>> we began with a weather alert. maryland what as rain continues to fall. the floodwaters keep rising. our news crews are positioned all along the region. david collins is at the city docks in annapolis. we will begin with the very latest from our chief meteorologist. >> their ranges keeps on coming. we had a heavy shot earlier in the day. tropical downpours from baltimore to the eastern shore. -- the rain just keeps on coming. we have seen quite a bit of rain. not raining in ocean city. all of this rain is coming up

from the south right through central maryland. the remnants of nicole on the outer banks. we will continue to deal with this as for the next several hours. what you see is kind of what you get. we have this strip right on the day and hour rainfall graphical show you how much rain has fallen so far. the red, the yellow, the pain, you will see what is going on. we have of 25, 8, 10 inches of rain. this expands east and west. -- the rain, you will see what is going on. more rain is coming in tonight and tomorrow. flooding is ongoing. there is a wind advisory especially for the coast.

the wind has begun to shift to the north and northwest. this will begin to push the water out of the bay and help out with the tides. more details just ahead for friday and the weekend. >> sky team 11 was busy flying above some of the hardest-hit area. the boat docks were under water. miller's island is on the right where way this literally were crashing into backyards. -- waves were literally crashing into backyards. state and local officials jumped into action as the waters began to rise earlier today. the bulk of the flooding was a long debate as to the north and south where david collins is live tonight. it was baltimore city where the first evacuation were announced.

>> in just the past minute or so this hard steady rain just intensified. this is all water you are looking at. some businesses have already been evacuated. so far, no word on any mandatory evacuation. the city has opened up a key overnight shelters. this is the worst of the flooding we have seen in the city. this has already been uneventful day. -- an eventful day. the city ordered 11 businesses to evacuat >> we are being very cautious and we're preparing as though we will have a significant amount of rainfall. >> this water convinced the mayor to act quickly ordering a different kind of evacuation,

vehicles. >> we are not in all the doors and telling people -- they told us to move our cars. >> trees fell on to the light rail tracks. this disrupted northbound service in the afternoon rush. another set of tracks. there was a mass through a manhole. this is a concern for public works. >> this is essentially the capacity is not large enough to handle all of the rain. >> by the early evening, the city started telling vehicles that people have not moved. some of them were already submerged. >> you can call 311 to find out where your car is located. >> there is no charge? >> there is no charge. >> this couple will keep a close eye on the water. they need a ride to the hospital

not happy about it. i am tense. >> we caught up with this family on their third trip moving cars to higher ground. >> we wanted to get everything higher up. sometimes you forget things. >> in nearly 7 inches of rain have fallen in eastern baltimore county by 5:00 this evening. the area could see as much as 12 inches before the storm is over. officials are warning drivers to stay off of water covered roadways. they have responded to dozens of calls for stalled cars but fortunately no injuries. people are taking this in stride. they went through hurricane isabel several years ago. they will be watching closely and hoping for a break from mother nature. >> this is not life-threatening but you don't want this in your

house. >> we need to take the tide back out and it is not doing that. the worst is yet to come. we are just waiting it out. >> that is all they can do. the concern for many along the chesapeake switches to the high tide. this is expected within the hour. david collins is that city talks in annapolis. how was it looking? >> this is looking awful. we are in a torrential downpour. the annapolis city dock is a ghost town. businesses are closed, streets are blocked and the water keeps rising. the rising tide is steady. man made efforts to stem the surge is working about as well as a saturated sponge. what happened to all of the sandbags? >> well, i guess it was a little

bit of a sandbag war. they got them across the street. the mayor did his best but it is not enough. >> what are you doing to save your business? >> i got as many sandbags as i can get. we have three pumps going. fortunately, a friend came to the rescue with another. >> at least one shot is trying to keep it business as usual. -- at least one store is trying to keep it business as usual. do you have a game plan? >> we will just try to wait it out. we will stay as long as we can. >> police have set up for the barricades around the city for safety. not only our police out in force, the operation center has its eye on the big picture and little things.

that are out keep asking us the same question, when will it an end? >> there are signs of hope coming. one of them is the heavy rain we are dealing with. you can see the yellow cut off in the central part of the screen. once that clears us in the next couple of hours, the rain will begin to taper off but the center is over eastern carolina. the more significant torrential downpours should ease off in the next couple of hours. we should have this tape reel off tomorrow morning before high-pressure comes in tomorrow morning. -- we should have this taper off tomorrow. the northerly breeze will start to push some of the water out of the bay and hopefully the thais will not come up quite as high. -- hopefully the tide will not

painkillers. >> we did not maintain our high quality standards and children did not have access to our important medicines. >> at issue with lawmakers, the fact with the company knew that the drug was not as effective as it could be and they hired outside contractors to go and buy all of the medicine without telling the public. >> if this was not good enough to sell, why would it be good enough for consumers to keep in their homes? >> there was no safety hazard, no risk to the patience to consume these products. >> legislators wanted to know what the fda knew about johnson and johnson's efforts to hide the recall. >> did not disclose the phantom part of the recall. >> the agency did not do all it could have but they used the opportunity to point out that they don't have the authority to mandate recalls. >> all of us want to prevent this kind of thing and want to respond faster.

>> a limited supply of children's tylenol will resume shipping next week. whether the public remains loyal to johnson and johnson remains to be seen. there has been no reports of serious injury linked to those recalled medications. a massive recall of toys, tricycles, and high chairs. fisher price made that announcement after reports of more than 20 injuries. 7 million tricycles have been recalled. the problem there is a plastic ignition key that children can sit or fall on. more than 1 million i'd shares due to the pegs on the back of the chairs -- more than 1 million high chairs due to the pegs on the back that children can fall on. >> manufacturers need to have good quality control processes in place. they look for products that not only meet the safety standards that are in place but also are

shore. in that corridor, the raid has been producing the very heavy torrential amounts of rain. -- the rain has been producing very heavy torrential amounts. let me show you the graphic. as of 11:20, this is what the estimates are for rain in our area. a lot of the heavy rain falling right in the day. some of it scraping the eastern and western shore. -- of lot of the rain falling right in the bay. most of it was in southern st. mary's county. it has been a record-setting day in baltimore. 4.5 inches at bwi marshall.

the old record was demolished, this was 1.6. the dark green-shaded areas, everyone is under a flood watch. thankfully, the wind is shifting back to the west and northwest and that will start pushing some of the water out of the bay. wind advisories mainly for the coastal areas. really heavy rain up to the pennsylvania border by 4:00 a.m. some showers lingering into the morning. we still have this stripe of yellow and orange centered on baltimore just to the east. that is the area where some heavy rain will be coming down. showers at sunrise but not the heavy rain. temperatures in the 60's. the remnants of nicole right here. look at that expansive area of
