speech and the right to demonstrate. they say this area is not a designated campground. the movement started about three weeks ago and has grown. they have organized a city of sorts with sleeping quarters and a porta-potty. is a live-in demonstration -- there is it livent demonstration. city officials are done with all this and they say this is taking over a prime part of downtown real estate. there would provide active this with tent shelters during the day. >> there's a general issues of safety. it will get colder and how we generate heat and prevent people from getting sick or frostbite. >> some of the folks say they just want to be heard. they are fed up with corporate

america. some say they represent the 99%. others say, take off your people suit. they are caring the maryland flag with them, trying to represent how they feel about what is going on in america today. they have been very nice to us at the tent city and say others have been nice to them as well. police officers have been bring them coffee and doughnuts. jennifer franciotti, wbal-tv 11 news. >> a standoff out west in oakland turned violent as police used tear gas. please attempted to clear the park of protesters. the confrontations continued throughout the day and into the night. police arrested 97 people. no reports of any injuries from the skirmishes.

police arrested nearly 50 protesters in atlanta. the order the protesters out of the park saying they were creating a dangerous situation. none of the demonstrators resisted as there were carried off by officers --a as they were carried off by officers. >> a man is recovering after being shot in the face. this happened on tuesday night. the victim was shot in the chin is in stable condition. family is searching for answers in the death of 43-year-old sherry montgomery-cantey. chris son of founder been to death inside her home on monday evening. police and relatives are struggling to understand why she was killed. >> it appears as if there were some items disturbed in the home, but not truly telling us

her about her role. convicted, bishop could get the death penalty. >> president obama remains on the road and in denver is expected to lay out a plan to help ease the burden of student loans. kate amara has that story. >> the president will go around congress with this plan, which the white house says come said no additional cost to taxpayers. in denver today, president obama will reach out to americans struggling with student loans, and he will do it by executive order, bypassing congress once again. the administration says, with this move, millions will be able to consolidate their loans and lower their payments. >> for those who are in school right now, who'll be coming out and able to have taken advantage in the year 2012, they will get that 10% discretionary income cap on their student loan payments. we're talking literally about

>> a state commission has approved a plan to increase maryland's gas tax. calls for a 5 cent a gallon hike a year for the next three years and is expected to raise more than $800 million for the state's transportation fund. b.g.e. officials say customers can expect to see prices about 5% lower than last winter. those figures could change if the weather turns colder than expected. federal >> health officials recommend boys get r vaccinated against the hpv virus. the cdc remains all 11-and 12- year-old get inoculated.

this is a charity here in baltimore. this is a great store. people donate items with a sullen as well. you're all benefiting this event. why did you guys come up with the concept one great thing? >> to come up with the opportunity to support the house of ruth and our efforts to help battered women and their children be safe. everybody can find one great thing to share and it becomes even more valuable in passing along. so ruth's closet is all donated items. we have wonderful committee support. we have a boutique in our shelter so that our clients get great things. >> the event starts tomorrow at 5:00 p.m. and runs to the weekend.

afternoon. clouds are starting to thicken up. you'll probably see some sunshine to break through to start the day. clouds will thicken up and the rain will catch up to us. you can see some showers coming across western pennsylvania and back into ohio. this is drifting down towards maryland. this is still a good distance away from us. i think we'll get through most of the day as dry. may be under way home from work you will see some rain. high pressure is producing a southwest wind and moving across ohio. it will be nice and mile today. this front will move across baltimore and into southern maryland tonight and into tomorrow. that means a good chance for rain on thursday. the temperatures will drop off. a mixture of sun and clouds. a chance for rain late this afternoon.

nine police officers in trouble with the law. fbi agents made the arrest yesterday. the group traffic more than a million dollars worth of illegal weapons and stolen goods like cigarettes and slot machines. eight of those arrested are current or retired new york officers. >> the backlash from netflix's price hike is hitting the company harder than expected. they lost 800,000 subscribers, is more than the expected $600,000. they raise prices as much as 60% for those who subscribe to the dvd by mail and streaming tv services. coke cans will be wearing winter

forecast in just a few minutes. >> it appears the occupied baltimore protesters have worn out their welcome in the eyes of city hall. >> will the protesters comply? jennifer franciotti is live with more on the story. good morning. >> they are not ready to comply yet. they are active this and have been there for the past three weeks and organize a small city of sorts. downtown baltimore's mckeldin plaza resembles a campground with dozens of protesters staging a live-in demonstration in support of occupy baltimore. for many, the movement is about denouncing wall street's role in the mortgage meltdown. >> since housing is not apparently a human right in this richest nation in the world, one of the points of being here is to make this a home that we can all be in all the time. >> but city officials are

apparently fed up with the tent city that has taken over this prime piece of real estate downtown. the mayor's office issued a statement on the matter that says in part, "city government is committed to protecting the free speech rights of baltimore's citizens and that is why any citizen is free to peacefully demonstrate at mckeldin plaza in accordance with established guidelines. mckeldin plaza, however, is not a campground, and overnight camping is prohibited." the city wants to scale back the setup to a single tent overnight, but would provide protesters with tent shelters during the day. >> there's also just general issues of safety, i think, with winter coming. it's going to get colder. how are we going to generate heat? how are we going to prevent people from getting sick or getting frostbite? and i think those are all really valid concerns. >> still, protesters balk at the idea of tidying up the area to make it more appealing to tourists or downtown business owners. > i would argue that the 40,000 row homes that are boarded up in the city are far more of a danger and an eyesore. >> i work full-time as a software developer. i have a master's degree. most other people that are here

>> welcome back to 11 news today. 6:44. a man is recovering after being shot in the face in east baltimore. police were called to north spring street last night. the victim was shot in the chin. is in stable condition right now. police are searching for three suspects in connection with a home invasion in dundalk. this was around 2:00 p.m. on tuesday. police believe this was not a random attack. the suspects made off with jewelry and electronics. the homeowner was treated for minor injuries. first it was girls. now boy should be vaccinated against the hpv virus. is best known for causing cervical cancer. the cdc recommends all 11- and
