>> live, local, late-breaking. this is wbal-tv 11 news tonight. >> good evening, everyone. city officials are taking aim at the tent city that sprung up to health protesters downtown. the occupied baltimore movement is taking over the plaza and demonstrators that have no plans to relocate. >> protesters started setting up camp here about three weeks ago. they have developed a mini-city of sorts. downtown baltimore plaza resembles a kim brown with dozens of protesters staging a live-in demonstration in support of occupy baltimore. >> since housing is not apparently a human right in this richest nation in the world, and

one of the points of being here is to make this a home that we can all be in all the time. >> but city officials are apparently fed up with the tent city that is taking over this prime piece of downtown real estate. the mayor's office issued a statement that says "in says city government is committed to protecting the free-speech rights of baltimore citizens, and that is why any citizen is able to peacefully demonstrate in accordance with established guidelines. however, overnight camping is prohibited." the city wants to scale back the set up to a single tent overnight. >> there are just general issues of safety. with winter coming, it is going to get colder. how we prevent people from getting sick or getting frostbite? those are all valid concerns. i would argue that the 40,000 rolle homes that are boarded up

in the city are far more of a danger and i sort. i work full-time as a software developer. i have a master's degree. most people who are here do in fact work. there are some who don't work and have been laid off from their jobs in the long term and are frustrated. >> everyone i talked to wanted to avoid a scene like this with oakland protesters who refuse to leave the city plaza. but the demonstrators here are not ready to pack up and go. >> you can see the tents are still set up right now. as far as all the protesters we have spoken to, nobody plans to break camp tonight. some say they simply want to sit down with government officials and talk about getting it more affordable health care and housing. others are harder to satisfy. one man told me he will not leave until the ceo's of baltimore's largest banks agreed to share their profits with the protesters.

they are having a general assembly, meeting the have every night at 8:30 where they allow everyone here to speak what is on their minds. >> it could cost more to drive if the state general assembly and governor accept a new commission recommendation. it includes a 15 cents increase in the gas tax each year for the next three years. a 50% increase in vehicle registration fees and the cost of vehicle emissions inspection would double, and there were be no more free bus passes. bus fares would also increase. the commission says it would raise $800 million in new transportation revenue. >> a new poll has herman cain widening his lead in the race for the white house. 25 percent of republican primary voters interviewed said they would vote for him. his lead over mitt romney is just within the four point

margin of error. a month ago, only 5% supported him. rick perry has now dropped to fifth place. cain at that time was tied in fourth place with ron paul. a new gallup poll shows more republicans are familiar with the front runner. herman cain is now recognized by 78% of gop voters, up from 28% in september. chances are it has little to do with this new campaign ad. >> since january -- >> the video features mark blog and it is generating a lot of buzz. in it, he praises the campaign, then takes a puff from a cigarette. a spokesman said there has been lots of feedback from viewers. trying to revive his campaign today, texas governor rick perry unveiled his new tax plan.

the so-called cut, balance, and grow plan proposes a 20% flat tax rate on personal income and corporate flat tax. he said he would eliminate taxes on social security, dividends, and capital gains while maintaining deductions for mortgage interest and charitable giving. >> the best representation in my plan is this postcard. this is the size of what we are talking about right here. taxpayers will be able to fill this out and file their taxes on that. >> he says he would also gradually raise the social security retirement age and cut discretionary spending. all this, he claims, will add up to a balanced budget by the year 2020. today the obama administration announced new steps to ease the burden of college loan debt. it would provide a discount on consolidation loans and would also cap monthly payments at 10%

of the borrowers discretionary income. for example, a nurse who 0 -- earns $45,000 is still good loans would pay $690 under that payment plan. $358 under the current income based repayment program. the white house says under the president's pay as you work plan, the payment would fall to $293 a month. it is the latest executive action from the white house and congress rejected the president's jobs bill. congressman elijah cummings is wondering -- he called senator currie an honest guy and a straight shooter, a person he would expect to tell the truth. senator currie doctor also took the stand and said that the senator's mind was fuzzy and he did not focus will. defense lawyers argue he merely

worked as a consultant. the woman accused o ordering her husband's murder testified at the trial of the alleged triggerman, walter bishop. the defense tried to ask carla -- yesterday we obtained what they are calling bishops taken fish -- confession. first it was girls, now the cdc is recommending that boys also get vaccinated against the hpv virus. kai reed joins us live in the studio with this medical alert. >> the hpv vaccine was first recommended for girls several years ago. federal officials say the vaccine is safe and effective. still, some parents are skeptical.

the new recommendation came from the cdc advisory panel. now boys, not only girls, should be routinely vaccinated against hpv. it is best known for causing circle cancer but can also calls penile,, and cervical cancer. at thecristina o'connor wonder center for women's help explain stethpv is extremely common. -- explains that hpv is extremely common. the cdc's recommendation is that all 11 to 12-year-olds get vaccinated before they are sexually active. emily's daughter kris was given the vaccine when she was 20 years old in 2008. >> 10 years later the police came to my door and told me that

they had found her dead in her bed at college. >> emily says that chris had complained of feeling dizzy and tired before she died. >> how does a healthy girl suddenly die in her bed? >> although the autopsy did not determine a cause of death, she feels strongly that chris's death was due to the vaccine. she testified against the recommendation for boys in front of the cdc advisory panel. >> it has not been around long enough. >> dr. o'connor points to cdc data to support her view that the vaccine is safe. >> you should go for any questions that are personal to you to help make the decision. >> dr. connor did not creek trista -- treat chris or was not involved with her in any way.

mexico and even parts of extreme self florida over the course of the next few days. cuba is in line for some of that weather as well. weather satellites are monitoring the condition from high up in space. you can see the storm they are sitting in the western part of the caribbean, not far from the yucatan peninsula of mexico. this is a powerful storm. winds at the center of 107 miles an hour. it is a category 2 hurricane and is expected to track and that general direction as we go through the next couple of days. it could reach cancun as a category 3 storm with winds of 150 miles an hour. there it spins off toward the western tip of cuba, somewhere in that channel between cuba and florida as we get into the weekend. it should weaken down to a tropical storm status as it moves to the north and east, but it could mean flooding rain for

the western half of cuba and may be self florida and key west. it looks like the yucatán is the first area to worry about and then western cuba were the keys of florida over the weekend and early next week. the hurricane season does not effectively end until november 30. the weather here was much quieter today, 68 degrees. the normal is 64. the record high was only 77 degrees in 1931. a sure sign of the changing seasons. of to the north and west, a changing weather pattern for the mid atlantic. as the clouds move over tonight and taken up, the temperatures will stop falling. 43 right now frederick and it will be chilly in some of the outlying suburbs but stay in a low-key's in downtown baltimore. an area of low pressure developing on the front to the northwest.

this little weather disturbance will track through tomorrow night into thursday. behind it there is another front and a shot of cold air coming out of western canada. friday and the weekend will get kind of chili around here. showers and western maryland by afternoon. the farther east you go, the drier it will be tomorrow. it will clear out thursday night, and by friday, we are back into some sunshine. 66-71 tomorrow, a 20% chance of an afternoon shower. western maryland will have a couple of days of wet weather and they might get a little taste of snow there as the cold air comes in toward the end of the week in garrett county. scattered showers tomorrow night and again on thursday. it stays dry at the beach tomorrow but then a chance for showers on thursday. after 66 and some showers thursday, breezy, with highs in
