forecast going into the week and the weekend. >> starting off with an accident westbound 50 at the severn river bridge. it is westbound 50 at the severn river bridge. two left lanes are closed. watch for delays at essex because of an accident. another at highland and o'donnell street. another north avenue and mount royal. have an accident at 136 in bel air. 95 south through howard county, construction still in place overnight. delays are still in place. 95 south road harford county. this is traffic -- 57 miles per hour. 56 on the west side. this is 95.

so far so good in howard county. delays in harford county coming down to the construction zone. this is 50 at the severn river bridge. this is it westbound accident. two left lanes closed on the bridge. that is the latest on traffic pulse 11. >> state lawmakers will meet in annapolis for a special session of the general assembly. >> kim dacey joins us live with more on that. good morning. >> the new map that they came up with was not well received by either party. the governor plans to introduce a tweaked version by the start of the session this afternoon. a special session of the maryland general assembly will convene this afternoon. on the agenda -- redistricting maps. they are being redrawn to reflect population shifts and changes based on the 2010 census, and will determine the state's representation in washington for the next decade. the map proposed by the

governor's redistricting committee isn't getting good feedback from either side. the proposal takes aim at republican roscoe bartlett's sixth district, making it more difficult for him to get re- elected by taking a chunk out of frederick county and replacing it with a portion of the democratic-leaning montgomery county. but democrats don't like it, either. representative donna edwards believes it dilutes minority voting power by splitting black, asian, and hispanic communities in montgomery county into three districts. because congressman dutch ruppersberger sits on the house intelligence committee, his second district is being drawn to include both aberdeen proving ground and fort meade. if the new map is adopted, congressman elijah cummings' seat could become one of the strongest african-american districts in the country. but the first district, occupied by republican andy harris, is largely left intact. overall, maryland republicans consider the proposal gerrymandering, and several republican senators and delegates have come up with their own maps. state house leaders say all of the redistricting proposals

will get full hearings. the first will start today at 1:00 in the afternoon. kim dacey, wbal-tv 11 news. >> thank you. an overnight shooting in east baltimore is the latest in a string of violent crimes over the weekend. the most recent shooting was it harford road. the unidentified victim was suffering from serious injuries. >> a similar surge in northeast baltimore after a man was shot in the stomach. this happened on sunday evening on homestead street. it is unclear who is responsible for shooting three people in the turner station neighborhood in dundalk. some sort of argument broke out on main street. somebody drove up and open fire on the crowd. three people were hit. neighbors say they are tired of

the violent. >> very upsetting. very upsetting. it is a lot of kids on the block. >> there are a lot of kids playing. a drive by shooting. the bullet has no name on it. >> police want to know how the body of a woman and up in a dumpster. the gruesome discovery was made early sunday morning. police have labeled the case suspicious. >> a family continues their desperate search for a missing teenage boy. ryan jackson was last seen on wednesday in lansdowne. authorities say police were called to that same location saturday night to investigate a suspicious condition. >> we cannot pinpoint exactly what happened to him but we know something is wrong. he would have been calling his cell phone for the past three days and rolls over to the answering machine.

$447 billion jobs bill. >> i am urging members of congress to vote on putting hundreds of thousands of teachers back in the classroom, cops back on the streets, and firefighters back on the job. >> in this three-day, campaign- style swing through north carolina and virginia, the president will push for key proposals in the bill, which was blocked by senate republicans last week. >> let's work together. stop the all-or-nothing approach. we're not going to be for tax increases on small businesses. he knows that. >> in addition to washington politics, analysts say for president obama, this road trip is also about retail politics, shoring up support in two battleground states he won in 2008, and needs in 2012. >> it is time the president came off the campaign trail, sat down, and negotiated and talked with us and see areas of common ground. >> the white house insists the president is focused on the economy, not the election. and along with democratic allies, intends to fight for his jobs plan piece by piece.

mcdonald's is recovering from severe injuries this morning, including a partially crushed skull. police say a man pulled a customer behind the counter. mcintosh is seen beating a woman with a metal rod that he grabbed from the kitchen. that is just brutal. just finish serving in manslaughter conviction. someone hacked into the page and replaced big bird with some explicit sex videos. there was no immediate response . no word on who was responsible. a picture perfect day for the martin luther king memorial dedication. president obama was on hand to

>> good morning to you. sarah caldwell checking on your morning commute. we have some late delays on northbound 95. this is the only construction that is gone. in harford county approaching mountain road, construction is still clearing. you're down to just one lane. that is the end result, a mess. take pulaski highway as your alternate. you concede those ramps coming off of them and we're starting to seek a delay as volume grows on the northwest corner. on the southwest side, we have an accident. one clearing at highland avenue and o'donnell straight. watch for delays northbound 95 it harford county. another problem in bel air at james run road. that is the latest on traffic pulse 11. >> good morning. things will change a little bit

it happened yesterday in las vegas. 11 laps into the race. dan wheldon, the number 77 car. goes airborne. that is unbelievable. he was airlifted to the las vegas medical center where he died. the first since paul dana to be killed. he is the father of two children. that is a horrible story. the world series is set. the cardinals joined the texas rangers. the cardinals eliminated the milwaukee brewers. month derby -- home run derby. it is one of three st. louis home runs. five for the game.

new york. protesters could be heard chanting as police moved in. authorities said protesters were warned if they defied the curfew. 175 protesters were arrested. tomonstrator refuses dismantle their tent city. >> more than a dozen baltimore city schools are on the chopping block as dr. on the response of looks for ways to trim the fat in the budget. the plan will target underused schools. all the schools are expected to close by 2014. an official list of the schools has not been decided. it would need to be approved by the school board. congratulations go out to mill school teacher joshua parker as

at least things are improving on northbound 95. we have some late clearing construction. the construction is no clear. you can now move freely on northbound 95. and james run road, we have an accident in the bel air area. a smooth ride with the exception of the delay on the west side. popple avenue, watch for an accident. -- paul keller avenue -- poplar avenue. a bit of a delay from white marsh. this is traffic in the area of old court road. we're going to find some delays down towards liberty. that is the latest on traffic pulse 11. now we check in live with ava marie who has been joining us with some cute puppies and she is at barcs.

harford road. the unidentified victim was found suffering from serious injuries. in baltimore county, it is not clear who was responsible for shooting and wounding three people in the turner station it neighborhood. yesterday afternoon, some sort of argument broke out on main street. that is when somebody drove up and opened fire on the crown. three people were hit with gunfire. you suffered how it is a dog's life? that is not the case for a number of pampered pets. people are treating their furry friends to massage therapy. the treatments did not come cheap. it can cost as much as $45 for a 30-minute session. >> that brings us to your

that is a great event at barcs. a cold front coming out of the mountains right now will produce some cloud cover for us today and maybe a few sprinkles. this will not be as nice as yesterday. nothing happening around baltimore right now. you can see some sprinkles. most of it is falling apart. on the tail end of that loop, most of that activity has fallen apart and i expect that trend will continue. a chance for a sprinkle this morning. the further we go into the day, the further the front goes south of baltimore. a specimen this afternoon, we will get some sunshine. a wide range of temperatures. 60 at the airport. 53 in taneytown. 55 in frederick. a mixture of sun and clouds. 20% chance for a sprinkle this morning. not a bad day.
