lots of sunshine in the forecast. we will make it up to 48 this afternoon. we will check the forecast for this weekend. first we say good morning to sarah. >> good morning. it got busier for motors out of cecil county. there are some backups developing i-95 in the southbound direction. an accident on route 3 in anne arundel county. that should be cleared surely. moving well through the glen burnie area at 100. a smooth ride on the north side over towards the west side, 53 miles per hour. five minutes on 95 down towards the fort mchenry. 11 minutes on 95 south from the beltway down towards 32. we want to show this backup on southbound 95 down towards the perryville tolls.

there is an accident reported south of the toll plaza. we will keep you posted on delays and will we find. 95 south, so far so good to and from howard county. that is the latest on traffic pulse 11. back to you. >> thank you. it was a case of animal cruelty that shocked the city. a pitbull was set on fire and left to die. >> the brothers are accused of standing trial again. jennifer franciotti has more. >> their first trial ended in a mistrial after jurors said they were deadlocked after three days of deliberation. these are twin brothers who are accused of setting the pitbull on fire back in 2009. evidence includes surveillance video taken minutes before the dog suffered the fatal burns.

panel voted 11-1 to convict the twins. the dissenters said surveillance video was too blurry. >> phoenix still remains this enduring symbol and really, she just has become the face of animal cruelty nationwide. so, i think baltimore is taking this crime much more seriously. people are reporting it. police officers are investigating this crime. >> one of the twins was jailed on attempted murder charges at the time of the last trial. jennifer franciotti, wbal-tv 11 news. >> police now believe a pair of rape cases could be connected. both cases involved a home invasion over the weekend. the victims were approximately the same age and live within 3

street movement from new york all the way to maryland. in march has found its way from new york to havre de grace this morning. the will continue to make a stop in baltimore. the group intends to take to march all the way to washington, d.c., but the 23rd of the month. protesters cleaned up on the howard street bridge last point, calling for more jobs. the march ended peacefully. protesters hope their demands will not fall on deaf ears. than half a dozen cities took part in a day of action to mark the second month of the occupied wall street movement. police arrested at least 200 people in new york. about 500 demonstrators marched in downtown los angeles. police arrested about two dozen people there.

>> house members weigh in on the constitutional amendment that would force congress to balance its budget. kate amara joins us live with that story. good morning, kate. >> this measure does have support from both sides of the aisle. the outcome of the vote is far from certain. congress still debating how to balance the books. today the house takes up a balanced budget amendment. >> do we answer the call of the american people and embrace fiscal responsibility, or do we continue the status quo of more spending and more borrowing and more debt? >> republican supporters are facing an uphill battle. democratic leaders are lobbying against it. some opponents say forced measures to balance the budget could tip over a faltering economy. >> that gives me, i tell my friends on the republican side, no confidence that in time of danger and crisis, that we could summons 3/5 vote. >> today's vote comes as the

super committee stalemate continues. >> we don't have much time. >> the bipartisan congressional debt panel still struggling to agree on $1.2 trillion in savings. >> i believe that we have opened a door to negotiations in these last, final hours. that if they can come to an agreement on their side on revenue, that we will be able to move forward. >> democrats are resisting entitlement cuts. republicans are opposed to raising taxes. >> they are well aware of what we're willing to do. but you can lead a horse to water, but you can't make him drink. >> the deadline is wednesday. if the committee can strike a deal by then, congress would have one month to vote on it. if not, automatic cuts kick in. kate amara, wbal-tv 11 news. mindy? >> has congress managed to get anything done?

prosecutors have decided to give it another try. the mistral decision came after jurors told the judge they were deadlocked after three days of deliberations. it had one suspect walking out of court with a smile after a judge declared the mistrial in the animal abuse case against him and his twin brother. >> the evidence really was not there. so i don't think the state has a shot at retrialing the case. they should just leave it alone. >> one juror told 11 news the panel repeatedly voted 11-1 to convict the twins of setting the pitbull -- who became known as phoenix -- on fire back in 2009. he said the dissenter held out because she believed surveillance video taken minutes before the dog suffered the fatal burns was too blurry to identify the johnson brothers. members of the city's anti- animal abuse task force are disappointed. they were hopeful at the time that prosecutors would retry the case. >> it's a question of a dog that got her day in court, seven days in court.
