>> it was an unusual debate because each candidate has already served one term as govern governor, forcing each to defend his record while attack being his opponent's. o'malley and ehrlich started out answer being the questions matter of factually but as the debate progressed it grew heated. both laid out similar priorities, creating jobs, cutting crime and offering an affordable college education. it was a back and forth with each accusing the other to fail to deliver. a college tuition freeze was touted by o'malley. like painted o'malley as an enemy of businesses. >> we have 216,000 marylanders out of work. the tax foundation and various rating groups rate us one of the worst business environments in the country. we are there because of the

hostile regulatory environment, largest tax increase in maryland history. job creation is the issue in this campaign. >> what is going to move us forward are increasing the biotech tax credit, creating the invest maryland fund which allows to get more venture capital into businesses and start-ups that are happening. we have actually karated over 33,000 net new jobs. that is not me saying that. that is the bureau of labor statistics. we have to continue to create jobs because we have a deep hole to climb out of. >> a professor of rhetoric and communications at towson university believes both candidates stuck to party lines but there were no bombshells. the next televised debate is in washington on thursday. >> election day is only three weeks away but in dozens of states voters are casting ballots well before november 2.

kate amara joins us live from our washington bureau with more on the story. >> good morning, stan. so, the early voting trend means many candidates are pulling out the stops to get their supporters to vote. >> from former president bill clinton in west virginia to republican senator scott brown in connecticut, mid term congressional candidates are calling in big names to help push voters to the polls. with 37 states now offering some type of early voting -- >> it makes it easier. >> they have more opportunities and more time to cast a ballot. >> it gives them that flexibility of saying whether they want to be part of election day or want to really look at their books and study the initiatives and do it at home. >> according to the u.s. election assistance commission 32 of 37 states allow early

voting in person with some start being as early as mid september. >> they are seeing the percentage of people voting before election day going way up. >> for campaigns the trend can be expensive. candidates have to ramp up an extended turnout operation. that means more ads and more calls. >> voter turnout and sustaining the message the last several weeks of the campaign is more important. >> a dramatic chase comes to a fiery end in west baltimore. skyteam 11 was there over west north avenue when a suspect was driving a stolen car and crashed into several parked vehicles. fortunately no one was hurt and he was taken into custody. a shooting in anne arundel county leaves a man in serious condition. it was at a party around 1:15 sunday morning on citadel drive in severn. a fight broke out followed by shots and the victim stagger ed into the street. he was taken to shock trauma.

poor following up on reports of vehicles fleeing. >> the first of its kind medical facility is open in maryland. mercy medical center is home to the first public umbilical cord blood bank. parents can donate cord blood which is rich in stem cells which can be used to treat more than 90 life-threatening diseases from cancers to blood disorder. >> through it program women giving birth here will have the opportunity to donate umbilical cord blood for use by patients in need of transplants. in maryland and worldwide. >> doctors say this effort will help increase the number of african-american blood donors who are underrepresented in the donor population. st. agnes hospital is expected to join the effort and give new mothers the option to donate the blood as well. meanwhile, the first clinical test of embryonic stem cell safety on humans sunday way.

patient who suffered spinal cord injuries are injected with them to investigate not the effectiveness of the procedure but if it can be tolerated by humans. the first patient is in atlanta but the study which receives no federal funding will take place at seven sites across the country the next two years. >> an oklahoma school board's proposal to encourage kids to succeed is not sitting well with some parents. here is how it works. after reading a book and completing a comprehension test online students will be rewarded with cell phone minutes. the more books they read the more minutes they get. some say it is motivational but some say it bribery. that brings us to our water cooler question of the day. do you think a plan to reward students with cell phone minutes for reading is good motivation or bribery? e-mail your response to watercooler@wbaltv.com. >> my parents did the same thing. we didn't have cell phones so

>> very good morning to you on this tuesday. 66 degrees downtown baltimore and we are seeing light precipitation entering around the area. intermittent rainfall expected today. highs up to 77. not a bad day. good day for the runners who are tapering their training down for the 10th annual baltimore marathon. not a lot of high mileage this week. we are talking about what is it that keeps them going in the midst of the 26.2 grueling miles. i'm here at jim adams. the goo gel, hammer gel, power gel and you will have what, power gel? >> power gel on the course and most people had want something to give them something to replace the energy they burn. normally every 45 minutes to an hour you take one of them. we would suggest you plan the intake by calculating the pace and saying that every five miles or four miles, every three miles, every 10 miles when i

take the goo or salt or whatever. this is typical. some have caffeine. some have corn syrup, others rice. so if your stomach can't tolerate corn syrup you can get one with rice. >> a lot of caffeine and carbs? >> right. >> we will look at the done already. we have scattered showers across the area and basically really to the south of baltimore right now crossing the chest chesapeake into the northeast corner of the state. there is some near the state line as well so it will be an enter in the thing with the showers. tony, this is not something that you would actually eat on an empty stomach or when you are not running or after only five miles because it is really, really sweet. but it does do the trick? >> i think they could have come up with a better name, go. sound like something on the bottom of your shoe. >> it looks gooey. the favorite player of the hammer power gel is vanilla. >> i like that.

upper 70's this afternoon. again not as warm as credit but nice. variable clouds with a 30% chance that you will run into a shower or thunderstorm. chance of a few showers this evening then clearing. temps back this the lower 50's. seven-day forecast nice tomorrow and cooler and nice and chance of rain thursday. breezy and chilly with highs only in the low 60's. upper 50's on friday with scattered rain showers. kind of windy to close out the week. but it should clear up on saturday for the running festival. we expect a high of 65. it will be chilly in the morning starting in the low 40's and warm up with sunday and temperatures around 70. that is the the seven-day forecast. let's see what is happening on the roads. >> still doing well overall. we have one problem of note in tawny town near 194. the first accident of the morning. delays there.

water main break on northbound harford road at aspen hill road in parkville. the center turn lane is blocked. argonne drive closed between alameda and loch raven due to water main repairs. take cold spring. that in effect all week. 49 miles an hour on southbound 95 to the beltway northeast and on the northeast side approaching the harrisburg expressway good on the west side. rest of the major roads smooth. i-95 at white marsh picking up in volume. down to the fort mchenry. no problems there. that is the latest on "traffic pulse 11." >> taking a look at some of the top stories, an army psychiatrist accused of killi killing people will go to court today. an article 32 hearing is set to begin for army major nidal hasan accused of the shooting spree at fort hood killing 13 people and

wounding 32. the hearing is expected to last three weeks and will include testimony from the victims. after spending more than two months underground the wait is nearly over for the chilean miners. in a few hours the first of them will be lifted out of the mine that has been their home since august 5. yesterday the capsule that will take them up was tested coming within 40 feet of the miners. the first out will be the fittest followed by the weakest. >> in our consumer alert you probably heard the saying will is no such thing as a free lunch or breakfast or dinner on continental airlines. executives are rolling out a menu today and passengers should prepare to pay on most flights. they range from $1.50 for chips to $8 for chicken salad.

and could mean higher prices. rice has rallied 37% from this year's low. after trading today watch glaxosmithkline. they may take a hit on bad news for its ovarian cancer drug. according to a study published by the journal of national cancer institute the drug can be toxic to bone marrow and add to the most common chemotherapy. it showed it failed to keep ovarian cancer at bay. yesterday the dow managed to hold on to the 11,000 level ending slightly higher on speculation the federal reserve may put more cash into the economy. ed -- some ambitious plansor twitter. the co-founder says they will likely attract up to a billion members as it seeks to challenge facebook for the lead in social networking. already it has american 165 million registered users. he says the company has been machining to offer an

and now he's made over $1 billion in new promises... with no plans to pay for them... except for cutting education. cuts that will lay off teachers and increase class sizes. that's not a budget. and bob ehrlich's not the kind of leader... we can trust. i'm frank kratovil and i approve this message. the real andy harris. his past attacks have been called deceptive, his new attack, false. harris voted for deregulation increasing our electric bills by 72% it's not surprising, harris always sides with the big guys. he opposes cracking down on wall street and supports tax breaks for companies that ship jobs overseas. harris even opposed making big insurance cover cancer screenings. andy harris' extreme ideas will cost us.
