directions, looking just fine. that's the latest on traffic pulse 11. >> good morning. our big story this morning. 12 mid shipmen have been expelled from the naval academy in the last six months. >> a controversial yet albeit legal drug. >> good morning mindy and stan. authorities say it was all part of an ongoingal investigation after other mid shipmen came forward. the drug is a sin netic drug that when smokes provides a similar high to marijuana. it's legal in the u.s. but now 12 mid shipmen have been expelled for either using or possessing spice. the latest was kicked out on monday, the only female in the group.

>> if it's legal and they are selling it, i don't see where it's really fair, but at the same time they have a responsibility to be clean and straight. >> i think it's totally appropriate for people who go to this substitution -- institution be held to higher standards. >> last year they banned the possession of spice. spice is easily found in drug paraphernalia shops and on the internet. it's unclear how they got ahold of it and if anyone else was involved. >> thank you very much. a baltimore city police commander has been suspended after a gun traced back to him was stolen at a business. his personal gun was allegedly transferred to a friend several years ago and on saturday it was stolen from a restaurant.

it was traced back to brown, and now police are looking as to how the again ended up in the hands of the owner and if the transfer was legal. they say this is how they handle things. he was in charge of units including the swat team and the fox trot. now as a baltimore jury has sided with a handfull of police officers shown on camera frisking patrons. the jury agreed with just one of the men and awarded just one dollar in damages. police entered the bar in search of another man in a drug case. and three teenage girls have been arrested for making bomb threats. each is a belair high school student, one of the schools affected. they face a host of charges including disturbing school

operations. they are all in the custody of their parents. >> in the hospital after coming down with an infection and fever, robinson said he planned to go to the hospital for a previously scheduled routine procedure but ended up developing an infection. doctors treated his infection with antibiotics and he says he is still cancer-free. >> wishing him a very speedy recovery. >> the statement positive for the or yeals. -- the orioles. >> this season has one optimistic about the team's chances with the addition of flad guerrero and the leadership of manager buck showalter. the first home game will be played monday against droifment that brings us to our water

offshore is stiring things up. our breeze picks up later in the day today. here's a look at the rainy part of our storm today. you can see along the coastal area from baltimore, northward, it's raining, but in new england, there's snow ranging from pennsylvania, new york state and on up in this morning. if you have travel plans in that direction, you might want to check first to see if things are being delayed. our rain situation does taper off. we'll talk about that ahead. >> covering the nation this morning one person is dead after a shooting outside a texas high school. witnesses say they were in the middle of a girl's football game when somebody drove on to the field and opened fire. officers believe the shootings were gang-related. the football game was not a

school-sanctioned activity and it happened after school hours. >> and the governor signed a measure applying to police officers, firefighters and other government workers that prevents unions from negotiating wages and eliminates automatic pay increases. opponents vowed to push for a repeal in the measure. >> well, leaving behind quite a bit of damage. for example in a mobile home park in sarasota, powerful thunderstorms and heavy winds caused damage to more than two dozen units as five tornadoes were confirmed to have touched down in the region and wind gusts up to 75 miles per hour also damaged one hanger at the airport and knocked out power to tens of thousands of people. still ahead, today's business news in the "bloomberg business report."

they are running with a 5-10 minute delay. watch out for the 36 line. it has diversions. light rail and the metro, running problem-free from end-to-end. the mark trains are showing no delays. now back to john collins. >> thank you. take a look at our radar. i circled the beltway around the city of baltimore, itself. and we see a band of rain moving from the i-95 corridor to washington, d.c. right along the shoreline. once you move north into the north western half of baltimore county and then much of carroll county, we're getting snow mixed with rain there. so you're likely to see snow on your road in this morning. i don't think any of it is

accumulating, because the roads are still too warm. in the mid 30's but colder as you move north. closer to freezing, in fact 28 in oakland in far western maryland right now. here's our satellite combination of everything moving on. this is all snow up here in parts of new england and in parts of pennsylvania. here where the heaviest rain ends, it's all moving east. but we have a couple more hours of this, then we get out from under the worst of it. lousy travel conditions in new england today. high pressure eventually comes in, but there is more stuff out to the west that will be spinning around. so any break we get in the weather this weekend will be short-lived.

we don't really see a substantial change. we might alter it a little bit. that's about it. going around the region of baltimore. essentially our viewing area, i've circled the baltimore beltway. you see the green there. there's moderate rain coming in. you can see that enhanced yellow just coming in at the bottom of that circle. then north of the circle you see pinks and whites. that's where the snow is mixing with the rain. temperatures north are right on the edge. in the low 30's. but the snow i don't think is sticking to the pavement. it's too warm. so anyway, we'll talk about the rain kind of ending coming up. >> one of the complaints was tweals from me. i asked him when is it going to end? because you know when we have rain we usually have a messy morning commute.

that's what we have this morning. nothing too bad, but a few incidents to talk about. a crash at president and lumbar that could block the intersection there. and parkville, and we have fog warnings on the bay bridge and on other area roads throughout the area. watch your speed on the major roadways. the outer loop top side checking in at 11 minutes. southbound between the harbor tunnels and on the south side 95 looking at 90's into the city. switching over to the live view of the harrisburg expressway, things moving fine northbound and southbound. you can see those roads are slick, so use extra caution this morning. >> our big story this morning, the naval academy reports it's

two homicide investigations underway in baltimore this morning. the first happened in west baltimore at winchester and cary streets. police say a 31-year-old male was shot and killed there. the other happened along your rabey park drive where a man was shot and taken to a hospital where he later died. no word this morning on a possible suspect or motive in either cases, but if you have any information, please call police right away. meanwhile a 14-year-old was -- is in custody after he beat his grandmother with a hammer. this happened yesterday morning on 34th street as the teen was getting ready for school. because of his age and pending formal charges, his identity has not been released. >> in this morning's session 2011 report, governor o'malley is expected to reveal a is up mental budget. some say it should impact

negotiations. lawmakers continue to struggle reaching an agreement. things like fee increases and policy changes. those were inserted by governor o'malley using the budget reconciliation and financing act. and looking at the big picture, time is quickly running out as legislators are leaving town in a few weeks. they have a lot of business to take care of. >> one is blue. one is black. that's how we'll be when we're done. >> they are a called budget -- a number of staff meeting to reconcile versions of the spending plan. tax fee increases, plus significant policy changes did not start out as legislation. >> the budget we are submitting to the general assembly today -- >> the governor inserted it into the but urpa.

sleet situation for a good chunk of pennsylvania, new york state. a lot of snow in the interior portions of new england. this nor'easter is spinning off shore now. we're near the quieter part of the storm. with the south edge of the rain around washington and annapolis, that will be going northward. so the bulk of the rain will be going away from us. drier weather will come in for saturday and sunday. especially sunday. saturday it may still be a little wave go through that could produce a little unsettled weather on saturday. but it will be drier today. >> rain becomes a bit more scattered, so we still have a rain chance kind of lippingering in the afternoon. 42. the high temperature. winds come from the northwest.

the orioles open their 58th season in st. petersburg. jeremy guthrie starts against david price. and a collective sigh of relief. hamer brooks robinson. he says he is ok after he was treated at the baltimore medical center for an infection. he was to have -- ahh, duds that bring back memories. he was to have a procedure yesterday, anyway, but a high fever forced him to the hospital early. brooks released this statement thursday. quote thank you for the outpouring of concern. i was originally scheduled for a routine outpatient surgery, the evening before the surgery i developed a fever and infection my doctors chose to admit me and treat me with antibiotics.
