in glen bernie between fourth street and fifth street. there are some possible lane closures there. the major roadways are looking ok on the outer loop west side. 895 southbound looking at 16 minutes. no delays on the major roadways and just yet. this is 50 as you head down to the bay bridge. everything is looking great if you're heading down to the beach this weekend. moving just fine at the harbor tunnel. that is the latest on traffic pulse 11. >> thank you. the proposed city teacher contract is rejected. >> it would have included a pay raise. some took issue with the new way teachers would be evaluated. here is how the voting breaks down. about 42% were in favor of the new contract. it was defeated when 58% voted

it is 51 degrees. it was stormy yesterday. we still have some clouds this morning. they are not raining on us. the stormy weather is up in new england now. the low pressure center is to the south of cape cod. they can have all of that grain. in western pennsylvania, western maryland, parts of west virginia and back in ohio, there is some lingering shower activity. most of that will dry up in the mountains. we could pick up a sprinkle or shower today. we will detail the forecast in a few minutes. >> thank you. three of the rescued miners were able to go home yesterday after spending a short time in the hospital. all 33 men were given medical checks and doctors say they are in good condition. >> 3 new york teenagers are arrested and accused of

>> now traffic pulse 11 and insta-weather plus together. >> there is a water main break. if feels like there's one every other day progressed we have been hit hard this week. they go through repairs and they close off all lanes. that is the situation we're seeing in parkville. this is between superior and erie avenue. northbound lanes are closed on harford for emergency road work. in glen bernie, we have some fire activity between fourth and fifth street. it has some lanes possibly closed so watch for that. other than that, we're looking okay on the major roadways. 56 on the harrisburg expressway. 68 on the topside of the beltway. we switch over to 50 as you head down towards the bay bridge. it looks pretty nice both north

things are starting to ease off, at least from the bay westward. now the rain is up in new england. by tomorrow morning, there could be cold enough air in the higher the delegates -- in the higher elevations of new england to see some precipitation. the wind is quite strong. there are some showers across in the great lakes right now. that will move into the mountains. there is a small chance we could see a sprinkle today or something out of these clouds. let's look at what happened yesterday. 56 was the high at the airport. 60 at the inner harbor. 3/4 of an inch of rain yesterday. park though, 49.

47 out randallstown right now. here are those clouds. -- parkton, 49. there is another disturbance just south of chicago that will be kind of caught up and pushed to the south of us. still a little unsettled today, but not like yesterday. our rain chances are minimal. mostly clouds and sign and windy. look of these winds, gusting into the 30's. the temperature range, it depends on how much sun comes through in any given time. most of the readings will be in the low 60's this afternoon appeared to rain chance will be minimal. the main storm is up to the north. we see a chance for some clouds. a lot of this could occur in virginia. baltimore, we're looking pretty good.

>> making headlines, a new abortion law goes into effect in nevada today. doctors are required to report the age of the fetus to the state. this will ban abortion starting at 22 weeks. fetuses' can feel pain at that stage. nine states require women receive counseling before an abortion. nevada is the first to ban abortion at 22 weeks because of the issue. if you have an extension on
