30 miles per hour. takeoff 10 degrees from the current temperatures. dress for temperatures in the 20's. we will make it up to 45 this afternoon. first let's check the roads with sarah. >> good morning. we have a few problems. major roads so far looking good. if you travel in halethorpe, we have a crash at dacey avenue and annapolis boulevard. also dealing with closures because of flooding. southbound harford road over towards 25th street. these closures in the southbound direction. other problems include fire activity at south drive. 95 looks good from cecil county. drive times -- 11 minutes on the outer loop north side. 10 minutes on southbound 95 down

>> two female officers are suspended and facing allegations of sexual misconduct. police are being tight-lipped about the circumstances. the alleged incident was sexual in nature and took place in public last october while the officers were off duty. the fact that they were not on the job does not matter. >> there's a general order for the police department and there's a certain way you have to act and maintain yourself in public if you're a member of the baltimore police department, and i think that just underscores our commitment to holding ourselves to a higher standard. even when individuals are off- duty, they are bound by the general orders. >> both officers are members of the mounted unit and are limited to in-house duties while the investigation continues. >> police have a new unsolved murder on their hands even

though the victim was shot nearly 20 years ago. ronald watkins was shot on north avenue and north charles street. slowly deteriorated. his death was caused by injuries from the shooting. police have made an arrest in connection with a deadly stabbing. the attack happened 9:00 p.m. last night. the unidentified victim was pronounced dead at the scene. >> a man accused of ski camming schools by promising appearances by baltimore ravens has been arrested. police say he promised 17 different schools appearances by ravens players through his company.

in each case, he allegedly took money. the schools were left holding the bag. he is being held at the harford county detention center on $10,000 bail. goes back to the drawing board. kate amara has more. >> the fda begins two days of hearings on the safety of widely prescribed birth control pills that some studies have shown are more likely to cause blood clots in women. today's hearing on oral contraceptives comes one day after a surprise move by the obama administration. the nation's health secretary overturned an fda decision to make the emergency contraceptive plan b one-step available to girls under 17 without a prescription. >> i am shocked and outraged,

frankly. this act that the secretary of health overruled the commissioner is actually unprecedented. >> from women's health advocates to conservatives, the move seems to have caught both sides of the debate off guard. >> we are surprised and we think that secretary sibelius did the right thing. >> in a statement, the fda commissioner said there is adequate scientific evidence that plan b is safe and effective and that adolescent females could use plan b one- step properly without the intervention of a health-care provider. >> plan b is safe enough, simple enough to be on the shelves. >> secretary of health and human services kathleen sibelius disagrees, saying some girls are just too young to understand the label and use the product appropriately, adding, "there was not enough data to support making plan b one-step available to all girls 16 and younger without talking to a health professional. >> they should still have the

protesters. police were called in to clear the area after the mayor declared the park is no longer safe. a dramatic ending after a standoff between a man and police in washington state. there was smoke and the homeowner started firing hundreds of rounds in a b arrage that lasted 90 minutes. jerry sandusky is back behind bars this morning after police arrested him on new charges of child sex abuse. this came after two new accusers came forward and said sandusky molested them. he is expected to post bond later today of $250,000. >> you can have your hair murder

you can see the traffic starting to pick up on york road. live in baltimore county. we are expecting gusty winds behind the storm so it will feel chilly as temperatures barely make their way into the mid 40's. it feels like it is in the 20's right now. the sunshine should make it feel a bit better right now. now we will see how it is going further west of the city. >> the roads are doing great. we are along route 140 in westminster as the traffic is moving along posted speeds. the roads are not even went so we are not dealing with icy situation, roadways. it is a relieved as the buses are rolling to get kids to school on time. it is very windy this morning. a concern for more b g e and state highway crews as they

plenty of headaches in prince george's county. flooding caused parts of route 12 shutdown. by the night's end, the town saw anywhere from 1 inch to 3 inches of rainfall. >> a state legislative audit says maryland paid out more than half a million dollars in medicaid payments to people who are already dead. the audit also found between january of 2008 and august of 2011, $2.5 million of erroneous payments were made to 323 people who may have already been dead. "the baltimore sun" reports state agencies recovered about $150,000. >> a family who lost their son at a campsite when a massive tree fell on him have filed a multimillion-dollar suit against the county. the family claims the recreation and parks department was negligent, and it should have never allowed a 100-foot tall tree they knew was dead to remain standing and campers to

play outside despite a high wind advisory. >> we filed suit because it is clear to us that carroll county's first priority was to protect the kids, and a completely failed. >> it is very upsetting. very upsetting how everything was handled. it definitely should have been done differently. >> county officials did not comment, saying they did not receive a copy of the lawsuit. >> in this morning's education alert, new national test scores are out and baltimore city students are getting mixed reviews compared to other cities. the biggest point of pride for the national assessment was made in fourth grade math where scores went up almost 3.5% of the past two years. while there was improvement in eighth grade math scores it was well below the nation's best.

but it was true. let's go ahead and see what is going on on the roads. unfortunately, a few things to watch for already. we want to give you an important update. northbound 97 at benfield boulevard, two right lanes closed -- we originally reported it was southbound but it is northbound. southbound 795 approaching the beltway, watch for an accident. davy avenue at annapolis boulevard, a crash being cleared. this one gone, hanover and pote e street. but flooding southbound harford road between montpellier street -- let us give you a live look outside and we will update you on 97. the accident looks outside to the right shoulder but look for northbound delays making your approach toward benfield boulevard. 795, volume at franklin boulevard but bigger delays closer to the beltway with a southbound accident.

now we want to get the latest from ava, out there in the snow. but things could be worse but it will not be a good hair day. i have been fighting the wind all day. it is gusting behind the latest storm which quickly exited to new england. it is dropping snow and ice in parts of maine, as it moves toward canada. behind it, mostly clear. a high-pressure system building in. a gust of wind pushing hair into my face. up to 39 -- 39 miles an hour. although we are starting off in the 30's, many areas above the freezing mark, but when you factor in the winds it will feel much colder. i m sure i look like a mess right now. but the big thing we do want to focus on is the fact that it will be very windy, a chilly start to the day, but the sunshine is out so at least the roads are doing good -- i have york road behind me and the traffic is picking up as the sun
