the j.f.x. in pretty good shape into town. here is the speed sensor on 95 through howard county as you make your approach to 32. so far so good at liberty on the west side. this is the key bridge. if very light volume. that is the latest on traffic pulse 11. back to you. >> thank you. it is back to work at annapolis as the general assembly gathers for a special session. kim dacey joins us from the newsroom with a look at the new plan. >> the new map they came up with was not well received by either party. the governor plans to introduce a tweaked version. special session will convene this afternoon. on the agenda is redistricting.

they are being redrawn to reflect changes based on the senses and will determine the state's representation in washington. the map is not getting good feedback from either side. the proposal takes aim at roscoe district, making it more difficult for him to get elected. democrats don't like it either. donna edwards believes it dilutes minority voting power. because dutch ruppersberger is sits on the intelligence committee, his second district is being drawn to include fort meade. if it is adopted, elijah cummings' seat could become one of the strongest african- american district in the country. the first district is largely left in tact.

maryland republicans consider the proposal gerrymandering. all of the redistricting proposals will get full hearings. the first will start today at 1:00 p.m. kim dacey, wbal-tv 11 news. >> occupy baltimore protesters gained support from moveon.org. stephanie rawlings-blake responded. >> my hope is we will turn that frustration into action. the things they are concerned about -- taxes and opportunities for young people and jobs -- those are things i'm working on. hopefully we will transform the protest into some partnerships. >> the mayor says so far the protests here have been peaceful. it has not been the case in other cases, like in chicago

when 175 protesters were arrested over the weekend. police officers confiscated tents. organizers said they refused to leave. >> president obama gets back on the road today kicking off a bus tour through north carolina and virginia. his goal is to get the public behind each piece of his jobs bill. >> plan a did not work some now is on to plan b, a bus tour that begins in north carolina. president obama hits the road to make his case. congress needs to take action on every item in this jobs bill. >> i am urging members of congress to vote on putting hundreds of thousands of teachers back into the

this is wbal-tv 11 news today. >> good morning, everybody. welcome back to 11 news today. i'm stan stovall. >> and i'm mindy basara. thank you for joining us this morning. are we going to have another gorgeous day like yesterday? >> we had a gorgeous weekend. we have some cloud cover and some sprinkles. nothing of any consequence. it will not slow down the drive time. look on the left-hand side of your screen. you can see some sprinkles in the mountains. that is heading east. most of that will fall apart. a slight chance for a rain shower this morning. most of the day will be dry with a high temperature around 72. much better chance for rain in the middle of the week. we could see our first frost of the season. >> we have two incidents in the city. we start with the map at north

avenue. we have an accident. we are tracking another what near highland avenue and zero down the street. that has been there for a while. williams and southeastern in essex, we're tracking another accident. several problems to watch for. you can see not dealing with anything major in terms of delays. and i start on 95 coming and the north east. on the west side, attracting about 55 miles per hour up in the area of 795. so far so good on 795 down towards the beltway. the j.f.x. running smoothly at this hour. this is 95 south at 32. we're moving smoothly down towards the capital beltway. this is the east side of the beltway. so far cooperating. that is the latest on traffic pulse 11.

back to you. >> a maryland special session convenes in maryland. a new tradition plan. kim dacey is live in the newsroom with a look at that plan. >> the new map was not well received by either party. the governor plans to introduce a new version by the start of the session this afternoon. a special session of the maryland general assembly will convene this afternoon. on the agenda -- redistricting maps. they are being redrawn to reflect population shifts and changes based on the 2010 census, and will determine the state's representation in washington for the next decade. the map proposed by the governor's redistricting committee isn't getting good feedback from either side. the proposal takes aim at republican roscoe bartlett's sixth district, making it more difficult for him to get re- elected by taking a chunk out of frederick county and replacing it with a portion of the democratic-leaning montgomery county. but democrats don't like it,

either. representative donna edwards believes it dilutes minority voting power by splitting black, asian, and hispanic communities in montgomery county into three districts. because congressman dutch ruppersberger sits on the house intelligence committee, his second district is being drawn to include both aberdeen proving ground and fort meade. if the new map is adopted, congressman elijah cummings' seat could become one of the strongest african-american districts in the country. but the first district, occupied by republican andy harris, is largely left intact. overall, maryland republicans consider the proposal gerrymandering, and several republican senators and delegates have come up with their own maps. state house leaders say all of the redistricting proposals will get full hearings. the first will start today at 1:00 in the afternoon. kim dacey, wbal-tv 11 news. >> a change to the entrance of ocean city's inlet.

the landmark tower will be replaced. the structure was swept away when the storm came ashore in august and has not been found. there are reports the tower will be replaced by a new model. many boaters relied on that foghorn. gary giordano will seek release from custody. an attorney will argue that authorities do not have enough evidence to hold giordano. his traveling companion went missing. he said she drowned when they were snorkeling. ardner's for robin gordo body turned up noempty. >> three people were injured in dundalk. police say a drive-by shooting

happened on sunday. some sort of altercation was taking place when somebody drove up and opened fire on the crowd. three people were hit. >> very upsetting. very upsetting. >> that is the danger of it. kids are playing. that is a drive-by shooting. the bolt has no name on it -- the bullet has no name on it. >> police say someone shot a victim in the stomach on homestead street yesterday evening. no word on the victims identity or condition. >> it woman's body ended up inside a dumpster. as was found near north charles street on sunday. no word on a cause of death. it's being called suspicious. >> the search for a teenage boy

missing in baltimore canyon. ryan jackson was last seen in lansdowne. authorities say police were called to the same location saturday night to investigate a suspicious condition. they have not said what connection if any to the missing teenager. an amber alert remains in effect for william mcquain. police were searching for his body. his mother was found beaten and stabbed to death inside her home. her estranged husband is jailed, charged with her murder. >> a popular driver has died. the loss of dan wheldon is reminding drivers and fans just how dangerous this board can be. >> just minutes after the start
