between baltimore city hall and police union continues. the latest round over the new contract proposal. the rank and feile rejected the latest offer. turnout was very high and rejection was overwhelming. if passed, the contract would have taken nearly 2% off police salaries, which is the equivalent of five days pay. in 2012 they would have received five days paid leave to make up for the cut. they have been without a contract since june. mayor rawlings-blake said she believed the contract was fair. f.o.p. president said the rejection is sending a clear message to the mayor. >> i think tonight it speaks volumes about the -- about where we go from here around the rejection of not only the last contract but mayor rawlings-blake and her policy to keep the city safe. >> reaction to the vote the

mayor says she is disappoint bud is confident they can reach an agreement. union officials say they are willing to return to the table but they have strong words for the mayor. big button sweaters and dresses are a popular fashion item but it was not style that interested agents in a package of dresses being sent from the philippines to baltimore. it was the heroin inside the buttons. after being tipped off agent intercepted the package and delivered to the row home on loretta avenue. instead of getting the suspect's signature agents got the fingerprints of james jeter and michael anderson booking them on charges of conspiracy to import drugs. >> typically reports of a car break-in don't make the news but its to when the victim is the husband of the mayor. some time between late weapons night and thursday morning someone broke in the car of mayor stephanie rawlings-blake's

husband and stole a satellite radio system. the mayor's home is under executive protection but officials say mr. blake's car was out of their view at the time. >> are you concerned that the city may have dropped the ball? >> no, there are 5,000 larcenies in autos and victims and we're doing what we can do to raise awareness. >> police say there was no sign of forced entry on the car and they caution people to to keep their parked cars locked and valuab valuables out of site. a frederick man was sentenced to for sexually abusing a 9-year-old girl. he was sentenced yesterday after pleading guilty to charges of sex abuse of a minor and second degree sex offense in september. after serving his sentence he will be deported to mexico. >> harford county officials hope somebody will represent the people on a tape in a robbery when they forced the employees

and two customers into the back room of the game stop and made off with several thousand dollars of game and equipment. they believe the suspects robbed an aberdeen game stop since both escaped in a similar van. prosecutors have dropped an attempted murder charge against a man accused of cutting four people in a bar fit. they university of maryland students were injured in the attack after the college park bar. leonardo ramos was charged with attempted murder based on evidence at the time but now video suggesting he was acting in self-defense. prosecutors are weighing whether to charge four others. the westboro baptist church is turning up for another protest in maryland. the church known for protesting mill tier funerals -- military funerals is picketting a play at rockville. they are performing the laramie project that chronicles the

murder of matthew shepherd. the church says it plans to protest the opening night performance not to shut it down but to spread their message that acceptance of homosexuality is wrong. >> today president obama heads to his fourth nation on a 10-day trip through asia. this is japan and the apec summit. kate amara joins us live with more. good morning, kate. >> good morning to you, mindy. in japan president obama will encounter the same trade and currency issues that defined the g-20 summit in south korea. g-20 leaders smiling for a photo while in closed door meetings clashing over currency. president obama pressing china to act responsibly on a currency many believe it is unfairly low. >> it is undervalued and china spends enormous amounts of money

is 58. well above normal and mild are tomorrow. 58 on the dot on the lower eastern shore. the only variable is there is a coastal flood advisory and the reason is remember the gusty winds we had monday and tuesday? we have not seen them ease too much. they have been pretty consistent tending to elevate the waters of the chesapeake and there is the coastal flood advisory until tonight. 78 the record high set in 1800's and even though we are above normal we won't threaten that. 18 the record low in 1957. the range tonight from freezing in the suburbs to about 42 downtown. clear skies allowing the temperature to plunge. there is the front out to the west generating showers but won't affect us soon. high pressure will hold up today and all weekend so prepare for an awesome weekend. tomorrow milder still, 65 to 69

accident. the harrisburg expressway at shawan both directions moving freely. over to a live view of the beltway at 295 in the southwest corner it is moving on the inner and out are loops. 95 ok as well. that is the latest. over to you. >> looking at some of the top stories, north carolina investigators looking for a missing 10-year-old have found new evidence that could end their search for zara baker. authorities are tight-lipped but dogs and search teams are out in caldwell county. she's been missing since october 9. last month they found her artificial leg. r stepmother is charged with writing a bogus ransom note. a plane crashed in a florida airport. officials say the piper crashed and caught fire during takeoff from the palm beach international airport. records show it is owned by a flight school in melbourne about 120 miles up the coast.

jennifer franciotti joins us live from police headquarters with reaction. >> that rejection is making the mayor feel disappointed and it has the union saying they deserve a contract that reflect what is they say is the work they have done the last few years to get the crime numbers down. it is called an historic turnout at members of the police department voted on a new contract rejecting it. 95% turned down the contract. the crux of the issue for police a nearly 2% pay cut the equivalent of give days of salary in 2011. 2012 would have given them an additional five days of paid leave. officials say the vote should send a clear message. >> the rejection of the offer which is it is unconscionable. the union recognizes that and we are prepared to unite with membership and fight back and

remind our citizens our men and women will do their job but they want to be respected and rewarded for the work they have do done. bringing crime to levels we have not seen in years. >> in reaction mayor rawlings-blake said i'm disappointed in the result of tonight's vote but i remain confident that we could come to an agreement. both the union and city leaders will now go back to negotiating a new contract which must be completed by the end of the year. however, the union says that new contract has to be worthy of the sacrifices that the men and women of the baltimore city police department make each day. >> two baltimore corrections officers are recovering after being overcome by carbon monoxide at work. they responded to the east madison street detention center yesterday when they found a malfunctioning furnace. they were taken to the mercy

medical center. maryland was in jeopardy of losing $250 million in federal funds over changes in a teacher evaluation system. that money is critical to funding the state education budget. as tim tooten tells us, no one can say for sure if maryland will be able to eventually cash in on the education dollars. >> the nag came this week over fine print in a proposal to change how maryland teachers are evaluated. at issue, should a percentage be based on student progress. the application said 50% but a legislative review committee says it is sticking by 35%. this concern that a change in the race to the top application could place maryland on the sidelines and the school superintendent is fearing the

worst. >> as you know, 500 points, the maximum points you could get, but if you dipped below 440 you were no longer competitive. there are states that lost this opportunity by a few points. if we were to change something and it required a major deduction in points, that could be problematic. >> federal education officials stopped short of saying whether or not maryland was in jeopardy of losing the millions already promised. >> this is not a time to take a step back but keep moving forward and my hope and anticipation is maryland will do that. >> the governor called the recent disagreement with lawmakers over teacher evaluations a bump in the road. the state school superintendent is a bit more cautious about with could happen. >> it really resides now with the u.s. department of education to make that determination should there be any change. and whether they see this as substantive or not.

>> federal agents raid a west baltimore row home after posing as delivery men carrying a package of dressing with $50,000 of heroin in the buttons. james jeter and michael anderson are charged with conspiracy to import drugs after the package was intercepted by border security agents. city police are at a loss to explain how a car belonging to the husband of the baltimore city mayor was burglarized. the car was out of sight of the mayor's protective detail and there are no signs of forced entry. they made off with a satellite

american elections there have been political operatives and unspoken positions within the campaign charged with digging up information on the opposition. influencing voter attitudes and interests and even skirting the ethical lines to get their candidate elected. unfortunately it appears maryland politics are not immune as well known operative julius henson said he was to blame for

the election night dirt kwry tr. but what was surprising is the claim the call was an effort to get registered republicans motivated. according to him and finance records the ehrlich for governor campaign was his employer and it was intended to get out the vote for the ex-governor. but as first reported by the wbal i-team the calls were primarily to registered democrats. when pressed he insisted ehrlich was unaware. in the hours and days following the attorney general vowed to investigate the violation. the senator requested whether civil rights laws were violated and promised a full investigation. many others have voiced outrage but governor ehrlich has been quiet. we believe he must tell the public what he knows about the incident. we support the attorney general's investigation and encourage the former governor to insist. mr. ehrlich owes voters honesty,

the same things he promised during the campaign. on election night he was gracious in defeat citing his love for our state and service. however, until he provides clarity about what he knows with regard to the call incident he will have lost more than the election. he will have lost his legacy and respect as a true public servant to the people of maryland. ♪
