we have picked up a couple of new problem spots. one in the city at northern parkway. a crashed to watch for. we have one southbound 97 just past 32. we're checking to see if there are any lane closures associated with that. we are up to speed on the major roadways. 11 minutes on the outer loop topside. 17 minutes -- we're looking good all the way around. this is the west side of the beltway. we're picking up in volume on the inner and outer lips. no problems or delays. this is the key bridge. the side of the beltway are looking good. that is the latest on traffic pulse 11. back to you. >> thousands gathered downtown to celebrate the fourth of july and a marvel of the fireworks.

>> what had been a net of celebration descended into violence and a cast that left one man dead and a child wounded. jennifer franciotti is live at city police headquarters with more of what happened. >> there was a massive police presence last night. hundreds of officers and matches involving baltimore city police. there were troopers from the maryland state police. despite all the that police presence, one man was stabbed to death and a child was shot. we will start with the boy. he was walking with his parents at life street and pratt street last night following the fireworks display. his parents heard gunfire and saw their son holding his leg. he was taken to johns hopkins children's center appeared the stabbing took place 50 minutes

before that in front of mccormick and schmicks restaurants at the pier 6 pavilion. he was involved in some kind of fight involving two groups of people. he was taken to shock trauma where he was pronounced dead. fred bealefeld addressed the issue of public safety. >> over and over and over again, it really is these maniacs with guns, and we're going to work and keep working hard to get more and more and more people off the street. >> the police department will have a lot of questions to answer this morning. fred bealefeld will be holding a news conference later this morning. as for the boy who was shot, he is at johns hopkins children's center and being treated for is a gunshot wound. his injury is not life- threatening. jennifer franciotti, wbal-tv 11 news. >> thank you. that brings us to our water cooler question of the day.

do concerns about safety downtown keep you from attending large events like the fourth of july, and new year's eve? you can share your response at wbaltv.com and on our facebook page, or send us an e-mail to watercooler@wbaltv.com. >> that was not the only violence downtown. a man was shot and wounded in a downtown parking garage lombard street near the power plant live. the victim and his alleged attacker had been involved in a long-running dispute and happen to run into each other downtown. the suspect pulled out a handgun and fired twice. the victim is expected to survive. >> police looking for a suspect in a stabbing attack. police arrived on the scene last night. the victim was stabbed three times and is in serious but stable condition. investigators believe it was a domestic dispute that triggered a stabbing in parkville.

police arrived last night and found the victim. no word on the person's identity or condition. >> a planned holiday at the beach ends in tragedy. 6-year-old saquan kennedy was swimming with this is when the somehow became separated from them. nearby swimmers recovered the child before emergency crews arrived on the scene. the child was given cpr but did not survive. officials say with some many people saw me come it is important for parents to be watchful of their children. rescue crews will continue to comb the magothy river for eight boater who went into the river. his friend was rescued but officials say james kane could not be found.

>> congress returns from its holiday break. kate amara has more. >> with time running out, there is talk of a temporary measure. congress comes back to work today. the senate canceling this week's planned recess to focus on raising the debt ceiling. according to the treasury, on august 2, the government will run out of money to pay its bills. a budget analysts says chances are a deal will not get done this week. >> there is a lot of discussion that has to take place before they're even close to signing on the dotted line, and that consensus hasn't quite developed yet. so a lot of the senate staying in session -- and i presume the house will do that, as well -- is really for show as much as anything else. >> democrats are pushing for the budget deal to include spending reductions along with billions of dollars in new revenue. republicans continue to insist the plan cannot include tax increases and want the deficit

this summer and we expect the warm weather. along with summer comes the especially mosquitoes. you may be waking up this morning finding anything you can do to stop the itching. we are at valley view farms. we're talking about preventing mosquitoes. >> i forget they are there. take some droll'ills. >> what are some other places where you have standing water in your yard? >> a wheelbarrow or swimming pool cover. rain gutters and flower pots can standing water.

that water builds up and you get larvae.hat large thmosquito >> there are a different products you have. there are some natural plants. >> this is lemon grass. cent.et citronella sinc there are geraniums and that works well, too. you still have to be vigilant to make sure you keep that stuff out. >> those are some great tips to ward off mosquitoes. we will talk about more ways of preventing mosquitoes this year. showers are lingering in the southern tier of the state. those to be clearing out within the next couple of hours.

rain to clear out. skies are clear in baltimore and we will continue that trend. we expect sunshine from central maryland on north. the dry air is trying to move been from the southern part of pennsylvania. the dew point in york, pa., is a 59. that is pretty comfortable. it is still muggy and there's some areas of fog and haze. 70 in westminster. mostly sunny today and becoming less humid. it will still be a warm day with high temperatures between 87 and 92 degrees. mostly clear skies and pleasant conditions tonight with temperatures into the 60's. the humidity will go back up on wednesday and thursday. scattered showers and thunderstorms on both days. kind of war with temperatures

around 90. it will cool off briefly on friday. we are looking at a dry weekend with high temperatures into the low 90's on sunday. 6:15. let's check the roads with kim. >> good morning. we have scattered incidents around the area. we do have a crash in the city at northern parkway to watch for. anne arundel county, a crash southbound 97 just past 32. another in edgewater. those major roadways looking okay. 59 on the j.f.x. heading southbound into the city. 58 on 95 in the northeast corner down towards the beltway. this is the beltway at liberty road. picking up quite a bit but no official delay. this is the east side of the beltway at the key bridge. a beautiful sunrise and traffic is looking good as well.

>> live, local, late-breaking, this is wbal-tv 11 news today. >> good morning, everybody. welcome back. i am stan stovall. >> and i'm mindy basara. thank you for joining us this morning. tony pann has a quick look at today's forecast. >> good morning. watching a storm system pass off the delmarva coast. we'll have a nice day today. still some rain along the lower eastern shore. it will become less humid. a high near 90. we'll check the forecast going into next week get in just a few minutes. >> thank you. heavy police presence downtown did not deter some shocking incidents of violence at. >> after the show ended, a man was stabbed and 84-year-old was wounded by gunfire. -- and a 4-year-old was wounded by gunfire. jennifer franciotti has more.

>> both incidents were unrelated and it happened about 15 minutes apart after the fireworks display. one involving the boy happened about 10:15 at pratt and light. parents heard their son crime. they were shocked to see he was bleeding from his leg. the boy had been wounded by gunfire in the upper thigh. there was a stabbing outside the popular mccormick and schmicks restaurant. police say this incident involved two groups of people that began arguing and a man was stabbed in the neck. he died at the hospital. police had beefed up their security with a highly coordinated effort to avoid incidents like this. the police effort involved

baltimore city police officers and police officers from the mdta and the mta. there were different monitoring situations going on. surveillance video. they will be looking at that to see what happened last night. fred bealefeld will be holding a press conference later this morning to address those incidents. as for the boy, we're told he is suffering from non-life- threatening injuries. reporting live, jennifer franciotti, wbal-tv 11 news. >> that wasn't the only call of gunfire at the police responded to last night. someone was shot on bloomfield avenue in southwest baltimore. no word on his condition or a possible suspect. >> a new redistricting plan could soon be in the works. the panel will be charged with drafting a congressional

mccormick and schmicks restaurant. he was involved in an altercation with two different groups of people. that man was stabbed in the neck. he was rushed to shock trauma where he was later pronounced dead. at pratt and light street, parents or walking with their child when they heard some gunfire. his family looked down and saw their boy holding his leg crying. there was blood coming from his leg. he was taken to johns hopkins children's center where he was treated for a gunshot wound. he was suffering from non life- threatening injuries. police have been working with a variety of agencies. the work with the maryland state police. they had troopers on the scene. officers from the mta were there. they were in the hundreds. plain clothes and uniform.
