weeks away, up the bulk of the season is here tonight. good evening, everyone. we begin tonight with an alert. weather continues to move the most of the state at this hour. a winter weather advisory. we have live team coverage. we have been tracking the system all day long. >> we have seen the transition from rain to snow in many areas north and west of town. in baltimore, we have had a record amount of rain, over 2 inches at the airport. it is mostly rain down that way and up the i-95 corridor. as you did west of town, temperatures up fallen back into the 30's. that includes western howard county.

you could pick up a quick accumulation of a few inches. especially in the higher terrain. those areas are reporting mostly it snow. it is coming down at a pretty good clip. you can see, however, that this is not going to be around very long. already, the precipitation has ended in western maryland. this storm is going to race at the eastern seaboard. it should be gone by daybreak. we have been up in carroll county and this evening. let's go up to carroll county. it looks like it is december's first snow. >> i was out here on halloween when they have the first snowfall of the season. right now, it has been coming down for the last hour and a half. you can see it coming in sideways right now.

it has been coming down steadily for the past hour. i want to show you some of the roads and what they look like. there has been a slow accumulation of snow for the past few hours. because of all the rain, the roads are very slick. the state highway administration has been monitoring the storm bourke-white's some time. they have had their snowplows and trucks ready to go just in case anything happens. they have been monitoring the snow. people in westminster said they were caught off guard. >> it is really windy. that pretty much sums it up. >> we should do a few things. preparing for these tires. at this point, i am not, but i should be. >> we are responding to the forecast, just like everybody else.

the two police officers were off duty at the time. a third officer, which it -- who was present, but reported to our commanders. she said it happened in october and she reported that several weeks later. the accused officers are females from the department's horse units. police are not releasing their names. for're being investigated sexual harassment and integrity violations. >> there is a general order for the police department and there are certain ways you have to act if you are a member of the baltimore police department. that underscores our commitment to holding ourselves to a higher standard. even when individuals are off- duty, they're bound by the general quarters. >> the equal employment opportunities commission section of the department is handling the investigation.

administrative suspension is standard procedure. the officers have been stripped of their guns and badges and their limited to in-house administrative duties. >> a suspect is in custody after a deadly stabbing in northwest baltimore. but happened around 9:00 in the 3500 block of woodland ave. investigators say the victim and unidentified man died at the same. there is no word on exactly what led to the violence. the annapolis man who falsely promised area schools appearances by ravens players in exchange for money is behind bars tonight. he was arrested on tuesday. he was on queen anne's counties most wanted list. his company never refunded money received from schools. in each case, investigators say he promised to have a player from the baltimore ravens talk to students at assemblies, but

it never materialized. it is a story we first reported back in october. 17 schools were involved. >> a new legislative audit has determined that the state made $426,000 in medicaid payments to 10 people who were dead. it uncovered payments totaling $2.5 million to 323 deceased people. example of that group for further study confirmed the erroneous payments to 10 deceased people. auditors say more investigation and they recommend a state to look into other 300 + names for similar problems. former penn state assistant football coach jerry sandusky is back behind bars. authorities arrested him today on new charges on alleged child sexual abuse. >> mr. sandusky, any comments?

>> police let him away from his home in combat -- in handcuffs wednesday afternoon following new charges. the charges involve allegations by two new accusers who claimed sandusky abused them. in court documents, a grand jury accused the sandusky of assaulting one of the boys in the basement of his home. it says the victim claims "he screamed for help, knowing that sandusky's wife was upstairs, but no one can to help them." the former assistant coach had been free on bond following his initial arrest. according to a grand jury testimony, sandusky and that all the alleged victims to the second mile charity. sandusky has repeatedly said he is innocent of all charges. >> how would you take it if you were facing the kind of charges he is facing? he would be devastated.

>> sandusky's lawyer says he expects him to be at the jail on bail sometime thursday. >> sandusky is expected to appear at a court hearing next tuesday where some of the accusers are expected to testify. the continued allegations against jerry sandusky has led to some backlash for all sports director. you can find is interview on wbaltv.com. an upstate york district attorney says he cannot bring sexual abuse charges against bernie fine. district attorney says both of his accusers are credible, but the statute of limitations prevent them from moving forward. >> but for the obvious problem

of the statute of limitations, there allegations would have resulted in the rest of the fine. at least for the misdemeanor charge of sexual abuse. the district attorney is asking any additional victims to come forward. the 65-year-old was an assistant basketball coach at syracuse university since 1976. he adamantly denies any wrongdoing. 14 years in prison, about is this sentence for disgraced illinois governor rod blagojevich. he apologized for his crimes and asked the judge for mercy. the ousted governor was convicted of 18 corruption counts, including an attempt to sell president obama's old senate seat. he is the second illinois governor sentence for corruption. >> there was a moving ceremony on this 70th anniversary of the attack on pearl harbor. >> uss arizona --

law enforcement and officials joined families affected by a drunk or impaired drivers. officials said tomorrow comes a time when alcohol related fatalities are on the rise. 177 alcohol-related fatalities were reported last year. authorities plan to increase sobriety check points over the holidays. two years ago, a nine-year-old died after he was hit by a tree at a campsite in carroll county. his family is suing the county for $12 million. >> he was the light of my life. i mean, we are just devastated. >> she fights back tears as she explains how life has changed for ever since her nine-year-old son noah asid was killed after being struck by the street at a nature camp almost two years ago. >> it was very upsetting.

how everything was handled. >> in a lawsuit filed by her family -- his family, it plans an investigation proved that the tree had been dead for quite a long period of time. the lawsuit goes on to say that that can is negligent because it allowed the campers to play outside, ignoring a high wind advisories that had been issued by the national weather service. >> we filed suit because it is clear to us that carroll county pressed party was to protect the kids and a completely failed to do that. >> not only did carroll county not apologize for her son's death, she says the center a $120 refund with a form letter saying that the 2009 winter nature camp did not go as planned and ended unexpectedly. followed by inviting her to attend a maple sugar festival of the camp in march.

carroll county and hartford county. as we mentioned, it is going to be a fast-moving storm. it should be gone by morning. things have quieted down quite a bit as far as the precipitation in western maryland. it is cold and windy all across the state. an impressive early season storm about to leave the region. it has been a record-setting storm as far as total precipitation. 2.3 inches and still raining down at the airport. the high earlier was 62. below is the current temperature, 38. the rain has been falling at a record-setting pace and it is getting much colder outside. total amount of rain in the area, you can see some pockets of yellow and orange. that is where you get well over 2 inches. some very heavy rain and also parts of pennsylvania as well.

as the temperatures drop, it will turn to snow. flood warnings are up for parts of maryland, including baltimore. flood watches continue to the north, up to the pennsylvania line. the emphasis on nasdaq -- the emphasis is on a brief period of wintry weather. it would to a weather advisory remains in effect for frederick county. a couple of inches of snow may accumulate. just a trace with the warm ground and what ground around baltimore to the salt -- to the south and east. as the storm is strengthening, it is increasing -- it is producing some strong winds. well over 20 miles per hour. the temperatures feel ill lot colder now. storm continues to make its way

up the coast. there goes the rain through new jersey at 1:00 a.m. by sunrise, it will be clear, but chilly. during the day tomorrow, the storm will continue to get farther away and take the snow and rain up the coast to new england. breezy and chilly behind the storm tomorrow. it is about 20 degrees cooler tomorrow that it was today. small craft advisory on the bay bridge in western maryland had some snow, several inches. it will stay cold for the next few days. some flurries are possible on friday. eastern shore locations with soaking rain tonight. ocean city will be on the breezy side tomorrow. temperatures will be in the 40's
