changes that will affect each and every american. -- we begin tonight with changes. the controversial health care reform bill is now official. some of the key provisions went into effect. children with pre-existing conditions cannot be denied coverage. they can return to and stay on their parents coverage until they are 26 years old. preventable medical services are now free. also you cannot have your coverage cancelled if you get sick but there is much more to this. we are joined from our news room. >> we spoke to a woman who exemplifies the human impact of another new measure taking effect today. one that is not talked about, and the lifetime limits on

health care coverage. since the age of 27, her life has been one hostile visit and insurance bill one after the other. >> i have had colon cancer twice. i have had two types of skin cancer and now breast cancer. >> she has insurance and has paid her premiums to the same company for 40 years but she is approaching her lifetime limit which is the maximum out that insurance companies will cover someone. >> this does not make sense to me to allow me to pay for 40 years and then they cannot help me. >> her cap is $1 million. she is at $800,000 right now. >> i have breast cancer right now. the chances of it coming back are 60% to 70%. will i survive the next time? >> now, this 60-year-old who had

to retire early may have a better chance of survival. as of thursday, insurance companies can no longer put limits on coverage. this is one of the provisions passed earlier this year. >> this means peace of mind for me. >> critics means a -- say this means higher costs. >> you will see higher costs associated. >> for people like this woman, the laws are about life and death, not dollars and cents. >> i have worked my whole life and paid my whole life so that i can sit back during retirement and to know that the doctors will take care of me and i will not die a horrible death, hopefully. >> the cost of some of these provisions has republicans pledging to repeal law or lease blocks of funding for some of the measures.

>> now on to health care on campus. before today, many students did not have coverage but that has now changed. students applaud the news because questions have been looming like what if your coverage changes when you turn 21 or when you graduate. those who fought to change the law to allow 19-25-year-old student stay -- 19 to 25-year- olds to stay on their parents insurance. there are more hurdles to come. a very specific type of health concern for children took center stage on capitol hill -- concussion. one student who suffers from the after effect of a concussion was

among those testifying in congress for a program that focuses on educating coaches and students about concussion. this will have the potential to bring about a shift in the sports culture. the howard county school board is defending against a lawsuit. the parents of a student claim that their student would -- their child was bullied and suffered as a result. he was bullied by a group posted its beginning in december, 2007. it states that he suffered violence including being stabbed with pencils, being pushed and slammed into lockers. it also alleges that the in administrators did not step in. the boy has been placed in a different school as a result. the family is seeking $1 million-$10 million in damages. families of the truck driver

killed in a bay bridge crash have agreed to a $100,000 settlement. the family of the truck driver who died when the tractor- trailer hit a wall and plunged into the chesapeake has been given money post team in the soleil -- has been given money post to mislead -- post hum ously. police have a man in custody accused of two sexual assaults in the woodlawn area of baltimore county. they had been searching for leads sent to the circus began in june. -- since the search began in june. >> detectives interviewed him but they did not have enough to charge him. however, dna evidence was taken and this was compared to the dna
