we need to know about those things. we're going to look at whether that happened or did not. obviously, what happened at penn state is an enormous tragedy. we will do a thoughtful and thorough investigation. >> if penn state did violate their role, the school could face a maximum fine of $27,500 per violation. >> but there be more investigations into the school? >> they could dig deeper into this, but we are also during from the president of the n.c.a.a., saying they're watching the developments for now, but deferring to the investigation to see what comes out of it. however, if based on those tasks that -- based on those facts, if penn state did violate the law, they will act.

memorandum of understanding to completely restructure the mall. the project is receiving a lot of praise from owings mills employers looking to get rid of the eyesore and put them all back -- and putting them all back on the map. -- vella amol back on the map. the mall back on the map. >> according to a recent survey, 100,000 people making over $80,000 a year and live within 10 miles of the mall. >> will create a catalyst for growth in the community. it will be a retail, dining, and entertainment hub for baltimore county northwest.

>> they plan a major demolition of the mall, creating a more outdoor experience, like the hunt valley mall, made up of mostly big box and junior box stores. >> we plan on attracting stores like j.c. penney's, macy's, and amc theaters. with the likely demolition of the outside of those -- of the mall outside of those pieces. >> representatives were not able to tell us what it would look like because everything is still in the planning phase. they did not even have renderings of what the place might look like. at any rate, this will continue in the planning phase for the next 6-12 months. then in 2013 we will see the demolition work and the project is supposed to be completed sometime in 2014.

>> today, mayor stephanie rawlings-blake announced a plan to increase the bottle tax from 2 cents to 5 cents. she has asked the city council to consider it monday. david collins has the details. >> revenue from the embattled city bottle tax has already fallen short of expectations. city hall estimated the tax would bring in $5.8 million per year. but it actually just generated $4.7 million in its first year. two days after the election, mayor stephanie rawlings-blake has announced a plan to increase the bonnell tax from 2 cents to 5 cents. >> we were looking for a creative way to put more resources into construction for schools. you take a look at the schools around the city, and our kids deserve more. we think this is a way we can get there. >> school administrators are still looking into how much

money is needed. an aclu representative put the figure at $2.8 million. the increase to 5 cents would provide $2.2 million. but the tax increase needs approval from city council and is expected to face stiff opposition from the beverage industry. after hearing the mayor wants to increase the tax to 5 cents, one person writes, "mirren stephanie rawlings-blake continues to demonstrate its respect for baltimore county business. markey our industry like this is somewhat of an abuse of power." the bonnell tax revenue was supposed to go to street cleaning and other public city funds. now it will go to float -- to schools. >> this will be a way to make
