we'll check the seven day forecast going into the evening. say good morning to kim, what's happening out there on the roads. >> good morning everybody. let's start with that accident on route 1. we've been dealing with it all morning. the tractor trailer accident has shutdown route 1 and route 22 right on the conowingo dam, that's going to continue through most of the day. so plan on taking 95 and memorial bridge alternate throughout the day. an accident in the city, apparently that's involving a pedestrian. but the major road ways around baltimore looking pretty good. 95 north between 32 and 100 heading into baltimore checking in at four minutes. 18 minutes on 895 south bound between the 95. baltimore national pike, picking up in volume just a bit, and the roads are wet. top side of the beltway looking good.

certainly no delays on the inner or outer loops there. that's the latest on traffic pulse 11. stan and mindy back to you. >> new this morning, route along the cowawingo dam stays closed after spilling diesel fuel. >> it happened just around 11:00 along route 1. when crews arrived they found the truck burning. the driver was pulled out of the cab and transfered to the baltimore regional burn center. a has met crew got to working on the spill. >> we're looking now to see if it got into the river itself. there are no human exposures, there's no houses, no. >> no word on the accidentity of the driver or condition this

morning. >> in other news this morning, for the second time in a week, baltimore city police are investigating the rape of a teenage girl. we're live downtown this morning at city police headquarters with the latest incident and the description of the suspect's vehicle. jen? >> good morning, stan. that's right, police say the girl was sexually assaulted in the back of a conversion van in a neighborhood on sunday afternoon. police say the 14-year-old girl was walking down the 1,500 block of leslie street at 4:00 in the afternoon trying to get direction when police say a conversion van pulled up to the curb. he offered to give the girl a ride to her destination. >> she realized there were multiple people in the van. they implied they had a handgun, drove a short distance away and sexually assaulted the victim. >> according to police the victim did not know her attackers and they're asking

anyone with information to give her a call. reporting live here, wbal tv 11 news. >> meanwhile we now have a description of the van believed to be involved in than attempted abduction of a teenage boy. take a look at this picture. a vehicle similar to the one that approached a 14-year-old boy and the corner of st. claire road and harper on monday. the driver tried to lure the boy into the van and sped off when the boy resisted. described as a black commercial type workvan with black bumpers, tinted front windows or driver side rear windows. anyone with information should call hartford county sheriff's offices right away. >> a man is waking up behind bars accused of attacking a 70-year-old woman. 15 minutes after he allegedly threw the woman to the ground and took her purse. he allegedly told the woman he had a weapon but never showed one. police were able to find the

woman's purse and everything inside it. >> new this morning the midnight deadline has passed but the occupy baltimore protestors remained in the square. earlier this week a memo was released announcing plans to thin the crowd. despite what was supposed to be a midnight deadline, police made no move to remove protestors. police return where they clashed with police the night before. a two-time iraq war veteran was seriously injured when police fired tear gas cannisters of rock throwing demonstrators. the oakland police department is investigating how that veteran was hurt. hundreds of protestors took to the streets as they move from the park to city hall. as you can see there was a whole lot of pushing and shoving between police and the protestors. no word on the number of arrests

overnight. >> meanwhile a new government study shows just how rich the rich keep getting helping to fuel the occupy movement. the congressional office finds the richest 1% of americans have seen their income rise 275%. middle class income group by just 40%, the bottom percent saw it rise by just 18%. >> the man convicted in being the trigger man of a gas station owner could face the death penalty. they convicted him of first degree murder in the death of 49-year-old william porter. prosecutors say bishop inspired several others to have her husband murdered. carla porter will stand trial next spring. one of the two men accused of stealing valuable documents from the maryland historical society is expected to change his plea today. he is slated to return to federal court this morning for a prearraignment. he is accused, along with of

trying to smuggle 80 documents out back in july. >> the congressional committee charged with cutting the deficit held an open meeting on capitol hill. members were quite clear this is a race against the clock. here's more from our washington bureau. >> good morning, mindy. with the deadline less than a month away, government watch dogs say it is time for taxpayers to worry. after weeks of secret talks and exchange of prose pals and a rare public meeting, members of the super committee remain far apart. >> we aren't there yet. >> little progress made on a plan to lop at least $1.2 trillion off the deficit. >> i think we're all very aware of the fact that the clock is ticking here. >> both sides have pitched cuts but republicans refuse to budge on tax increases. the g.o.p. plan calls for more than $two trillion in savings over a decade. >> we may be debating the

pennies, nickels and dimes in a debt crisis demanding half dollars and dollar bills. >> the democrats proposal calls for more than $1.3 trillion and a similar cut in higher tax revenue. >> we all need to be willing to make some tough decisions and real compromises. i'm willing to do that. i know many of my colleagues are as well. >> government watch dogs say taxpayers should be worried. >> it's going to be really difficult for the democrats to only agree against spending cuts and be difficult for the republicans not to expect any sort of tax increase. i would love to be a fly on the wall. >> if the panel can't agree on the plan, automatic cuts to defense and domestic spending kick in. in washington, i'm kate amara, wbal news. >> concern growing regarding a smokeless tobacco product they say are targeted at children.

let's switch over and take a look at what's causing this. a stalled car off to the west. dividing line between arctic air and a nice mild air in the east coast. in the teens and 20's across the northern plain and 50's and 60's in the southeast. you get the showers and even a few thunderstorms. right now like i said mostly light rain for us but it could pick up in intensity as that boundary gets closer and see the rain extends all the way back to chicago. it will take a while to clear out. probably through this evening and early tonight. 57 at the airplanes, 54 in parkton. we're not going to move much with the temperatures. maybe low to mid 60's this afternoon. the rain will end early, the skies will clear and it will turn much colder. drop into the 30's. some of you in the northern suburbs up near the pennsylvania line might drop down close to 72 degrees and get the first freeze this evening.

so keep that in mind if you want to save some of the plants, sensitive to the cold, cover them up because after the skies clear it will get cold tonight. could be some frost tomorrow morning and the sunshine will push them into the 50's. up to 54 on friday. another system comes in on saturday and yes i still think it will be cold enough for a few snow flakes to mix in with the rain drops. not talking about any accumulations but still a chilly day on saturday. highs in the 40's, clear up for the ravens game on sunday and halloween looks ok as well, sunshine and temps in the low 60's. let's see what's happening on the roads. here's kim. >> good morning everyone. unfortunately it looks like route 1 in cecil county will remain shutdown for most of the day. that's what we're being told by police right now. it's closed between route 22 right there on the dam because of an earlier accident. you'll want to take 95 pretty much all day as your alternate instead of that to avoid that

situation there. a crash at 103. all lanes are temporarily blocked for that crash involving a tractor trailor. also another crash. but the major roadways look ok. the harrisburg expressway, the roads are wet out there. take a live look outside at the west side of the beltway. the roads are wet and roadspray will be an issue as we drive out there this morning. looks like we might have the start of the delay but nothing too major for the time being. switching over, right at belle air road, we're moving fine there. but they could cause some delays. that's the latest on traffic pulse 11. mindy, over to you. >> kim, taking a look at our top stories, the army psychiatrist charged with the 2009 shooting rampage at fort hood will be back in court today. he will appear to consider defense motions, seeking certain expert witnesses of his case.

he is charged in the worst mass shooting on a u.s. military insulation. oil company b.p. says it will soon resume drilling in the gulf of mexico. company officials say they have earned their first permit, will begin drilling five new wells 250 miles off the new orleans coast. they have met enhanced safety standards placed after last year's deadly explosion. 11 workers were killed and millions of barrels of oil flooded the gulf. >> winter has come early to colorado. denver residents woke up to harsh conditions, snow covered te rare and in many places no power. the first snow of the season, blanketed the denver metro area and trees still full of trees. it snapped limbs and severed power lines and many were left without power.

>> 33,000 small g.m. s.u.v.'s are on recall. the monitoring system on the do not meet federal standings. the tire pressure warning light will not light up once the pressure is 25% below the recommended tire pressure and that could fail to warn a driver of a possible blow out. g.m. dealers will fix the problem for free. delta airlines is scaling back on its number of flights and raising prices of the other ones. 5% of its current schedule and an additional 3% next year. on top of that they've announced they'll increase their rates on rising fuel costs. delta revenues rose to $9.8 billion. expect to pay higher prices into next year. and the smithsonian is keeping a close eye on the occupy wall street protest. jane king has those stories and more.

>> good morning. if you see any occupy protest slogans that look particularly touchy you might want to tell the smithsonian. they have sent out to collect as part of its mission to document the spirit of american democracy. the collection already includes protest signs carried during the 1963 march on washington and materials from a tea party rally. getting reports on pending home sales for september and also g.d.p. markets overseas and hong kong and europe also higher so far on news that european leaders agreed on a plan to help that region's debt crisis. yesterday stocks rallying on that news and also economic reports exceeding forecast. bill miller, optimistic on stocks. he says he sees normal opportunities. and housing stocks right now as well as stocks that pay dividends. also panera may embrace prices lately but the company says the

>> good morning, checking on your thursday morning commute. route 1 in cecil county remains shutdown. will be shutdown most of the day right on the conowingo dam. you want to take 95 as your alternate there. in howard county, route 103, a bad crash there has shut it down for the time being. waterview an accident involving a pedestrian there. the west side here you can see backing down a little bit on the outer loop. a lot of brake lights out there. right at bel air road looking ok here, traffic is moving but the roads are wet. so leave some extra time.

people in their van. they implied they had a handgun, drove a short distance away and sexually assaulted the victim. >> that's where the van was parked at. >> lucky cross by said he heard commotion and a door slam, all of this allegedly happening less than a stone's throw away from this school. >> i remember it clearly. it was a van, the doors of the van was open it looked like maybe a pillow or something in the van. three boys, three boys, three boys. one boy walked the girl right to this corner like he's walking her home. the other two laughing, they went that way. >> the victim didn't know her attackers and they're urging everyone to think twice when tealing with strangers. >> we're asking people to be aware and street wise as you would in any big city. obviously we're not blaming the victim but we do know the chance to be cautious when engaging in conversation with a stranger's

vehicle. >> police are trying to gather information so anyone with information is asked to give them a call. >> thank you, jen. new this morning a shooting near a gas station sends one person to shock trauma. the shooting happened around 8:00 last night in the parking lot of the 4300 block of leads avenue. no word on the victim's condition. an eighth grader in carol county faces a long list of charges after allegedly bringing a loaded gun to school. the 15-year-old student kept a gun in his locker bag. he then reportedly told his assistant principal he was thinking of killing himself. a state police officer who was already at the school for unrelated reasons took the gun into custody and the student is being charged as a juvenile. >> in this morning egg's education alert, with several aging around underusing buildings, baltimore officials say it's time to trim the fat.

the question is win. several schools will be forced to close but it won't come until careful review and consideration. >> it will be done in a way that is incredibly respectful of people and their needs and needs to be done right which is the reason why i said this is not happening now. this is happening after a lot of thinking and conversation. >> there's no rush here. we need to have full involvement. we need to understand the rationale. we need to go very slowly and carefully. and i am assured by him that we will. >> a preliminary report on the closing plan conducted by an independent firm is due out of the end of november. a short list of tentative schools could be ready fi january. the protest continue over a plan to shutdown several recreational centers in baltimore city. a new plan could force the closure or at least the privatization of several sent

isers. community groups crowded a board meeting last night accusing the mayor of going back on a promise to keep those centers open. >> she's talking about only auctioning off 16, keeping open only 30? so you talk about at least five closing and perhaps all of those 16 closing if none of them have the capability of managing them. >> the city has received limited bids for these centers to be handed over to private parties. the centers that do not receive bids are in danger of closing. the deadline for bids is december 31. >> we know something has touched a nerve with the american public when talk show hosts start making fun of it. in this case even the president mentioned it in a speech. we're talking about debt card fees. bank of america has received a barb lash for an impending monthly fee and other banks are intending to follow suit. >> do you like to use your debt card to make purchases?

>> parents often complain about how much their teen is texting. but a wisconsin's teens fast fingers have earned him quite a pay day. he won the 2011 l.g. national texting championship in new york city. players had to outtext each other over multiple rounds. testing texting speed, dexterry and accuracy. a high school junior collected $50,000 in prize money and nationwide bragging rights, which is probably -- he will also compete in the world cup of texting this year. >> $50,000. that's something. south dakota teens might want to brush up on her driver's ed manual after crashing her car into the local d.m.v. she will never live this down. the girl accompanied by her parents, to take her drivers

>> welcome back. in the headlines this morning, route 1 along the conawingo dam remains closed after a tanker truck rolled over spilling 7,500 gallons of diesel fuel. it happened along route 1 at the dam. when crews arrived they found the truck burning and the tanker spilling its contents into the water below. no word on whether the fuel actually made it into the river. the state's top tax collector is saying now is not the time to be raising taxes on marylanders despite recommendations from a panel to increase maryland's gas tax and the so-called flush tax. they are recommended a two-week break in tax hikes. both proposed increases would stall the economy. and concern is growing this morning regarding a new

smokeless tobacco product they say are targeting children. swisher sweets, flavored scoll and a new product that resembles candy in eye catching packaging. many believe the flavors like cherry, blueberry, even bubble gum are designed to attract customers. many local governments are passing resolutions urging local vendors to stop selling it. >> that brings us to your water cool question today. >> we asked if they are deliberately targeting children with a new line of flavored tobaccos. >> they write no. by offering a variety of flavors they are deliberately targeting anyone with a few dollars in their pocket. this might be adults or teens. but this is capitalism. the government either needs to outlaw tobacco completely or let them thrive. >> it's illegal for children to smoke. banning one kind of cigarette

what a great show there to take the kids too we're going to talk to eva again during our 7:00 show and see some of the new stuff they have there. we don't have any ice in our forecast this morning but do have plenty of rain. give yourself a few extra minutes. we have a front that is the dividing line between a winter like air mass and a nice comfortable air mass here on the east coast. temperatures in the teens and 20's across the northern plains. of course where the two air masses bump together you get the raid. we have the showers extending from new england all the way down to our neck of woods. even cold enough for a little bit of snow in upstate new york and back into vermont and new hampshire. may get a taste of winter weather as we head into the weekend. all liquid rain of course. 57 at the airport, 54 in randalls,town. we're starting in the 50's, maybe sneak into the low 60's

>> time now for a last look at the big story this morning. baltimore police investigating a second case involving the rape of a teenager in just a week's time. good morning, jen. >> hey mindy. police say that this happened on sunday afternoon involving a 14-year-old girl. she was walking in the 1,500 block of leslie street when police say she stopped to ask for directions. about that time they say a conversion van pulled up to the side of the curb with three males inside. they say that the girl was pulled inside this van. that the people inside implied they had a weapon. they drove her a short distance away and raped her before letting her go. police are looking for the van and also multiple suspects in this case. so anyone with any information is asked to call baltimore city police. >> thank you, jen. time is now 6:52, 57 degrees on t.b. hill. >> another check ahead of weather and traffic straight

>> when the team met kimberly wright, the 38-year-old woman was homeless and battling cancer. today she is cooking in her own kitchen in a south baltimore townhouse thanks to a viewer who felt compeled to respond after viewing her story. just a few weeks ago, she was fighting for a her life and a place to live. she was one of 23,000 people on public housing waiting list. the cancer support foundation tried every source they knew but her doctors note confirming her desperate need for assistance was to no avail. not until she took her case to the housing authority that she got a rental voucher. after the story aired, the station was flooded with calls offering assistance.
