says that doctors are hopeful he will be infection free by the end of the weekend. state budget negotiations broke down in annapolis today after members of the senate failed to show up. >> the big sticking point seem to be pension reform and retiree health-care benefits. david collins is live in annapolis with the details. >> the stalemate is puzzling. after all, these are negotiations and they have only just begun. the budget negotiations table is only half full. house members showed up ready to talk. their senate counterparts are a no show. reconciling the house and senate versions of the state budget resulted in a face-off during the first round of business. there are three major sticking points regarding state worker pension reform and retirees' health-care benefits. under the house plan, all new

retirees get conditional cost- of-living increases of up to 3%, if the system achieves its rate of return at 7.5%, and if the consumer price index and the pension system does not achieve that goal, it would be 1%. the senate supports the rule of 92 for retirement. that is where workers age plus years of service at up to 92. the house retirement ages 65 and or 30 years of service. the prescription drug plans are also different. the house puts a cap on $1,000 on out-of-pocket expenses. the senate plan has incremental increases on out-of-pocket expenses. >> ultimately, we can offer incredible benefit, but if we cannot pay for them, we have not done a service to our employees or retirees. a house plant gets us there, but

in a different way. we are trying to reduce the burden on those who have the least resources to work with. >> in the past couple of minutes, we have learned that budget negotiations that were scheduled to resume tomorrow have been postponed until monday. david collins, wbal-tv 11 news. >> driving while using a cellphone will continue to be a secondary traffic offense. efforts to bump up to a primary offense failed in a senate committee. the senate has passed bill phasing in the increase but the house has not acted. >> and 8-year-old boy is in critical condition after he was hit by car in southwest baltimore a little over an hour ago and hilton's street and north monastery. the job was taken to hopkins pediatric. that accident is still under investigation -- the child was

taken to hopkins pediatric. >> foster's family knew something was terribly wrong when she did not show up for thanksgiving dinner in 2009. barry simms is live and towson with the details on today's proceedings. >> today the victim's mother testified that when she and other family members spoke to christian about foster's whereabouts, he seemed unconcerned and did nothing to help with any of the searches. >> please, if anybody has any information on my daughter, please call. >> tony castle pleaded for help in november 2009 as the search for her missing daughter began. foster's body was found in march 2010 along an interstate '95 exit ramp in virginia. now the victim's boyfriend is on trial. foster's family members are glad

the case has started. >> it is going to be a long process. we just want justice to prevail. >> christian denies killing his girlfriend and trying to cover- up the crime. investigators are trying to prove that he shot her in their apartment they shared and then moved her body. there was carbon and had several discolored areas. they believe a cleaning solution and baby powder were used to clean those areas after the crime. investigators showed photographs of a honda accord. they claim fiber found in the truck of the car that was driven by christian. the car was owned by the victim. >> christians defense attorney would not comment on the case. the trial continues monday. >> a guilty verdict tonight for the man accused in the drunk driving deaths of two people in baltimore county. late this afternoon the judge

found ray burke guilty on several charges, including two counts of manslaughter by motor vehicle and reckless driving. it was june of 229 when the two victims were standing roadside on i-70 watching an illegal street race whenever hit. authorities say it rayburn's blood out all limit was over the legal limit hours after the crash. >> attempted murder charges have been filed against a 14-year-old boy is accused in a vicious attack on his grandmother with a hammer. jayne miller is live downtown at police headquarters. >> a police document provides a chilling account of this brutal attack, and the suspect, a kid with no known history of trouble. police found a bloody scene inside the waverly home of shirley garrett yesterday morning. she was discovered unresponsive in an upstairs bedroom,

suffering from multiple injuries. her grandson, hassanhii garrett, is charged with attempted murder in the attack. he is charged with bludgeoning his grandmother with a hammer. he said when he was getting ready for school he became angry over the way his grandmother had been treating him. he said he got a hammer from a second-floor bathroom and then walked into her bedroom, raise the hammer, and struck her in the head while she was sleeping. the police document says he continued to be his grandmother after she woke up with a hammer and then with his fists. police found an obvious sign of struggle within the house. hassanhii garrett is being held without bail. shirley garrett is in critical condition at johns hopkins hospital. according to court records, she fought for custody of him when his mother died in 2002.

the proposed loan clears by april 7. they are backing on $1.7 million from the state horseman's association and the loan from the state to balance its books this year's. officials say a handful of onetime expenses including legal fees cut into the club's profits. >> today was a day that many maryland horse racing fans have waited for all winter long, opening day at pimlico. rob roblin is live at the race course. >> opening day is kind of the beginning of the buildup to the big race, the preakness. there will be a lot of promotions here up to the preakness. a lot of them are aimed at getting a un people to come to the track. -- getting young people to come to the track. for horse racing fans, there is nothing like it. >> i love everything about it. >> i love the races. i wish they had the slots,

rain and snow showers extended to southwest of the low pressure system into parts of pennsylvania and even in parts of western maryland. they will continue to do with that mixed bag of wintry weather for the weekend in garrett county. we are not done with the storm sitting of the new england coast just yet. keep an eye on all this rain coming across the ohio valley. the threat of more rain showers and maybe some snow in the higher elevations tomorrow. up in new england, it is still wintertime. 40 right now in boston with a rain-no mix. -- rain-snow mixed. expect some wintry conditions through tomorrow night and maybe into sunday morning as well. 12 degrees colder than normal. the normal high is 60, and we only had 48 at artificial

weather station at bwi marshall. the rain did wash the pollen of the atmosphere. -- at our official weather station at bwi marshall. some rain and snow showers will continue in the western maryland mountains. anywhere from 31 to 38 for the low around here. wins should diminish to --winds should diminish to five-50 miles an hour. as the storm moves away, another one will rapidly be moving in behind it. another round of rain and snow showers will cut across the region tomorrow afternoon. light accumulations possible in the mountains, especially above 2008. mostly this scattered rain showers for our region. a little sunshine on sunday, it will probably be the best day of the weekend for outdoor activities.

more rain is moving in to the north of baltimore sunday night. this is a better scenario because the showers are developing and had a warm front which will head for new england. right now the timing looks perfect for baseball here on monday, with the warm front moving into new england and the skies clearing. we are forecasting temperatures may be even in eight's in some parts of the mid atlantic on monday. winds will increase during the afternoon, and a small craft advisory is in effect. the highest elevations out here could have one to 2 inches of wet snow. scattered rain showers around the bay. the lower eastern shore is still breezy, along with a couple of scattered showers, but watch for the warming trend coming in just in time for orioles baseball. at least 75 on monday as
