and winds up warm in the afternoon. a big temperature spread. we are rather chilly right now. it is 55 at the airport. we will make it into the upper 70's to around 80 again. there will be a few high, thin clouds. it will be mostly sunny with a high temperature around 79. we will check the seven-day forecast coming up in just a few minutes. first we say good morning to sarah. >> good morning. one problem of note is a disabled tractor-trailer in joppa on pulaski highway. watch for possible delays as they try and clear it. other than that, looking good on the north side at 60 miles per hour. 57 as you make your way on the outer loop west side. no problems in terms of drive times. it will take you about seven

minutes to travel south on 895 down to the harbor tunnel tolls. 70 just west of the beltway is looking good. this is 95 at 395 and so far so good as you make your merge onto 395 and moved into town. that is the latest on traffic pulse 11. >> our big story, the votes have been placed for state's attorney. >> gregg bernstein came out on top over patricia jessamy. that ends her 15-year run. let's go live to jennifer franciotti with the latest. >> the race has not been officially called, but with 290 precincts in, gregg bernstein leads the race by 1421 votes. this is for the democratic primary. patricia jessamy supporters were

feeling pretty good tuesday night. they were keeping a positive attitude about the race. she showed up to thank everyone and said she was feeling confident about the race. the bernstein campaign was cautiously optimistic about tuesday's results. poll workers spent the day at the precinct. they took the day off to support bernstein. bernstein talked a little about why he thinks he was able to make such headway. >> it came to the level of frustration people were feeling about living in one of america's most dangerous cities. i do not know if it is a question of what patricia jessamy did or did not do. >> it is important to note these numbers are unofficial.

the bernstein campaign has 49% of the vote while the jessamy campaign has 47% of the vote. reporting live, jennifer franciotti, wbal-tv 11 news. >> the voting tally for executive has not been completed. there were some voting day issues. kevin kamenetz is ahead of joseph bartenfelder with 52% of the vote. the vote is expected to be completed around noon today. will face off against bob ehrlich, who also won his party's nomination. hear from both candidates in our next hour. >> the voter turnout statewide was lower than expected. only about 15,000 baltimore city residents went to the polls.

the official numbers could be released as early as tomorrow. we will be running a crawl at the bottom of our screen with the latest results. you can also see the results on our website, wbaltv.com. >> a homicide investigation last night. a man was found suffering from a gunshot wound. he later died. his name has not been released. a 22-year-old is charged with stabbing a man in carroll county. this happened monday night around 10:00 p.m. on gill avenue. one woman is behind bars, accused of being involved in the altercation.

54 in taneytown. 48 in fort meade. we have that heat island effect in the city. clear skies so no precipitation for us on our way to work or school today. we are watching a storm coming out of the plains states. this will give a some rain as we head into tomorrow afternoon and friday morning. there could be some thunderstorms. there is an area of high pressure that will take control of the weather today and into tonight. it is quiet and temperatures will make a close to 79 or 80. the tropics are very busy. let's start with the major headline, and that is hurricane igor, still a category 4 storm. it is expected to miss the islands and it will probably stay away from the east coast of the united states. but it will come close to

bermuda. there is another storm way out in the of plenty, julia, which is also a major hurricane. there is another tropical storm in the caribbean, carl, that is getting ready to move across the yucatan peninsula. it is very active. here at home, mostly sunny skies. high temperatures will be in the upper 70's to around 80. tonight, partly cloudy. upper 50's to around 60. seven-day forecast stacks up like this. 81 on thursday. scattered thunderstorms are possible late in the day. it looks like it will clear up as we head into the weekend. it looks rather warm with temperatures in the 80's on saturday and sunday. >> the national highway traffic
