parts of northeast baltimore city and county, damaging dozens of homes in tearing down power lines. good afternoon. i am sarah caldwell. crews are still on the scene as city and county officials deal with the aftermath. the national weather service confirmed that 80-mile-per-hour winds hit the city just before 2:00 this morning. at least 100 homes were damaged by the severe weather event, and there is a report of a child that was taken to the hospital with a broken arm. fortunately, no deaths. let's begin with jennifer franciotti, who has been out there since very early this morning in baltimore city. >> good afternoon. it just a little while ago, the governor and mayor stephanie rawlings-blake did a tour of the storm-ravaged area. bge has been working hard all morning long to clear the downed power lines and get power restored.

dpw at parks and recreation have been busy clearing tree limbs and debris. >> about 1:30 last night, just a big gust of wind comes through. i was trying to shut my window, and a damaged the back roof and window and stuffed it did not do a lot of damage to my house. >> water in the middle of the air, very heavy wind. it was devastating. >> residents describe what they saw when an expected tornado came through the community. pieces of roof and siding for homes blocks away, along with chunks from groups of a building across the street was literally blown over an entire section of town homes. >> it is like a loud boom did i just thankful -- it was like a loud boom. i was just thankful, but it was crazy. >> there are roof shingles,

assistance but coming up in just a few minutes, we will take you on a tour and show you what the governor saw i hear from the governor about what he has to say about the damage in this area. this is not the only section of maryland that has been affected we will send it over to sandra shaw, who is at a parksville covering the damage there. >> the interesting thing that happened in parksville is that they had high school, it was on, all the students arrive at the high school behind me because they had thought to the generator power would be positioned to overcome the loss of power in the area. the generator promptly died and there was a mass of dismissal. police were on bullhorns and trying to get students on to the right buses, because the intercom did not work did it easy to see why the power was out. numerous uprooted trees. debris thrown across yards. a trampoline landed more than

100 feet away in a gully across the street. that is the situation around the neighborhood. here is what this man had to set about what he heard 1:30 in the morning. >> it just sounded like i was in a wind tunnel. i looked out the window and saw a lot of debris, and saw bark and everything because of the electrical lines -- >> the good news is the response was imminent and basically very organized. they had a staging area at putty hill ave and police and firefighters responded and there were no injuries reported in this area. that is it here see what is happening with the bird's eye view with capt. roy taylor. >> normally when we come looking for this type of damage, we see little bits of trees that are knocked down and rest damaged

but this is just north of echodale. you see some of the kidneys that have been loc -- knocked over, shingles -- use these and other activities that have been knocked over, shingles gone -- you see some of the chimneys that in october, shingles and gone. this route totally blown off, walls caved in. it is amazing that only three people were injured from this massive windstorm. where did those roofs go? they ended up crashing into another apartment complex, ripping off that room and causing a lot of damage -- that roof and causing a lot of damage could that point on it ended up in a pile of rubble in the trees just to the south of northern parkway. just north of echodale ave in baltimore city, it pretty much follows perring parkway all the

left towards job or road. -- all the way it up towards top are road. -- joppa road. roofs gone, trees down, power lines down. reporting live at sky team 11, i am captain roy taylor. >> the weather is dramatically different now. it is still very breezy. look at the forecast with meteorologist tony pann. >> the weather service is going to be out there looking at shots like capt. roy was showing us, which way the debris was oriented. all those trees lined up in the same direction, then it was most likely a straight line winds. if there was a swirling pattern in the debris, they will say it was a tornado. they are out there right now checking that out. for the afternoon, when advisories in effect, with wind gusts are out -- around 40 miles

per hour. 22-mile-per-hour wind right now at the airport. we will sneak into the low 60s this afternoon. we will check the seven-day forecast in just a few minutes. >> as the cleanup continues, bge officials say that crews are working around the clock to restore power to more than 11,000 customers affected by last night's store. at last check more than 1600 homes in anne arundel county are without power. nearly 6000 in baltimore city. just under 500 in carroll county, harford county, and howard county. we have been receiving pictures from e-mail and many of the affected by this storm, including these pictures taken just after it hit. this massive tree was uprooted by the storm, as well as damage to the home incredible pictures but when you see severe weather and it hits your area, we invite you to share photos did go to

>> in this afternoon's "education other," voting is underway for baltimore city school teachers. teachers are at various polling places to cast their votes on the latest proposal. union officials made their rounds promoting the new contract and answering questions in hopes of getting more teachers support. >> have done mailings, meetings, got to all 216 schools and held meetings, face-to-face conversations. i don't know what else we could have done to help teachers understand. >> mayor stephanie rawlings blake posted a message on youtube urging teachers to approve the new contract. voting continues until 6:00 this evening and tim tooten will have the latest on 11 news at 5:00 and 6:00. a new name for one of the state's oldest institutions

people checked in at the city's temporary shelter at the mount pleasant ice rink. jennifer franciotti joins us live from northeast baltimore city with the latest. >> we are near the command center along northern parkway in mcclean, and this is an area that is tricky for drivers to get around there is an awful lot of blocked-off roadways as workers clear power lines and debris. we have a video from sky team 11 and capt. roy taylor could why they are showing us is absolutely awesome a video, giving people a really good idea of what happened at night. the governor and mayor stephanie rawlings-blake did a tour of the storm-ravaged area in the community, and the governor is saying that it is too early to say for sure if a tornado came through, but it certainly looks like one touched down here. >> pretty devastating damage, right across the city-county line on the northeast baltimore.

we ought to write some of the worst areas -- we are touring some of the worst areas. certainly, the projectiles we saw stuck in the sides of buildings, like spears into the sides of these apartment buildings, roofs that were torn off and then deposited further up the hill, the cars that were thrown together as of today or toys -- all of this seems to indicate when we -- we were visited last night or early this morning by a tornado. >> it is simply a matter of whether the damage total estimates meet the criteria for federal funding, which would definitely go a long way in helping those without homeowners insurance or renter's

insurance. as for cleanup progress, we are seeing crews, and gr -- come and go with lots of debris. let's go straight up to the sky with sky team 11 capt. roy taylor. pretty amazing photos. >> we can see pretty much right down inside these homes, where the roofs were just lifted off the walls caved in, a lot of damage. only three people hurt from this operation. you have to give bge credit. they did not waste any time getting their crews out here. not only did they have to work with the trees and downed power so that emergency crews could get around, but they also had to worry about gas mains as well, the gas lines, to make sure that they were secure so that there were no concerns about fire. we will pan out to one of the

roofs, and there is a whole debris field just south of northern parkway, where crews are diligently working amount to take care of the operation. a lot of roads are shut down in these neighborhoods but police are detouring traffic. you're trying to navigate yourself through, the grease off plenty of time -- did yourself plenty of time. >> capt. roy, this is tony pann. i want to ask you a quick question. the weather service has been looking into the debris field of looking for twists in the debris field. from your vantage point, does it look like the trees have fallen in the same direction, or are some of them spending as if a tornado would have been coming through? you can still get 120-mile-per- hour winds with a micro bursts. what is your impression? >> pretty much all the trees

fell in the same direction but there is a lot of damage. it is a small, narrow path, so to speak, which leads you to believe it might have been a tornado. but you are right, it could have been a microburst some of them are snapped. it talks about the power of the wind, tony. >> the kind of points to a microburst, that they are snapped in half. thanks, capt. roy, appreciate that a lot of people that know that you get these little tubes of wind during a storm called microbursts. they don't spin like a tornado, but you can get sustained winds and they can do damage exactly like that. it is not easy to assess whether it was a microburst or tornado. i'm sure that the weath service is out there checking it out. when it was still in effect for the rest of the afternoon -- wind advisory still in effect

for the rest of the afternoon. we had a 37-mile-per-hour cost in abbas, 33 and frederick, 32 officially at the airport. i will continue until this evening -- that will continue until this evening. temperatures at that, that is the good part of this. upper 50s and -- temperatures not bad, that is the good part of the spirit of a 50's and 60's right now. we could see some of this activity in the southern plains. this will pass south of us during the day on thursday. wendy this afternoon. otherwise, a mixture of sunshine and clouds. high temperatures in the upper 50's and low 60s. seven-day forecast stacked up like this -- chilly for the next couple of days, a slight chance of rain showers tomorrow, upper 40's and low 50s, but a nice
