>> the first case of a body at the bottom of a downtown accident. one year later, police are investigating how a second body and it up in the same place. that is the big story tonight. police are investigating the death of a 23-year-old university graduate, her body found in a dumpster at the park charles apartment dumpster. the second such finding in that building in a year. >> police and building management aren't confirming whether not the victim lived here or was visiting at the time of her death. residents call the incident bazaar and extremely disturbing. baltimore police were called to the park charles building downtown a little after 8:00 sunday morning after someone made a gruesome discovery. a body was found at the bottom of a trash chute for the second time in a little more than a year. another body was found in august

of last year. according to police, the victim is 23-year-old emily howes. the letter sent to residents and posted near the trash chute -- the trash chute located on each floor of the building are ordinary. >> they are not that big. i don't see how a person could get in there in the first place. two times, the same thing, it is unnerving. >> accidentally? no, it is really small. and a pain to open up. it takes a lot of force to open up that door. >> and the man went down the chute into a trash compactor. investigators ruled his death an accident.

she is a recent graduate. autopsy results are expected to be released on tuesday. >> she is from pennsylvania. a former classmate tell them last night in her honor. reporting live down town, wbal tv 11 news. >> a spike in crime brought residents and city leaders together to find solutions. they joined the city state attorney tonight to address residents' concerns. leaders say a lot has been done to combat crime since hopkins researcher was murdered last year, but they add that there is still work to be done. >> maybe we should be doing more and we need to talk with the people to find out where they see the gaps and how we can altogether fill them. >> residents suggested better street riding -- and street lighting and citizen patrols.

there is now a search for a killer. and brian jackson disappear from baltimore county last week and investigators say they found his body in south baltimore on saturday. if you have any information on his death, you're asked to call baltimore county police. as the wife of the former raven's owner became known for her giving, especially when it came to children. today, many familiar faces attended her funeral in downtown baltimore. >> actress, wife, mother and a friend. today, family and friends paid their respects to pat modell. >> marrying art, giving up her acting career. >> a woman who not only had such a distinguished career herself, but who cared so deeply about

necessary? we are joined from north baltimore with reaction. >> of the governor supports raising the gas tax for the first time in 20 years. many drivers question the wisdom of tampering with it now when many say they are already struggling to pay their bills. every trip to the pump is a drain on the wallet as gas prices hover around $3.50 a gallon. >> currently, each gallon you buy includes a state tax of 23.5 cents. the commission on transportation funding appointed by the governor is recommending that lawmakers phase in an increase of 15 cents over the next three years. >> that is too much, to be perfectly honest with you. >> it would pump money into the transportation trust fund that the commission describes as depleted. if the money is guaranteed to
