get cold tonight and then it might snow. kind of a strange day today. it is near 60 today. we're showing heavy rain south of baltimore. right now it is a light rain but it will pick up in intensity later this morning. rain is likely off and on. a flood watch in effect. we'll start out near 60 but the temperature will drop into the 50's and the 40's. the rain will change to snow and we could see one or two inches of accumulation. >> good morning. a recipe for a difficult start on the west side. we have an accident at liberty road on the outer loop. once volume starts to pick up, that will impact traffic.

we have wet roads and fog. police activity by ritchie highway. ritchie highway closed at the beltway. 12 minutes on the outer loop west side. eight minutes on southbound 895 towards the harbor tunnel. the accident at liberty is off to the right shoulder. a bit of a backup. this is 97 south of the beltway. traffic looks ok in this area. that is the latest on traffic pulse 11. >> thank you. a fight on capitol hill that impacts your paycheck. kate amara is live with the latest on the standoff over the payroll tax cut. good morning. >> from the white house to the capital, political leaders will be meeting behind closed doors to figure out what to do.

full potential. they have reported that response times beat the national standards. firefighters have voiced concerns about rotating closures. they were first implemented nearly three years ago. you leaders are afraid there will be more cuts in the future. >> the preliminary numbers may be up to five to eight more cuts and that is what we are out now. we have to take the offensive on it and get the word out that we can barely hang on now. >> in a statement, a spokesperson said providing optimum fire service is a top priority for the city. we're fortunate to be able to continue that high level of service. leaders say community members need to talk to city officials about this issue.

kim dacey, wbal-tv 11 news. >> one person remains in critical condition after being struck by light rail train. the victim was hit on tuesday afternoon in south baltimore. police on the lookout for a suspect in a vault in a deadly stabbing. a person was stabbed in the chest on tuesday afternoon and later died. the victim's name has not been released. >> a teachers change to a popular christmas carol causes some controversy. the music instructor gave students a sheet of music with a changed reverse from "deck the halls." the principal found out about it and talked to the teacher. >> some students were snickering and she attempted to

>> good morning. it will be a changeable day today. we will start out with temperatures above average and then they will fall through the day. right now we're on the opposite end of that spectrum. 63 downtown. the average high temperature today is 48. you can see some colder temperatures on the other side of the mountains. a front will go through a baltimore in a couple of hours. temperature will start to fall. 40's by this evening. be prepared for a big temperature change. we could see some heavy rain from the d.c. area towards baltimore. it is mostly light rain. we do expect the rain to pick up in intensity. a flood watch is in effect. rain off and on today. we'll start up around 60 and

wind up in the 40's. the temperature will continue to fall tonight. the rain could changeover to snow tonight. i think the rain will stay above freezing. we should not have any problems with ice. low pressure traveling up the coast. the cold air will wrap around the storm and it will catch up to the rain and change over to snow. between midnight and 3:00 a.m. is the best time for snow. then it will clear out real quick. it should be all gone by 4:00. this is how much snow i expect. one to two inches of snow around the city. in to western maryland, a frederick county, southern pennsylvania, two to four inches of snow. mostly rained down in annapolis. this will be a quick shot, only

from sunrise to sunset today. an investigation into allegations of police misconduct. there has been reports of possible unlawful surveillance activities and excessive use of force by new york police department officers. officers accommodative lawful protests and made arrests only after observing unlawful conduct. >> paul schurick is found guilty of suppressing african- american votes. he was behind more than 100,000 calls that told voters that democrats already won and that there was no need to go to the polls. julius henson goes on trial for similar charges.
