>> good afternoon, everyone. thanks but no thanks. that is the word from baltimore city public-school teachers after casting their ballots on what was called a landmark contract proposal, the first of its kind in the nation. 2700 of the more than 6000 teachers voted on the contract, and here is how it breaks down -- 42% were in favor of the new contract, but more than 1500 voted against it. tim has been following the vote and joins us with reactions from both sides. what soured this deal? >> it came down to teachers not understanding some of the fine print issues like the evaluation system. we talked with the city schools ceo and the union president about why they believe teachers turned down this contract. >> -- it was billed as a landmark contract.

for the majority up teachers who voted, it proved it missed the mark. there was concern over how teachers would be value -- evaluated and how performance would be tied to pay. the district is willing to take a second hard look. >> it is very much about teachers saying, "what you are asking us to do is so extraordinarily different than what we have done that we need a lot more time." >> meantime, the union president was the first to admit that more should have been done to explain the contract before a vote was taken. >> many people had more questions, and if we had known that, we might have delayed the vote, but nowhere did we get that sense that there were that many people that had that questions -- that many questions. >> the union says it is prepared to stake a second vote -- to

take a second vote, but a time and date have not been announced. >> the contract expires at the end of this month. is there a chance the school system will extend the current contract? >> that is being talked about. it goes out on october 20, but after what happened last night, everybody is saying, "let's talk about extending, giving the teachers more time, giving the time to explain it." others are saying, that should have been the first step." >> you will keep us updated i'm sure. in other news, students facing a number of charges after a vicious attack inside a harbor county high school. the fight broke out tuesday morning. investigators say three girls approached a pair of girls, exchanged words, and a fight erupted. during the altercation, someone threw a cup of chemicals, including bleach, into the face of a 14-year-old girl. >> we are being told that it

was bleach, rubbing alcohol , rubbingpine-sol. >> -- rubbing alcohol, and pine- sol. >> teachers were there immediately, and in the altercation, they were thrown to the ground as well. >> the teenage suspects are being charged as juvenile asassault, disorderly conduct, and disruption of school operations. police say two 17-year-old attacked a 15-year-old student in the halls of south river high school last tuesday. the victim had been taken to shop, where he was treated and released. a woman was sentenced to 18 years in jail for helping her husband steal the identities of their young children. prosecutors claim 20-year-old emily campbell and her husband applied for and received credit cards in the names of the children who are ages two, four, and six years old. craig was sentenced to jail in

april with all but two days suspended. campbell said the incidents occurred while she was abusing drugs. >> the big storm is still influencing our weather, but in a little different way today. the rains are in new england. you can see on our radar, the storm center is just off the coast of massachusetts, northeast of boston. down our way, there are some clouds just to the west of us, so let's focus in just a little bit on the state of maryland. you can see some rain shower activity. some of these clouds may trip in this afternoon. the better chance of rain will be to our south. some of the clouds that do move in today might produce a sprinkle or shower. we will detail all that and look ahead to the begin coming up. >> the race for marilyn's governor took to the airwaves for the second time in a week as the candidates squared off for their second televised debate --

military's "don't ask, don't tell" policy. 11 news is in washington with more. >> good afternoon. the president wants congress to repeal this law. even so, the defense department has ordered commanders to begin abiding by the judge's ruling. a court battle ruling over "don't ask, don't tell." a california judge ordered an immediate worldwide injunction on the ban on openly gay service members. the justice department is appealing, and the administration wants the law to remain in place during the process. >> the president has been active in encouraging and imploring congress to do the right thing and and a harmful, discriminatory, unjust law -- and end a harmful, discriminatory, unjust law. >> president obama has made it

hospital. doctors say all 33 of the miners are surprisingly in good health, considering they were trapped underground for nearly 10 weeks. the 12 miner to be pulled from the mine was greeted by a cheering crowd when he arrived home. here at home, tragedy as an early morning fire claims the lives of three people including a baby. the flames broke out just after 5:00 this morning on the west side of columbus. investigators say a seven-month old baby and a 52-year-old woman were found dead inside the home. the third victim, and man believed to be 18 or 19 years old, was found outside the home. investigators believe he may have jumped out of a window. arson investigators are investigating. a huge meal complex went up in pawtucket. the mill built in 1847, was mostly vacant, but a small section had been converted into apartments.

maryland. it has been windy. winds not quite as strong out in western maryland. here is the satellite image showing these clouds beginning to drift in. the rainmakers down to the south of us, and this whole thing will just push on to the southeast, so we will pick up some of this cloudiness. maybe there is a sprinkle in there, and it is rotating around this area of low pressure. it will slowly pulled out of the picture, but even tomorrow as it pulls away, we will see some pretty gusty winds, at least in the morning, before things settle down. out to the west, there is not much happening. here is our weekend -- our forecast today, sun, clouds, wind. some of those clouds, may be an isolated sprinkle or shower. northwest winds up to 35 miles an hour.

the festival has grown to more than 20,000 runners. with that, the baltimore running festival was born. years in the making, a terrorist attack five weeks earlier on 9/11 would not keep 7000 runners from lacing up for the inaugural marathon october 20, 2001. our own tom tackled the course that proved tough even for the elite athletes. >> the first marathon, you could see the looks on people's faces like, "what the heck is this?" it is a very hilly city. >> the festival is the brainchild of a woman who talked to the mayor into staging the event. >> i thought baltimore should have its own marathon. we did not have a baltimore marathon. she said that i was right, and i

said, "let me go over here and talk to margin." >> the course has changed. it is a little less daily. >> one of the things we have always subscribe to is the smart growth theory. we always want to do a good job of operations and logistics of the event. >> over time, the festival has picked out major sparkers -- the festival has picked up major sponsorships. this year, it will bring in $20 million to $25 million. more than 100 runners have participated all 10 years, including our meteorologist. tom will be honored along with those other 99 runners at the festival this year. >> i have on these sneakers, which are a really nice gift. as well as this nice 10-year high, and we are putting up a 10-year club tent, which will be
