county school officials were pleading patience as a computer file sent to mnt bank failed to show up in employee accounts. before it could be fixed, thousands of employees knew that something had gone wrong. >> the computer that sends our files every wednesday to the bank we deal with, their computers did not read that file. there was a computer glitch somewhere in the system. the problem was that thursday was a banking holiday. >> they have been working closely with mnt bank to correct a problem. the head of the teachers' union has called for cooperation. >> our goal is that the system works with the employees in case they have overdraft fees or bounced check fees and that no one will be penalized for this mistake. >> so far, it is not clear who will pay those bank fees or when.

what is of more concern to employees is when the money will post. >> if the bank is out of state or elsewhere, the money may not be there until much later. >> school officials say they will try to do what they can to keep this peril problem from happening again. a spokesman said that bank officials are working to address the issue as soon as possible. >> a 40-year-old woman who was supposed to provide tutoring to a special city -- to city special education students has been arrested for bilking the school system for thousands of dollars. the charges carry a maximum prison term of 25 years.

>> the battle between city hall and the police union continues after the rank-and-file, rejected the latest offer. the police union has been without a contract since june. >> union officials tell us that 95% of its members voted against this new contract last night. we spoke with the mayor and she tells us that, while she is sympathetic with the men and women in blue, it is tough times and some sacrifices have to be made. >> we did our job. our membership has spoken. it spoke as loud as they can speak. i think the numbers of this rejection speaks volumes. >> thursday night after the boy of morefo -- after the baltimore fop voted down the contract, the

continued to express frustration with the city. >> our office knows that these are tough times for the city and everyone else. but these are men and women or expected to go out there and take a bullet. >> speaking at a news conference after touring the howard street real, she said that she was disappointed with the rejection of the contract, saying that the bottom line is that everyone has to give up something. but she felt that a solution would be found. >> i am confident that we will go back to the negotiating table, hopefully in good faith, and come out with a deal that we can get a positive vote on. >> the biggest sticking point had to do with pay cuts. in 2011, officers would take about a 2% pay cut, the equivalent of five days' pay. in 2012, officers would receive five extra paid leave days to make up for it. >> when i am taking furloughs, council members are taking furloughs, the lowest paid in

the city are taking furloughs, if they choose not to, it affects all of us. this is about shared sacrifice to get on the other side of this recession. >> still, the union says this is unacceptable, saying officers will continue to protect and serve, but they need to be rewarded for their work. >> tonight's rejection is, in essence, a rejection of the mayor and those folks down in city hall who do not appreciate the hard work that our men and women have done over the last several years to bring crime to numbers that have not been seen in years in baltimore city. >> we tried to reach bob sherry and number of times today, but he did not return our calls. we were trying to find out how many people actually voted. the mayor would like to get this worked out sooner than later. the police have been working without a contract since the

summer. >> a 7-year-old boy is in critical condition after being hit by a car in northeast baltimore. it happened just before 3:00 on bellaire road. he was chasing a ball when he was hit. we will update this story tonight at 11:00 p.m. >> and an inspection of the howard street railroad tunnel bought up a league that has them concern. >> this tunnel has a history of water problems. it is not know if it comes from a city pipe or if it is naturally occurring. either way, there is cause for concern. >> baltimore mayor stephanie rawlings plate toward the howard street tunnel. her team of experts included

working with us, improving drainage. they are also going above and beyond when it comes to the safety check. >> csx will inspect the tunnel more frequently. they will expedite rail replacement. they will detect hidden trap flaws and install drainage pumps. >> the new pumps that we have in there and the frequent extensions should prevent that from being a problem. >> the mayor's office of emergency management are looking to use homeland security grants to put a radio transmitter in the tunnel and for a portable ventilation system. they are also in the process of putting in a tunnel incident response plan. it would be with csx employees and with the city and regional first responders. >> this is a tremendous connector and an economic generator for our region. >> under this new partnership,

>> st. john's college in annapolis is one of the oldest higher institutions of learning in the country. >> after all those years, now finally, the college has an official dog. katie.ant you to meet kvp she is a 4-year-old long-legged parsons jack russell. she has the run of the school. she spent most of her days in millen hall. she is close friends with the dean and all the school officials at st. john's college. >> at first, i was skeptical about having a dog on a kali compass -- on a college campus. but it has brought everyone together, the students together. she has her own budget line. >> most of the time, she goes around visiting everybody.

she gets lots of treats this way. >> i love this little dog. she is so special. we're so happy to have her. she is so lovable. she makes all of us have the. >> she is called the $6 million dog because the school benefactor said that, to get millions of dollars to build this dorm, he wanted a dog on campus. >> she graduated from college. remember that there was a dog on campus. he said he would donate money to the college to help build one of our dormitories provided we had a dog on campus all the time. >> that is why katie has the run of the college. she was the dog chosen. she has her own place to run and play ball. and everyone on campus knows her and lesser. >> there is something human about us that wants us to have a dog around. it makes us feel more relaxed and familiar to be here. >> while there is an old sign on campus that reads "pets not allowed," that does not apply to katie.

interesting weather. it is like living in the desert with these huge sterger swings. -- huge temperature swings. temperatures are dropping now. in the past two hours, it has dropped 14 degrees. that is the rapid temperature drop you see here during these current conditions. 46 degrees in cambridge and saul saberi is mardy into the 40's. you can see -- and salisbury is already into the 40's. you can see everybody in between is crystal clear. look for lows tonight to drop into the 20's. it will stay into the 40's near downtown. there is lots of mulled whether.

the front door west will inch in our direction and may bring a couple of scattered showers into the western maryland mountains in the weekend. but for our region, we will not expect range until next week. tides are running 2 feet above normal along the bay and into the potomac. the tides for the next few cycles will be 1 foot to two feet above normal. there will be sunshine tomorrow and into sunday. there will be a couple of clouds and sprinkles on sunday afternoon. on monday, there is a slight chance for some isolated showers. tomorrow will be a sunny day. the bay water temperatures are starting to back down a bit. it is 63 degrees around bakeries. -- around bay creek.
