average and a chance for some scattered thunderstorms late this afternoon and into this evening. first we say good morning to sarah and check on the roads. >> bad news for those traveling westbound on 70 approaching woodbine road. there is an accident that involves an overturned tractor trailer. all westbound lanes are closed. mount vernon place, there will be some closures as of 7:00 a.m. in both directions because of the book festival. southbound 95, another an overturned vehicle. watch for delays developing their coming down from havre de grace. this is a live view of traffic. 95 south of aberdeen. we are looking for delays because of that accident.

there is a police activity in frederick. that is the latest on traffic pulse 11. >> the lines are growing for people looking for work. >> the latest unemployment figures are trending in the wrong direction. jennifer franciotti is live downtown with more on this. good morning. >> if you have been out of work, this news comes as no surprise. finding a job is not easy. there is discouraging news. maryland's unemployment rate rose unemployment7.3% in august. there was a significant increase in unemployment in maryland and florida. the number dropped since the

recession reportedly ended. >> the labor market will always lag the recovery. the economic output has increase. the labor market has not caught up with that. in terms of getting by with squeezing more productivity out of existing workers. >> there is a website to help marylanders out of work of finding a job. is the maryland workforce exchange. we have posted a link on our website. click on project economy. jennifer franciotti, wbal-tv 11 news. >> the news is not all bad. 200 new jobs will be created and the transmission plants in white marsh. this is thanks to a government grant. it was approved by the government. there is good news for a change on the housing market. new-home construction saw its biggest surge in nearly a year.

new-home starts grew nearly 10%. the smaller condo and apartment construction market increased %y 32 >> a security officer said he saw surveillance video and identified gary collins by his distinct walk. the defense argued that jermaine murray did not have authority to be working there at the time. there was a double shooting. officials are reviewing the emergency plan. they will meet with city police to enforce security protocols. police officials continued to investigate their own protocols during last thursday's shooting

at hopkins. >> police are looking for suspects in edgewood. an attack happened before 8:00 p.m. at pulaski highway. the victim was offered a ride home by a woman driving a silver-colored car. she was attacked with a stun gun while inside by two white males. one of foam is described in this composite sketch. she managed to escape. anyone with information is asked to call the harford county sheriff's office. a shipping company is paying millions of dollars to several states for illegally dumping contaminated waste into area waters. video shows crewmembers dumping about 6,000 gallons of waste and sludge into the water recently. it is not clear where the

university where he has served as president. his departure comes as the administration struggles with poor reviews on handling the economy. seven officials have been arrested on 53 counts of lining their own pockets with city funds. they were arrested yesterday and charged with taking more than $5.5 million from the bankrupt suburbs and using it to pay their inflated salaries. they're scheduled for arraignment later today. >> the big gray dog is chasing the train. greyhound wants to take business travelers away from amtrak and the airlines. greyhound is offering extra legroom and rock-bottom fares

and perks such as free internet access. checking on wall street, jane king has this morning's bloomberg business report. >> we had a mixed close yesterday. the report has been continuing to drag down the value of the dollar on wars there could be less demand for u.s. assets. the bloomberg baltimore index fell. the federal housing finance industry is expected to say the prices of homes fell. turkey day air fares are down. the average round-trip ticket and you could end up paying more than $200 more if you fly out on the tuesday before thanksgiving and return on sunday. an extra $30 if you fly on peak

>> a bump in the road took several more marylanders into the unemployment line. >> jennifer franciotti is live with more on the story. >> the job market is very frustrating and it is hard to tell somebody out of work that things are getting better. the job market always lags behind recovery. there was an auction on tuesday. the building was auctioned off for $20.5 million. there was the release of discouraging data. the numbers show maryland's unemployment rate rose to 7.3% in august. maryland and florida are the only states that recorded a significant increase in unemployment last month. >> is this a trend?

i think it is more of a zig then a trend. >> but the jobless rate is always a point of contention in an election year. bob ehrlich said today's report reforms the o'malley administration does not understand how to create jobs. said he'malley understands the frustration of marylanders, which is why the state expanded its job search website. job seekers can post their resumes. it is important to note the unemployment rate has dropped since the recession reportedly ended. >> the labor market will always like the recovery. even though the economic output has increased consecutively, the labor market has not caught up with that. firms have been getting by with

rebecca lynn nelson had her baname on the ballot as rebecca weir nelson. her opponents say she is trying to cash in on her family's name to win votes. >> you are banking on name recognition to help propel you into office. >> people know my family's character. we are conservative and concerned about the informant. >> officials say even as they rule against her, it is unlikely her wind will be disqualified. >> a bizarre sense for a man convicted of animal cruelty. back in august, a man was convicted of beating a dog severely. prosecutors agreed to drop the case in return for community service at the maryland spca. officials turned him away saying
