made an arrest in his mother's murder. they hope the man in custody can lead them to the missing 11- year-old boy. here are the latest developments. >> these are pictures of william. our focus right now is to locate william mcquain. >> police in income recounting make a desperate plea to help find the missing boy. officials launched the investigation after mullions mother was found dead in their germantown home. -- chapter williams' mother was found dead. >> and amber alert was activated for the vehicle and the boy. based on the amber alert, the vehicle was located in charlotte, north carolina at approximately 8:30 a.m. this morning. >> police arrested curtis lopez and charged him with first- degree murder. he is believed to be jane mcquain's has been and william's

stepfather. police were hopeful they would find the boy with curtis lopez. he was last seen on september 30 at his home in montgomery county. it is the same spot where his mother was found murdered on wednesday. >> [inaudible] >> williams is a sixth grader in nearby martin luther king, jr., middle school. the school calls home when a child is absent and the guidance counselor gets involved after four consecutive absences. it is unclear if these will follow this protocol, because william had not been to school in almost two weeks. >> that will be part of our investigation. i would not speculate as to what we did not get information earlier. >> anyone with information in this case is asked to contact michael emery county police immediately. curtis lopez is due in court on monday. meantime, baltimore police are on the manhunt for an inmate who escaped thursday.

the 21-year-old took off while being transported. he was arrested for armed robbery. police say he should be considered armed and dangerous. if you have every issue, you're asked to call 911. the condition of a man who was shot inside the university of maryland parking garage has been upgraded to serious but stable this afternoon. but his attackers still remains at large. the victim was shot around 6:00 p.m. thursday night near university hospital. police believe the attack was the result of a robbery attempt. that leaves many use the garage on edge. >> i use this garage pretty much a daily. now i am definitely going to be walking around, looking around, every corner, everything. just because i do not know what is going to happen. >> i am very disturbed. my daughter is out there now with my wife. you know, it is something terrible. >> police still have no description of the suspects and

are looking for potential leads. baltimore county police are investigating issue behind -- a shooting in the baltimore highlands area. one person was shot just before 8:00 p.m. last night. the victim was transported to shock trauma. no word on that person's identity or condition. ♪ >> earlier we were tracking some thunderstorms that were pretty hefty in nature through hertford county and cecil. there were reports of small help and gusty winds. heavy rain is still affecting the eastern side of a cecil county, moving toward the delaware. there is plenty showing up on the radar. heavy downpours moving back to baltimore city. this will continue for the next couple of hours. rain up until at least 6:00 p.m. gusty winds tonight and for the marathon tomorrow. we will talk about that forecast

in a few minutes. >> four people injured after a collision between a school bus and a toyota. fire officials said the two vehicles collided just before 8:30 a.m. this morning in northeast baltimore. a woman was trapped in her vehicle for about 20 minutes and was transported to bayview medical center with non-life threatening injuries. >> exactly what caused this accident, we do not quite know. we're working with the baltimore city police department in the investigation into the actual cause. whether it just began to reign at the time, so the weather may have played a factor -- it just began to reign at the time, so that may have been an actor -- a factor. >> the students are expected to be ok. ♪ >> the job creation clash continues on capitol hill after squashing the president's jobs

plan on tuesday. senate republicans are offering a plan of their run. kate amara says us with gop leaders are calling the jobs through growth act. >> in a 10-minute phone call thursday, president obama and john boehner talked jobs. according to the speaker's office, mr. boehner told the president that republicans are willing to address new transportation and infrastructure spending. >> i think there parts of the plan where we can find common ground. >> the call came as senate republicans introduced their own jobs legislation, the jobs through growth factor that would overhaul the tax cut, cut business regulations, and boost offshore oil exploration. >> they believe that government and spending creates jobs. we believe business and growth creates jobs. >> that would repeal the health care law and include the balanced budget amendment. both of the elements are non- starters with democrats. >> we are wasting time.

children are receiving psychiatric treatment in the emergency room. the data is from 1999 and 2007 and indicates underinsured children made up more than half of those visits. researchers say those children do not necessarily need more treatment better forced to visit the emergency room for treatment because their lack of insurance leads them with limited options. finally, scientists in germany say it is easier for humans to process material while reading it from an electronic tablet when compared with traditional book. researchers measured the brain waves of people while they read from tablets and books and found the brain look -- the brain uses less effort to process the information when it is read from a tablet. they say this is probably due to the computers background. covering the world, strong monsoons and massive flooding devastated in thailand this afternoon. the worst floods in 50 years and destroyed dozens of homes and businesses and killed nearly 300 people since late july. the rising waters are threatening the lives of the

state. that is where they had some sunshine over the past hour or so. let's take a wider view of the radar. this entire storm system is lifting off swarthy east. behind it, clouds building in west virginia. eventually, it will be heading off shore. then we will dry up. gusty winds into the night. here is the front moving eastbound. high pressure will be moving in. that is good news for the marathon tomorrow. they will have dry weather, but the winds will be sending to contend with. that high pressure system will be moving in and throughout the night. let's time out this rain. still a chance for showers from now through 6:00 p.m. they left off towards the east. we drive out over the evening. there may be overnight showers in western maryland. we are expected to dry out completely erase time tomorrow. sunshine in baltimore. whatever the winds. 25 miles per hour wind gusts. temperatures at least around 70

policy geared toward who they are calling their customers of size. starting march 1, passengers who were large enough to encroach on their neighbors airplane seats will be required to purchase a second plane ticket. the new policy only applies to customers flying coach but extends to airtran passengers. the airline will refund the cost of the second seed if the flight does not oversell. many customers of banks are turning to online banking to avoid extra fees. but there are a few things to watch out for with digital banking. >> news that bank of america will charge $5 a month to use their debit card and other bank fees are making customers angry. >> to the ridiculous. >> it does not seem right. i will cancel my account. >> more people are turning to internet-only banking. >> online banks have lower overhead costs, therefore they
