welcome to "today" on a tuesday morning. i'm meredith viera. >> and i'm in for matt who's probably kicking himself. this has been speculated about, discussed over the course of years and we can finally say prince william and kate middleton are finally getting married. >> the actual engagement happened in october while the couple was on vacation in kenya. >> they have been on and off. but it seems like they have been on, in fact we just heard about them being together, that's what started the talk recently is that they were together at wedding recently. >> we look for sometime next year, spring or summer. >> on the plaza. >> that's right, on the plaza, we're going to let you choose their outfits.

>> nbc's jim maceda is actually at buckingham palace, jim what else can you tell us? >> reporter: i'm not exactly sure what you have already said, this has been a real rush, it's taken everybody by surprise, including the international press and we're all here scurrying trying to get into position here outside buckingham palace to figure out this very succinct announcement from clarence house. i'll take a little bit of time to repeat what has been said. this is coming from the prince of wales. he says in this short statement that he is delighted to announce the engagement of prince william, his son, obviously to ms. katharine middleton. this will take place sometime in the spring or summer of 2011. no specific date, there's been all kinds of speculation, how many spots have we done on the speculation in the past six

months or a year? but he says this will take place in london, further details will be announced in due course. here's where there's news, prince william and kate middleton actually got engaged in october. there was a very secret safari that they went on in kenya in africa. in fact it was a game reserve belonging to a former girlfriend, who is now a very close friend. they spend ten days there in the wilderness of kenya. this is a present by william to himself to mark the fact that he had graduated, got his wings from the royal air force and became officially an officer in the search and rescue field. the statement goes on to say

that prince william has now notified the queen and other family members and he also sought the permission of the middleton family, specifically mentioning mr. middleton, michael middleton, the father. following the announcement of this short statement, the couple will be living in north wales, they already have a small cottage up there where prince william who's based in north wales, manages to break away and see his fiance to be, now fiance and to be wife. now they will become husband and wife up there in north wales as william pursues a career as a search and rescue pilot, and of course the king of england. this phase of his life could last three years or so. >> any public reaction yet to

the news? >> reporter: well, we're hearing a lot of sirens, but i don't think that has anything to do with it. i think it's safe to say it's still early days meredith and early minutes in terms of the public reaction, but i don't think there's any question but that the majority of the british public who respect and love their monarchy as an institution will be anything but absolutely, utterly, they would say here delighted in this. this is really a match this many people believe will follow these things, who follow the royal family, this is the future of the institution. when you're talking about the future of the king, the queen, the throne of england, you usually hear them talking about wills and not so much about charles who will, if he does become king will be a very, one would think transitional king, taking it into the 21st century, this whole institution is really

resting on the shoulders of william and now ms. katharine of this country. back to you. it is 7:05 and for more here's ann. >> an nbc royal expert robert johnson is royal editor for news of the world. robert, good morning to you. >> good morning. >> as jim maceda just reported, there's been a lot of scurrying around even though this engagement actually happened in october. how do you think they have been able to keep it secret for so long after all the scrutiny they're under and why release it now? >> there's been a lot of quite accurate speculation, there was a rumor two weeks ago that they would be engaged before christmas. and that prince william wants a female bodyguard to be the bodyguard for her.

maybe they were a little bit too close with the information and figured it would come out sooner rather than later. they said that it would be happening before christmas. and she said, so what? so they know? it's been quite interesting actually, we know that carol middleton, kate's mother and father michael, robert, were at balmoral at the queen's estate and were shooting so we knew everything was moving along. >> and we're hearing about a wedding in the spring or summer of 2011. how big do you think it will be? how flashy? >> i think the queen is keen to be aware of the age of austerity, everyone is aware of money. but everyone does like a royal wedding. they're saying it's going to be in london, my belief is it will

probably be at westminster abby, because i don't think that where charles and diana were married is appropriate. but where the queen herself got married is appropriate. i think it will be a massive media event and there will be a lot of people wanting to catch a glimpse of the beautiful bride. >> you mentioned the queen, what do we know about her relationship with kate middleton? >> she has met kate middleton on a number of occasions. the way things work in the royal family, everything is a little bit formal. she's not staying at balmoral or at the queen's two private estates until now. but one of the reasons i believed it was going to happen before christmas is that i understood that she was going to be there this christmas with the royal family and that would be impossible unless she was

actually betrothed to prince william. the queen obviously thinks she fits the bill, she's been with william for almost eight years, but now at least she will have protection, immediately, already she will have scotland yard protection with her. >> prince william is second in line to become king, after his father, probably, if he does become king someday, is there anything that would prevent kate middleton from coming the queen? >> she'll be queen concert. there was talk if prince charles married camilla then she would only be princess concert. she will be deferred a title before the marriage. probably the duke of cambridge, so he will be prince william duke of cambridge and she will be the duchess of cambridge and

these two people are very clearly the future of the monarchy. >> given that, given that they're already under tremendous scrutiny, do you think we're going to be seeing a step up of them being followed around? we remember the images of diana being followed around by the media, what do you predict now. >> at first there will be a lot of interest from cameras and photographers wanting to chase after the royal couple. but one must remember as soon as she's engaged, unlike diana when she died who didn't have scotland yard protection, under her own direction, she'll probably be known as princess katharine when she gets married in probably july next year. she'll have a team of four armed officers guarding her. i think the photographers will be a little bit wary of taking that on. >> robert johnson this morning, thanks very much robert for your perspective. brian williams recently had a

>> and that's your latest weather. ann? now to washington as president obama begins dealing with a lame duck session of congress. a new book says he's confronting battles inside his administration. we'll speak with the author in just a moment. but first, nbc's kelly o'donnell is on capitol hill with more on this. kelly, good morning. >> reporter: there is so much to tell you about happening simultaneously today. returning members of congress are having meetings about policy like those tax cuts. charlie rangel has been a member of congress for 40 years and we're watching as new careers are just getting started. lawmaker boot camp. for more than 100 new members of congress. but only two are already sworn in. >> do you solemnly swear that

you will support and defend the constitution of the united states? >> reporter: brand-new senators who are filling vacancies for delaware and west virginia. for republicans, they're getting to know you sessions needed more seats this year. >> at the '08 election we had two freshman republican senators, obviously i'm excited to be sitting here with 13 this year. >> sounding like he's been to a tea party, the top republican, senator mitch mcconnell gave his own position on pet projects. >> on congressional earmarks, as a leader of my party in the senate, i have to lead first by example. >> reporter: turning to the tea party's top star, sarah palin, revealed more about her presidential ambitions, saying she'll assess the electable contenders first. >> i don't care what the heck the media says about them but

we'll do the right thing and shrink government so the private sector can thrive. if there's others out there who want to make the sacrifices, i will support them, if there aren't, i will do it. >> reporter: one long and shining career is on the line in a rare public trial. >> i would like to have a lawyer right now. >> reporter: claiming he can't afford new lawyers, new york democrat charles rangel was on his own, facing 13 ethics rule violations. >> count three, a violation of the gift rule. >> reporter: counts involving the use of his office and staff for fundraising, failure to report all his income and pay some taxes. >> he affirmatively stated that she did not have income and the documents indicate that he did. >> reporter: rangel left the hearing in protest saying he spent $2 million on lawyers and needed time to raise more money for his defense. and in this kind of situation, he's not able to get free legal

help because that would be considered a violation of the gift rule as well. now the committee went forward saying rangel has known this was coming for a long time, they want to finish up before this congress ends and we're not talking about anything criminal here if he is found guilty of these offenses, it could mean something like a reprimand from his colleagues. what can president obama hope to accomplish with a lame duck congress? richard wolfe is author of new book "survival" the struggle for survival inside the white house. i want to talk about some of these developments in washington. as kelly just pointed out. mitch mcconnell has done this about face, supports the ban on earmarks, what does that say about the power of the tea party? has it already been unleashed in washington? >> it's not the tea party, it's a movement, it's a sense of reform that we saw in 2006 and 2008 and it's something the president has wanted for a long time.

but he also passed a giant senate bill with over 2,000 earmarks. so it's time for him to undo what he has done in the white house. >> they're all feeling the pressure, this is an establishment that has enjoyed the earmark system. if they don't change now, there will be another change in election two years from now. >> we also heard sarah palin say she might run for president if there's no one else to do it. what does the white house feel about a palin candidacy? >> they love it. they think she is a deeply flawed candidate, she will expose all sorts of divisions inside the party. this is a fight they want to have. they definitely want to be running against her because they kind of enjoyed it last time. >> two democratic pollsters also work for fox news and they stirred things up when they said the president should not run for re-election in 2012, they argued

if he didn't run, he could focus totally on policy instead of politics. has the white house had any reaction to that? >> that's not advice they're looking for right now. this is a very competitive president. it didn't go unnoticed that one of these fox news pollsters happens to be closely aligned with the former clinton campaign. so there's some resentment there. two of them, hillary and the president, secretary of state and the president clearly have patched up a lot of their differences, they're working well together. but the staff level, the advisors, these are people who want to revisit and maybe seek vindication. >> and there's also a battle going on between the revivalist and the survivalists. >> on the survivalist side, you have people who want to revitalize the campaign.

they feel that long the way he's diluted that and he's an establishment figure. on the other side is survivalists. the survivalists think they've got to do whatever it takes to get by. do the deals, grease the wheels and do what you k on the revival side, you have people like david plouf who ran the campaign. on the survivalist side, rahm emanuel, former chief of staff, pete rouse, the current chief of staff. >> thank you so much. just ahead, a driver serving a sentence for manslaughter after he hit and killed 14-year-old boy is now suing his victim's parents. why he blames them for the accident. but first, this is "today" on nbc. morning and not recognizing your own voice. it happened to two women, one mow speaks with a french accent and the other chinese. we're going to be talking about their stunning stories and also hear what their voices used to sound like. and more of our special series "today" goes viral. this morning the guys who perfected the art of auto tuning turned the spotlight on us for their newest video. we're going to check that out as well. but we begin this half hour with a driver who killed a 14-year-old girl in an accident and now serving time for manslaughter is suing his victim's parents. >> reporter: yeah, this latest development, this latest twist is truly hard to believe, isn't it? the 14-year-old boy was riding

his bike and a car swerved by and was going 80-mile-per-hour and hit and killed him. so that driver is now in prison for it. but now he's blaming the boy's parents and suing them saying they're responsible because he wasn't wearing a helmet. the tributes are still up on route 69 in the very spot where matthew kenny was killed in 2007, hit by a speeding car. at only 14 years old this middle school football star was brain dead. >> what happened is just horrible, it affected everyone in the town of prospect and we all miss him a lot. >> reporter: the pain never stops of course for parents who lose a child, but for matthew kenny's family, years later the pain just got worse. david weaving, the man driving the car that killed matthew, the man who's been convicted of manslaughter in the crash is suing the victim's family.

believe it or not, he wants money from them. >> we are outraged, it's despicable. >> reporter: weaving is sitting in prison serving a ten-year sentence. when matthew's family filed a wrongful death suit against him, he sued them right back. accusing matthew's parents of negligence, saying they're responsible for their own son's death, saying they failed as parents to ensure he was wearing a helmet. he's asking for $15,000 in damages. >> the family has lost a son, they have endured a trial and they're going to revisit it with his lawsuit and his claims saying he is the one who suffered. >> reporter: matthew's parents are livid. matthew's mother told the a.p. it drags the pain on. >> he can say i shouldn't have

been convicted, he can say there are defenses in the context of a civil lawsuit, but to say this family should pay him money because a boy was not wearing a helmet? sounds frivolous to me. >> reporter: and weaving's record isn't spotless, he's been convicted four times of dwi. >> it can't even explain how i feel that he would do something like this. the family has been through so much, they don't need anymore more to go through. >> reporter: by the way, with all those dwi convictions, the driver, david weaving shouldn't have had a driver's license in the first place, the dmv here in connecticut was supposed to revoke it, but they didn't so he was allowed back on the road. they're now reviewing all of their systems to make sure this doesn't happen again. but meanwhile, meredith, matthew's family continues in pain and they're suing the dmv

taxing time in this community. first the joy of finding that 13-year-old sarah maynard who is safe, but now the growing concern that the other three people still missing may not be found alive. the search efforts continued late into monday night and that young girl sarah maynard is back home safely with her family. but we're also learning new details about what led investigators to the man who's charged with her kidnapping. he will make his first appearance in court later today. at a vigil monday night, this small ohio community gathered together, holding on to candles and to hope. >> it's a very tight community and it's just devastating what's happened. >> a lot of people are very scared. >> it's something you never think about happening in this little town. >> reporter: with three of the four still missing, tina herrmann, her son kodi and sharon strong.

>> the key witness in this case survived the kidnapping, 13-year-old sarah maynard, herrmann's daughter who was found tied up and gagged in the basement of matthew's homes saturday morning. >> a 13-year-old girl being held captive for four days by a total stranger, i would call her the epitome of bravery. >> reporter: authorities say the 30-year-old suspect is an ex-con having served time in prison for arson, hoffman is now behind bars again and not cooperating with detectives. >> he really was a weirdo. there's a hammock where he would sit and watch people, he's just different. >> reporter: late monday, an apparent break as searchers pulled an abandoned car from a pond near hoffman's home, they later determined that car was unrelated to this crime. then they found suspicious items

in a nearby park, but no sign of the missing three. >> people see something, clothing, something out of the ordinary, it could contain something that we need to further this investigation. >> reporter: this bizarre mission began last wednesday when herrmann's co-workers became concerned that she didn't show up for work. investigators found unusual amounts of blood in that family home. >> the investigation shows that all four of them did not leave by their own choice. >> reporter: investigators say they're reviewing surveillance tape from this walmart where hoffman's r the suspect reportedly bought a tarp. a cruel wait for this entire community and for this brave young girl. certainly one remarkable young girl, sarah maynard, investigators will return to that foundation and they're going to go back to that lake and also to the wooded areas

nearby in search of any evidence in this case. steve thompson is stephanie frank's father, good morning to you. i know you're joining us this morning because you have something important you would like to say on behalf of your daughter, it's a very tough morning, sir, as you well know. what would you like to say, go ahead? >> that we are still looking for you, hon, and we hope that we find you, tina and kody, well, everyone's behind you, the search parties have been great, communication's been okay. the sheriff's department as far as the investigation itself has been excellent. we are just hoping and praying that we find you soon. and i know that tina's parents are feeling the same way that i am. and i hope that i'm doing them

justice standing here talking and hope that all of you can feel my thoughts and prayers. >> mr. thompson, you talked about the police doing an excellent job. what have they told you and what questions do you wish they would answer? >> they told us basically what you know, we're actually getting it at the same time. i wish the communication was a little bit stronger between us. i do know that it is an investigation and they have to keep certain things to themselves. but it would be more helpful for the families if we knew a little bit more, just anything, just a comment. i know they're very busy, we don't want to take any of their time away in the investigation, the most important thing is getting our loved ones back to us. >> and on that point, police have been saying, mr. thompson

is that they don't believe this was a home invasion, they go so far as to say that matthew hoffman the suspect in this case so far may be had been known to tina and to stephanie or that he was making himself known to them. do you know anything? have you ever heard of him before from your daughter? do you know people in the community who knew this man? >> no. no, i did not know him. the first time i even seen a picture of him was just the other day. i have no idea how that connection was ever made. from all indications, what i've talked to from neighbors and so forth, the type of person that he was, i don't think either one of the girls would have been really talking with him or just hanging out with him. it's just, to me, doesn't sound possible. but who knows? i mean hopefully we'll find that answer out soon. >> we're all listening and

hoping for you, your daughter and your family. thank you mr. thompson this morning for speaking to us. >> thank you. let's now bring in criminal profiler pat brown, she's the author of "the profiler" my life hunting serial killers and psychopaths. police sound pretty pessimistic, do you think the police know more than they're letting on? >> i would guess so. i'm sure the young girl possibly told them something that they are leaning on, that leads them to believe that the other three are not alive. mostly because first of all the blood in the home which indicates that one person was severely injured and that wouldn't be the teenaged girl and that leaves two and there are witnesses to what went down. clearly most people don't leave witnesses out there. >> and you don't want police to give up too soon is, so that's another factor in the case. >> they found the teenaged girl so there's always a possibility

that perhaps the others are being kept someplace for some reason. she was kept, so we don't really know yet. >> how good are the chances that there are more suspects in this case? >> i would think it's a possibility, because it is very hard to control four people to get them all into a vehicle and an injured person as well and then there's the missing dog and to handle all of that, one person, it seems a little bit odd so one wonders whether there wasn't somebody else involved with it. who knew the family is the question, but i also agree it seems unlikely this is a complete stranger going in there and grabbing four people. >> obviously if anybody knows anything they should call investigators. pat brown, thank you so much for your perspective this morning. and coming up next, we're going to be lightening things up a little bit and get the big announcement from the royal family. you may have heard a lot prince william and kate middleton's engagement announced "today."

one day and your accent has changed. >> oh, you, that's not nice. this is kate russell, 49 years old, she has lived her entire life in england, but she sounds french. >> can i have the ranch? i sound french. >> kate has foreign accent syndrome, a rare condition that develops when people suffer damage to the part of the brain that controls speech. head injuries are the most common cause, but in kate's case, it was severe migraines. ten months ago her voice became unrecognizable. this is what she used to sound like. >> hello, my name is kate. i would like to welcome you. >> reporter: when her voice changed her life changed, she lost her job and became depressed. >> you lose your identity because you don't know who you are or are you fit anymore.

>> reporter: some people think she sounds chinese. >> at first, i felt very alone and i did not feel like i belonged in this country anymore. that's how people made me feel. >> reporter: amazingly sarah and kate live just an hour from each other. we introduced them in person for the first time, but their friendship began online. >> she just knows how i feel. >> reporter: and it helps both of them overcome this isolating can be. >> how much do you speak with her? >> two times a day. >> reporter: two times a day? >> on mondays. >> reporter: they laugh more now and even say there can be some up sides. >> i can say a french word. the comments i have had is that my voice sounds better than some people. >> reporter: sarah shared the only recording of her old voice with kay over tea.

>> there's a buzz in the back of my garden. never seen them before. >> reporter: scientists say the damage could reverse itself any time, but there's no guarantee. both women say they have come to terms with it. >> i miss my old voice. but i have also come to accept this one. >> reporter: foreign accent syndrome may have changed their identities, but with a new accent has come new strengths. >> i feel like sisters now. >> reporter: the great thing about this story, ann, is these women were essentially alone, doctors can't do much to help them and a lot of people didn't believe them, and then when they found each other, their friendship really helped them. >> you're saying that not just these two kinds of accents, a german accent and other kinds of accents can merge. >> it's not an kpal accent, it's a speech impediment in the way you form your words. it may sound like a particular accent.

sausage. you can use onions or shallots. garlic. the garlic gives a good flavor, of course. some barley and some thyme. >> and egg yokes? >> actually an entire egg. and then we mix it very quickly like that, you put some salt and pepper to give of course some flavor to it. >> now if you're going to replace your turkey with chicken, is it a special chicken? >> i recommend that you find a nice organic free range chicken, a big sized chicken. and then we are going to stuff the baby. >> you cut the kings off? >> i tell you why, because we're going to put the chicken on top of it. >> you push your stuffing down so you get in as much as possible? >> as much as you can. we'll have a little bit left over, but it's not a big deal.
