it's usually used for firefighters and soldiers, but now helps to ensure the chilean miners make it to the surface safely. the rescue of the trapped miners has captured the attention of the world and nearly a world away in annapolis, md., one company has a hand in their safe return. the group sent a 15 physiological status monitors. the miners took shifts wearing them underground. >> there were doing shifts every day of exercise to make sure they were staying fit and not losing focus. we were monitoring them and the doctors above were watch during -- are watching their vital signs. >> the miners are wearing the devices while they ascend to the surface. the device measures heart rate, breathing rate, and other vital signs and sends the information to a computer. and also measures body position and activity level.

into friday. showers and rain have yet times with a high of 58. lower eastern shore, mild as you get the wind off the ocean waters. 68 on the coast, but rain is likely across southern delaware and the eastern shore of maryland hurricane paula is heading toward the western tip of cuba. it is a fairly small storm but it still has a good wind at the center of it. 85 mile an hour sustained winds. the forecast track takes a ride along the north shore of cuba. it should weaken gradually, brushing to the south of key west and finally falling apart just to the west of the bahamas. that storm is still something to contend with for folks in florida and cuba scattered showers with wind gusting to 30

it surrounds this proposal to create an east baltimore community benefits district which would impose a supplemental tax on property owners for the purpose of providing and safety, security and maintenance. >> the kind of things you might find in colombia or other master planning committees that help to ensure the communities are attractive, safe and desirable. >> his company oversees the redevelop project and is pushing for the benefits district. if approved, it would become the city's fifth benefits district. but there's a very big difference with this proposal. it exempts a whole group of homeowners from having to pay the extra tax. homeowners like this one who lived in the area before the project began. >> if you were part of the area that was dislodged and waiting

for the project, you will not have to pay in this district. >> some homeowners are not sold on the plans. it would exempt them from a vote on the benefit district affairs. >> [unintelligible] this is our community. >> the extra tax would amount to about $350 a year. the plan has political support. members got the bill through the legislature to set up the district taxing authority. now the plan has to go to the city council. >> thank you. tonight, 49 states including maryland announced an investigation into problems with the foreclosure process.
