national captioning institute --www.ncicap.org-- on necessary heart surgeries and doctors getting kickbacks. the latest twist at st. joseph's medical center. a former heart doctor mark midei first caught our attention in january when he was sued for putting unnecessary stents into patients. >> the hospital reached a settlement which opens the door to questions about how far back this issue dates. st. joseph medical center has agreed to pay $22 million. it resolved a lawsuit with the hospital -- in return for patient referrals. patients were injured by federal health-care programs. payments were made between 1996- 2006. the hospital will repay money it received from medicaid and medicare to unnecessary stents

implanted in 2008 and 2009. those procedures were done by dr. mark midei. he is a former st. joseph doctor and former partner of the mid- atlantic cardiovascular associates. several of his patients joined together to file a lawsuit against him in january. the suit expanded to include more than 100 patients. last month the doctor broke his silence, denying allegations. >> they were treated appropriately and with the highest regard for their well- being. i am confident in everything that i have done. >> his attorneys say the hospital was looking for a scapegoat as it tried to handle the series of problems, including a federal investigation into medicaid fraud. the doctor filed his own lawsuit against the hospital and its

i took it upon myself to offer him an autographed to his son. that was after the warning. that decision by me to put it on twitter -- i was not trying to get any fair justice. i must get my tint fixed. >> the officer was just doing his job. he was not disciplined but they are investigating whether he did anything wrong. many are on edge after learning a neighbor was raped and she took out her trash. the 23-year-old told police she was walking to her apartment when she saw a man working in the bushes. he followed her and attacked her. >> it is a disturbing incident although way around. we are going to have patrols in the area and checking to just continue to investigate this. >> neighbors are stunned the

crime happened in their community and the apartment complex did not tell them. police have charged vincent davis and jesse duffy with a host of drug charges. they were caught with a marijuana growing operation uncovered inside two homes. they also found a number of other equipment. more than 400 plants were seized. a baltimore woman protesting the foreclosure of her home with 800 shrike -- with a hunger strike says she has made a lot of progress. lauren rymer set up shop outside the statehouse. the i-team caught up with her hu told representatives from her mortgage holder are trying to resolve the issue. she also spoke to governor o'malley's chief of staff. >> they are working on the tax issues and one my taxes jumped.

attach a living wage bill have lost out but many others worried about the impact on the quality of life are on board after months of negotiations. there is always a brisk flow of cars at this intersection. traffic promises to pick up when the current automotive site is transformed into the 25th street station shopping center. the baltimore council approved plans for the development. the blueprint calls for a 330,000 square foot retail space that includes a walmart and smaller specialty shops. it will allow space for 90 residential units in the 1100 parking spaces. >> it has been a very well- thought out process to make sure the communities are heard. >> they councilwoman is backing

the cdc is reporting a staggering 60 million americans have no health insurance. a study found people without insurance were seven times more likely to skip medical care. this includes americans with diabetes and high blood pressure. experts say all income brackets were affected, not just those living in poverty. teenagers and texting go together like peanut butter and jelly, but too much can be associated with risky behavior. a new stuy on hypertexting linked them to smoking and the violence. >> these are kids who are getting less sleep who are less physically active who are smoking more cigarettes, drinking more alcohol.

but only this time it was a little bit more joyful. >> during her three months day, they became even closer, cultivating a bond that has helped vivienne love learned to walk again. >> you are so down you have to have somebody at your side cheering you on. she is just a likable person. she is always joking. she will make you laugh even when you are ready to cry. >> she will go home to live with her grandson. she will be back three times a week to continue her physical therapy, but her friendship will go beyond these walls. >> i knew that prayer helped. it was a saving power. that is all she had. that is all we needed. the waxing crescent moon visible from sky team 11.

it sure looks like you can almost reach out and touch it. beautiful view out there. with mostly clear skies it has been a pleasant evening today. temperatures were a little bit warmer than normal. 63 degrees at bwi, 61 at the inner harbor. for the next few days when we start talking about temperatures in the upper 60's, we will see these afternoon readings pushing towards 10 degrees warmer than normal. the record low was set seven years ago. getting cool in the outlying suburbs, but for november this is tolerable. lo 40's around frederick at the airport. 46 degrees in gaithersburg. you can see temperatures mostly in the upper 40's. it is still 50 degrees on the shore of the bed.
