his launching an investigation into the baltimore housing authority. senator grassley is a member of the judiciary committee that oversees housing authority. in a letter to hud secretary, senator grassley writes that his office has received numerous phone calls and the bills concerned about topics of interest with fraud and waste of taxpayer money. the baltimore sun first reported this inquiry, which comes on the heels of articles critical of the city's handling of cases. the city has a show about $4 million to outside attorneys to defend the cases. in his hot platter, senator grassley demands documentation showing how they used $67 million and stimulus dollars. how the housing authority became one entity. names in financial reports, and

any conflict of interest statements submitted to hide it. the names of all law firms and contract since 2003. documents outlining steps federal officials took after an audit leached -- the audit found that 61 units least by the city had 570 violations. inspectors fell to report 380 violations. senator grassley to his back and i was issued a statement in part, hud is good at writing checks and not making sure the money is spent as intended. so for the issues that have come to light in baltimore want attention and answers. baltimore will not fall into the same pattern as other housing authorities. they get sidetracked from providing safe and affordable housing to low income residents. hide its to figure it out and fix whatever is wrong. senator grassley is making a number of unfair accusations. >> we have been confident that

traffic accident is under investigation tonight. it happened inking still. 85-year-old was making a left turn on bellaire road when her car was hit by a honda civic. it happened just before 10:00 this morning. she was pronounced dead at the scene. the other driver was taken to the hospital where his condition is not known right now. you numbers out today shows merely recorded a record low number of victims killed in traffic collisions. 496 people were killed in 2010, that is down from 550 in 2009. the governor hopes maryland's stricter testing while driving law will lead to even fewer crashes. starting tomorrow, it will be illegal to not only send but it read a text message while behind the wheel. the law does not apply to testing 911 or using your gps. >> internet's education alert, a

historic number of maryland high school students are leaving high school with their diplomas. more of them are taking and passing the high school assessment. tim tooten is live in the newsroom with more on maryland student performance. >> the progress at times has been slow, but while more students are graduating, a growing number of them are putting school across the state to work. top officials found reason to celebrate. >> the state's high school valuation numbers are the highest they have been in 15 years. they include all graduates, not just those who finished in four years. statewide, the graduation rate is 85%. 71% in baltimore city, and 83.1% in baltimore county. in other parts of the state, the graduation rate is 95% in carroll county, 85.7% in hartford county, and 85.9% in

howard county. the good news is even if it takes five years, students understand the goal. they are staying in school. our teachers are doing a better job of delivering instruction. i think you see that reflected in what we feel are positive steps. >> there were more signs of progress on the new hampshire as a high-school assessments. last year students met the requirements in english and government. the state reports that 85% have students passed. 8.8% met the requirements by using an alternative plan for academics. >> after having only three years of the high school assessment requirement, i think the kids are making -- are kidding babar. they are making that progress. it is not as much of an issue as it was four or five years ago. what's a good number of the students to attend schools have

>> now, your 11 insta-weather forecast with chief meteorologist tom tasselmyer. >> a few isolated thunderstorms developing southeast of baltimore, especially part of the lower bay. west of salzburg, a line of showers for anybody heading toward the ocean. it could it come out heavy for a time. a line of showers on the eastern shore, literally on the eastern shore of the bay from cecil county down to kent county. all of this east of baltimore and it looks like things are beginning to dry out west of baltimore. the threat of showers is diminishing. a risk of a shower will continue south and east of town to the early evening. temperatures were warned today. 81 degrees downtown baltimore. for the last day of september, we are only supposed to see highs in the low 70's. we argue the 80 degree mark. it was higher than normal.

that has been the theme of the month, warm and wet. the month will end with over 13 inches of rain, shattering the old record set in 1934 of just over 12 inches of rain. this month will check in as the third with -- what this month of any month in baltimore. we ended up with just about half of an inch behind that for the third place all time. it changes of the way, not as far as raincoats. more than in the weekend forecast. temperatures will get cooler. it is moving south and east into the mid-atlantic. already invading western maryland. oakland is down to 45 degrees right now. contrast that to 75 degrees. we have a 30 degree swing of temperatures across the state. cool air is moving in their direction. a couple of showers on the eastern shore for the next few hours as this front moves its way into the region.

coldest we have seen around here since last spring. cold enough to generate a few showers here and snow showers in the mountains of west virginia over the weekend. it looks like it will be a slow- moving system. occasional showers popping up monday into next week. another storm are rives and refuses to leave. clouds and breezy scattered showers. fifties in the morning and afternoon. temperature will not change a whole lot. gusts of 20 knots on the day. the weather service has posted a small craft advisory. it will be little warmer on the bay. the bay water temperatures will start to drop as chilly air comes in. we do expect rain and snow mixed out in garrett county with afternoon highs in the low 40's. most of the day's temperature stuck in the '30's there. not quite as called on the eastern shore, but cooler than normal with scattered showers.
