question -- what the heck is going on here? >> the departure of three more restaurants from harbor place is sparking questions about the viability it of that once a vibrant city is tragic. a group of stakeholders is studying how to make the inner harbor more attractive to locals. we have a project economy report. >> the general manager of harbor place tells us out of towners make up 55% of the customers. this is the time of year when it is getting colder out and tourism is starting to slow down. some believe the inner harbor has grown too dependent on tourism, which is why some are pushing for a makeover. it does not appear to be bustling over at the harbor place pavilion where several vacant storefronts are visible, reminders of recent departures including its three restaurants. >> we have been concerned for a

about safety. the baltimore police department has deployed more foot patrols throughout the inner harbor area. i am kerry cavanaugh. >> there is new developments in a story we have been following. maryland's attorney general says that state lottery officials should not be able to stop penn national gaming from campaigning against a casino in anne arundel county. >> the developer of the proposed casino had argued that penn national should not be allowed to support a campaign against them. both sides waited for the attorney general to give his opinion. the crowds packed in the early and often as the state's first slots opened last month. it was seen as a win for its owner. the company is expected to bring

in $100 million in the first year. today, the company scored another win. in it his opinion, the lottery commission cannot support -- cannot refuse penn national. the commission may not order penn national gaming to cease -- the court would find it unconstitutional. the developer hopes to bring the largest casino to anne arundel county, and had argued that it violates our requirement for all developers to work together to promote slots. in an interview, the developer called the television advertising and direct mailings aimed at the anne arundel county casino lies. >> this is a lie.

fire did not spread inside. no injuries are reported and the cause of that fire remains under investigation. 101 lawsuits were filed today against st. joseph medical center and the cardiologists accused of putting unnecessary stents in patients. >> our reporter says that attorneys say say to assess medical center will not negotiate. >> st. joseph's medical center conspired to allow this to go on. to what a blind eye should have been obvious and failing to institute a peer review. >> fraud, conspiracy, and medical negligence -- those are the claims in the lawsuit filed tuesday against centers, midlantic cardiovascular associates, and dr. mark midei.

they claimed that he put stents in patients who did not need them. st. joseph's released a statement saying that the hospital is open to talking with any patient that believes he or she has a claim. in those cases where there is a corporate information, they will continue to seek a fair resolution with its patients. jay miller disagrees. >> we discuss all 100 of these cases. we met for over 20 hours. st. joseph's is not willing to accept responsibility and they are not willing to take care of the patients they said they would take care appeared >> he cites a letters sent to his clients in 2009 after st. joseph's had other cardiologists to review the files of the doctor's patients and questions. those cardiologists found discrepancies in the medical records. the hospital responded saying,

the fact that they sent a letter to certain patients is not proof of liability. they will take responsibility when patients demonstrate that inappropriate care has caused them an injury. miller says he wants to get hospital back to the negotiating table to work out a settlement. >> i and my clients have been available for negotiations. when sinters is ready to talk, we are ready to listen. >> miller could be filing as many as 100 more lawsuits for other clients. dr. mark midei left st. joseph in 2009. the maryland board of physicians placed charges against him this past summer. >> now to the war on terrorism tonight. french police have 12 suspects in custody, believed to be islamic militants. it was part of two separate investigations. officials say that three men at

that were arrested may be linked to a network that recruits fighters for afghanistan. firearms were seized during those grades. although they targeted islamic militant groups, the arrests do not appear to be linked to the terror plot in europe. they are focusing on al qaeda training along the border of afghanistan and pakistan. in washington, the department of homeland security says there is no indication that terrorists are targeting the u.s. or its citizens occurred >> the pakistani immigrant and u.s. citizen accused of botching the bomb attempt in times square will spend the rest of his life behind bars. he said he welcomed all six life sentences and warned that more attacks from muslims are on the way.
