for the 24 miners who have emerged. we have live coverage beginning tonight on the ground in chile. >> everybody said it was impossible and now they're coming out and it's continuing. it may be wrapped up by tonight because they are moving ahead of schedule. they thought it would take 48 hours. it started just after midnight last night and as we see the tempo improving. every one of them is getting the same opportunity to greet their loved ones coming up the shaft to thousand 40 feet. >> it the tears they shed after so much time apart is an expression not only of their own relief and their own joy but the joy of people everywhere. >> the capsules 26 inches wide. it is working flawlessly. the engineering involved in this, the tests, all the efforts that have gone into this, an estimated 1000 people involved in preparing all aspects of this

it's usually used for firefighters and soldiers, but now helps to ensure the chilean miners make it to the surface safely. the rescue of the trapped miners has captured the attention of the world and nearly a world away in annapolis, md., one company has a hand in their safe return. the group sent a 15 physiological status monitors. the miners took shifts wearing them underground. >> there were doing shifts every day of exercise to make sure they were staying fit and not losing focus. we were monitoring them and the doctors above were watch during -- are watching their vital signs. >> the miners are wearing the devices while they ascend to the surface. the device measures heart rate, breathing rate, and other vital signs and sends the information to a computer. and also measures body position and activity level.

7-year-old girl. the child says she is leaving a playground last night when four men grabbed her and sexually assaulted her the 9600 block of basket rim road. she reported the incident to a family member. if you have any information, you are asked to call howard county police. testimony continues in the man accused of murdering his wife. she had been missing since 2005 and although her body has never been found, husband is charged with her murder. >> much like the end of yesterday, most of today was spent listening to recorded his own conversations with the couple had while at work. there were heated and profanity- laced. it appears the prosecution is using the state to try to show dennis'so-called controlling

>> a man is recovering after being stabbed in a northwest baltimore home just before 8:00 this morning. witnesses say a man ran inside the house and the victim was stabbed. he was treated for non-life- threatening injuries. police believe the motive may have been domestic related. police announced an arrest in the stabbing of four people in college park, three of them were students. police arrested a 21-year-old from kensington, the brother of the fourth stabbing victim. he faces numerous charges, including second-degree murder. the violence started with a fight in a bar and spilled outside. >> early voting is underway for baltimore city teachers who must decide whether to accept a new contract. including in the proposal is a provision tying pay to the student performance. let's go live to northwest baltimore for an update. >> the first of a bed 6000

baltimore teachers began voting early today on the contract we have been hearing so much about. there have been a steady flow of teachers coming into the building. there appears to be a lot of concern over the fine print in this contract which calls for raises and maintains health benefits. but teachers say there's a need for clarity in a teacher evaluation process where performance is tied to achievement. we talk to teachers not long after they voted and reaction is very mixed. >> they're not looking out for the teacher. they're looking out for the administration. everybody except the teacher's concerns. >> based on performance, i think that will be great not only for teachers but the students. that's what we're here for. that's in the right direction. >> when you buy a new car, you want to see the car first.

don't ask don't tell. he says it would have enormous consequences for troops. he says the repeal of laws should be decided by congress. these comments come a day after an intentional is issued to ban the 17-year policy. the justice department has two months to appeal the decision. >> the national institute of medicine wants to cut the confusion over nutrition ratings on product packaging. researchers analyzed several ratings systems developed by food manufacturers and government agencies and down consumers would benefit the most if calories, saturated fat, trans fats and sodium were all posted on the front of packages. those factors contributed most to health problems like obesity, our problems and diabetes. experts say consumers would benefit from clear and consistent nutrition labeling.

in eastern '60's cambridge and westbound into the mountains. we will see a gradual increase in cloudiness as the evening wears on. like easterly winds that 5 miles hour or less. high pressure centered over the state of maine is pushing down the coast and now low pressures coming out of illinois and indiana. this will come across the bounds to the west and reaches with some rain tomorrow morning and intensify on the coast and as it departs it will give a last kick of showers along with some gusty winds behind the storm once it starts to strengthen on the coast. rain covering most areas so any time a little after sunrise and midmorning, we should see the showers pushing in. most of the eastern shore has

got into the rain and you'll see some pockets of moderate to heavy rain. the orange shows up around the bay again and it could be heavy at times. tomorrow night comedies showers will push out. in the purple areas, you get a potential for pockets of heavy rain. most spots are in the blue shaded area have about an inch and a half. with all that rain coming through and ignore these sprees to start the day, temperatures will not climb much about. 55 to 60 dammar with winds shifting once the storm polls out tomorrow evening. wind averaging 10 to 15 knots through the early afternoon and kicking up to 25 knots as the storm begins to depart. the weather service has a small craft advisory for tomorrow afternoon. 49 with rain in the mountains to march with showers lingering

into friday. showers and rain have yet times with a high of 58. lower eastern shore, mild as you get the wind off the ocean waters. 68 on the coast, but rain is likely across southern delaware and the eastern shore of maryland hurricane paula is heading toward the western tip of cuba. it is a fairly small storm but it still has a good wind at the center of it. 85 mile an hour sustained winds. the forecast track takes a ride along the north shore of cuba. it should weaken gradually, brushing to the south of key west and finally falling apart just to the west of the bahamas. that storm is still something to contend with for folks in florida and cuba scattered showers with wind gusting to 30

miles an hour on friday and a high of 61. temperatures cooperating for the marathon but the wind could be a problem. an occasional guest coming out of the north and northwest but lots of sunshine and a beautiful sunday with highs around 70. >> breaking news -- an accident on the bay bridge. >> this is the westbound span of the bay bridge. they actually had two lanes of traffic here when they had this crash. this has been going on about 20 minutes. police are trying to get it cleared up, but the problem is traffic. slow going here and hopefully within the next 10 or 15 minutes, they should have this accident cleared up >> thank you.

those who lived in the affected area. let's give more on this story. >> since anyone has been to john hopkins hospital, as we're talking about. the plan would create a special district in which an added tax would be in place for some people -- that's the key phrase. you can imagine the buzz this is creating. >> it is arguably the most ambitious development baltimore has ever seen. the project will turn 100 acres into a community of new and rehab housing with a biotech part. this family is living in a fully rehabilitated home but still waiting for the vacant homes around to catch up. >> new residents, new problems. >> and a new concern.

it surrounds this proposal to create an east baltimore community benefits district which would impose a supplemental tax on property owners for the purpose of providing and safety, security and maintenance. >> the kind of things you might find in colombia or other master planning committees that help to ensure the communities are attractive, safe and desirable. >> his company oversees the redevelop project and is pushing for the benefits district. if approved, it would become the city's fifth benefits district. but there's a very big difference with this proposal. it exempts a whole group of homeowners from having to pay the extra tax. homeowners like this one who lived in the area before the project began. >> if you were part of the area that was dislodged and waiting

for the project, you will not have to pay in this district. >> some homeowners are not sold on the plans. it would exempt them from a vote on the benefit district affairs. >> [unintelligible] this is our community. >> the extra tax would amount to about $350 a year. the plan has political support. members got the bill through the legislature to set up the district taxing authority. now the plan has to go to the city council. >> thank you. tonight, 49 states including maryland announced an investigation into problems with the foreclosure process.

the maryland attorney general says all -- says they want to make sure all foreclosures are legit. some foreclosure documents were signed without the facts being verified. gov. o'malley and the state had asked for a moratorium, but a court has yet to accept that request. here is a look at our other top stories -- eight more chilean miners are awaiting their turn for rescue. the 23rd minor has made it up the whole. the mission began at last night and is already two-thirds complete. the miners have emerged clean shaven and appear to be healthy. former president bill clinton is lending his support to martin o'malley. dick campaign announced supporters can enter a contest for a chance to meet mr. clinton before the rally.

temperatures were up into the '80s. today, highs in the mid and upper 60s. right on target, with morning temperatures around 50. that's a little bit above normal, but expect cool and wet weather to take us to the day tomorrow. we see less '60s that way, both at 64 degrees. westbound into the western maryland bounds, a cool afternoon with a little warmer in the panhandle of west virginia. some cloud cover approaching and moving into the western part of this picture. that will spread our way. we're not looking for rain but an increase in cloudiness.
