to volunteer at an animal shelter after being charged with animal abuse. he is accused of beating a dog with a pipe. the dog was severely injured and eventually euthanized. prosecutors said he needed to perform 50 hours of community service. the spca is upset and admits there were never consulted about the recommendation. >> maryland requires students to learn about the environment. this move could go as far as requiring students to pass the course to graduate. the state board of education feels these lessons are needed in schools throughout maryland. the state board has decided to hold off on forcing students to
